STAFF IN ATTENDANCE: Mayor Kent McDowell, Acting City Clerk Andi Walters, Treasurer Crystal Wilkinson, Fire Chief Scott Roos, Police Chief Michael Eveland, Superintendent Ron Robinson, Utility Director Joe Carruthers, City Engineer Keith Plavec, System Maintenance Superintendent Dash Wilson. CONSENT AGENDA Approval of the 01-19-2023 special council meeting minutes, the 01-24-2023 public hearing minutes and the 01-17-2023 regular council meeting minutes. Motion and second were made by Alderpersons Hale/Chamberlin to approve the consent agenda. COMMITTEE REPORTS: FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR DISCUSS, CONSIDER AND VOTE ON DESIGNATING TIM WYMAN AS THE BROKER OF RECORDS FOR THE CITY OF CANTON FOR THE PURPOSE OF HEALTH INSURANCE. Attorney Jump explained that the initial insurance quote came back high. Tim Wyman is wanting to negotiate that further and see what he can work out with Blue Cross Blue Shield but in order to access some of the information and expedite that process he needs to be named as broker of records with BCBS. Motion and second were made by Alderpersons Chamberlin/Nelson to approve Tim Wyman being named broker of records for the city of Canton for the purpose of health insurance. DISCUSS, CONSIDER AND VOTE ON PAYING BEN HENDRICKS TRUCKING INC. TO FINISH DEMOLITION OF 260 FULTON PLACE. Mayor McDowell stated the latest quote he received was $7,000. to be paid out of demolition fees. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF CANTON AND THE CITY OF PEORIA FOR THE SALE OF A FIRE TRUCK AND CERTAIN FIREFIGHTER TRAINING. Fire Chief Roos stated this is the sale of engine 2 which is a 1996 Pierce. The sale would go towards credit for schooling, training and other aspects the fire academy offers. Motion and second were made by Alderpersons Grimm/Nelson to approve a resolution for an intergovernmental agreement between the city of Canton and the city of Peoria for the sale of a fire truck and certain firefighter training. Attorney Jump stated that this something that council has seen before but he has modified it a little. There will be a fee schedule with pre-authorized settlement amounts. Motion and second were made by Alderpersons Grimm/Lovell to approve an ordinance amending Title 1, Chapter 27 of the Canton Municipal Code and adopting an updated fee schedule in relation to violations. Steve Klein handed out a map of the BDD, a copy of the application form and a list of costs that the BDD can be used for. The city is already generating inquiries. He went on to say that the reason he is speaking tonight is to get them to start thinking about how they can make the most of the BDD and to use to maximize the development potential it could have with the various types of inquiries the city is and will be receiving. Cole McDaniel said that there are already twelve application and four or five waiting to submit. He suggested adding more extensive requirements to the application as far as project narrative. There is a portion of the application that asks them to describe their project and the applicants do that but it needs to be more detailed and what the financial need for assistance is. By requiring additional information, it shed some risk for the city as well. Application currently will be submitted to Cole’s office which, then goes on to Steve and the economic development group where they are reviewed for completeness and accuracy. Also, to make sure the proposal is within the BDD. Cole went on to say that we need a more formal way to bring that back to council. Perhaps the application with the additional documentation of the project narrative so that when council comes to a first reading instead of him saying what the project is, it’s the project owner or business developer to have a conversation about the pros and cons to make a more informed decision. PUBLIC WORKS, WATER & SEWER ALDERPERSON ANGIE LINGENFELTER, CHAIR PUBLIC SAFETY & TRAFFIC ALDERPERSON ANGELA HALE, CHAIR STREETS AND GARBAGE ALDERPERSON JEFF FRITZ, CHAIR LAKE, BUILDINGS & GROUNDS ALDERPERSON GREG GOSSETT, CHAIR DISCUSS, CONSIDER AND VOTE ON SELECTING A SOLAR COMPANY FOR THE CANTON WATER TREATMENT PLANT AND TE KILROY LEFT STATION PROJECT. Joe Carruthers said that they got all the numbers back from all the different solar companies and after talking with the Mayor and a couple of Aldermen, believes that Keystone solar company offers the best deal. Motion and second were made by Alderpersons Gossett/Hale to move forward with Keystone solar pending further negotiations and preparation of necessary documents.
