CITY OF CANTON, FULTON COUNTY, ILLINOIS
AN ORDINANCE APPROVING THE IDENTITY THEFT PREVENTION PROGRAM
WHEREAS, The Fair and Accurate Credit Transactions Act of 2003, Pub. L. 108-159,
(commonly referred to as the "Red Flag Rules'°j requires certain financial institutions and
creditors with "covered accounts" to prepare, adopt, and implement an identity theft prevention
program to identify, detect, respond to and mitigate patterns; practices or specific activities
which could indicate identity theft; and
WHEREAS, the City.of Canton maintains certain continuing utility accounts (i.e. water, sewer,
garbage): that involve multiple payments or transactions, and these accounts are "covered
accounts" within the meaning of the' Red Flag Ruled; and
WHEREAS, in order to comply with the obligations set forth under the Red Flag Rules, the City
Council finds and declares that it is in the best interest of the City of Canton to approve the
Identity Theft Prevention Program that is attached as Exhibit 1;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS, PURSUANT TO ITS STATUTORY
POWERS, AS FOLLOWS:
SECTION ONE: The recitals set forth above are incorporated as findings as if those recitals
were fully set forth within this Section One.
SECTION TWO: The City Council hereby approves the Identity Theft Prevention program,
which is attached hereto as Exhibit 1.
SECTION THREE: If any policy, resolution, ordinance, or prior agreements conflicts with the
provisions of this ordinance or with the attached Identity Theft Protections Program, then that
policy, resolution, ordinance, or agreement is repealed to the extent of the conflict.
SECTION FOUR: This Ordinance is in full force and effect from and after its passage,
approval, and publication in pamphlet form in the manner provided by law.

AYES: Aldermen Schenck, Berardi, Sarff, Ellis, Ihnes, Strandberg.
NAYS: None .
ABSENT: Aldermen West, Lewis. (Alderman Lewis resigne her
position as Alderman effective May 5th, 2009 ~~
