HomeMy WebLinkAboutOrdinance #0675~._:.~ ...~ - `~ „~;~ a / .. ~ _ _~ ORDINANCE N0. ~ ~ '~ AN ORDINANCE AMENDING TITLE 1, CHAPTER 6, SECTIONS 8 AND 10 OF THE CANTON MUNICIPAL CODE CONCERNING THE STANDING COMMITTEES OF THE CITY COUNCIL OF THE CITY OF CANTON, ILLINOIS BY ADDING THERETO A COMMITTEE ON PUBLIC SAFETY AND PROTECTION. WHEREAS, the Legal and Ordinance Committee of the City of Canton, Illinois has determined that it is necessary, desirable and to the best interests of the City of Canton to modify and amend Title 1, Chapter 6, Sections 8 and 10 of the Canton Municipal Code by adding thereto a Committee on Public Safety and Protection; and WHEREAS, the City Council of the City of Canton, Illinois has made a similar determination. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CANTON, ILLINOIS, AS FOLLOWS: 1. That Title 1, Chapter 6, Section 8 of the Canton Municipal Code be, and the same is hereby amended to read as follows: "1-6-8: APPOINTMENT OF COMMITTEES: It shall be the duty of the Mayor, by and with the consent of the Council, at the first regular meeting of the Council in May of each year, or as soon thereafter as may be possible, to appoint six (6) standing committees of the City Council, which shall be as follows: Committee on Finance and Personnel Committee on Streets and Traffic Committee on Public Works and Buildings Committee on Legal and Ordinance Committee on Community and Industrial Development Committee on Public Safety and Protection." 2. That Title 1, Chapter 6, Section 10 of the Canton Municipal Code be, and the same is hereby amended by adding thereto subsection F as follows: "1-6-10: SPECIFIC DUTIES OF COMMITTEES: (F) Committee on Public Safety and Protection." 1. The Committee on Public Safety and Protection shall monitor the interrelated functions of the Police Department, the Fire Department and the Emergency Services and Disaster Agency of the City of Canton and recommend to the City Council policies and guidelines necessary to ensure the safety of the citizens of the City of Canton under emergency conditions. 2. The Committee on Public Safety and Protection shall keep the Disaster Response Plan for the City of Canton current by revising said plan as needed. It shall also maintain a list of all departments and organizations which have copies of the Disaster Response Plan and inform them of all revisions. As State and Federal Emergency Services and Disaster Agencies ~ ys a ~ ~ M Y define and redefine Disaster Response Procedures, the Committee on Public Safety and Protection shall incorporate those pro- cedures into the Municipal plan. 3. It shall be the responsibility of the Committee on Public Safety and Protection to prepare and conduct Disaster Response Simulations at least once each year. 4. The Committee on Public Safety and Protection shall de- fine the mutual use and manning of shared equipment of the Police Department, the Fire Department and the Emergency Services and Disaster Agency and the training requirements of the Emergency Services and Disaster Agency and the volunteers thereof. 5. The Committee on Public Safety and Protection shall hear Police, Fire and ESDA presentations of budgets, personnel requests and equipment needs for safety purposes. After careful study and revision as deemed necessary, it shall refer recommenda- tions to the proper committee or present recommendations to the City Council. 3. That the remainder of Title 1, Chapter 6, City Council, of the Canton Municipal Code remain in full force and effect. 4. That this Ordinance shall be in full force and effect upon its passage by the City Council of the City of Canton, Illinois and approval by the Mayor thereof.
