WHEREAS, The Western Illinois Regional Council is a legal body created under State
Statute (CH. H5, Illinois Code) by local officials, and
`.VIIEREAS,'ihe \Vestern Illinois R.e~;ional Council w<3s created to serve these local
officials as a eol~~prehensive pl;uuung agency to conduct research and provide technical
ssistance, and
WHEREAS, these services require officers, staff and expenses in fulfilling their respon-
sibilities under the by-laws, policies, and procedures of the agency, and
WHEREAS, The Western Illinois Regional Council is authorized by law to contract,
receive and expend fiinds.to conduct the necessary business of the agency, and
WHEREAS, the flow of contractual funds from Federal and State agencies is normally
implemented on a reimbursement basis by these agencies, and
1VHEREA5, the cost of payroll and other bills of the IVestern Illinois Regional Council
often precede the regular flow of reimbursement dollars.
N01Y T1lEREFORE BE IT RESOLVED, that the Chairman of the Western Illinois
Regional Council is authorized to contact tending institutions for the purpose of
borrotiving necessary funds to meet projected costs, but which cannot exceed the
amount (s) defined in previously approved contract (s) for ser~~ices by and between
the Western Illinois R.egioval Council and a Federal or State agency.
