Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Molleck, Sarff, Phillips, Nidiffer, Meade, Shores, May. Absent -Alderman Hartford. MINUTES OF SEPTEMBER 19, 2000 MEETING. Motion by Alderman Molleck, second by Alderman Nidiffer, the minutes of September 19, 2000 be accepted and ~"' placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety. Council Action None. Streets & Garbage Council Action ~ . Motion by Alderman Phillips, second by Alderman Sarff, to purchase $500 of rock for Youth Acres because of erosion of the shoreline. Roll call. Public Works, Water & Sewer. Council Action Motion by Alderman May, second by Alderman Shores, to approve an additional $750 per meter for the replacement of the hospital meters previously approved by the committee due to a change in the size of meter needed. Roll call. AYES - Aldermen Molleck, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 7 AYES 0, NAYS, 1 ABSENT. Motion carried. Informational: Steve White, water superintendent had reported in committee that an electronic touch pad will be ordered from Badger Meter for the St. David water meter and paid by them. The City of Canton will incure no cost. COMMUNICATIONS FROM MAYOR EDWARDS. Mayor Edwards gave an e- mail address for Alderman Jim Hartford. The a-mail address is -Jim Jan 6(a, Yahoo.com. 78 Phillips & Associates reported the cost would be azound $2,200. City Attorney Jim Elson said he will follow through with this concern. Mayor Edwards asked for an Executive Session for -Personnel of Police & Fire. Motion by Alderman Meade, second by Alderman Molleck, to go into executive session for discussion of Police & Fire. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. The regular scheduled council meeting convened into executive session at 6:37 P.M. The minutes of the executive session are on file in the office of the city clerk for review. The regular scheduled council meeting reconvened at 7:00 P.M. Mayor Edwazds stated that Howard Williams has retired and some changes are now being made at the Police Department. At the recommendation of Police Chief J. Michael Elam, he wants the appointment of Lt Don F. Edwards as Deputy Chief, and the appointment of a new police officer to the force. Motion by Alderman Molleck, second by Alderman Meade, the appointment of Lt Donald F. Edwards as Deputy Chief, and one additional officer be confirmed. Discussion. Police Chief J. Michael Elam mentioned that Donald F. Edwards has a masters degree from University of Illinois, he is instrumental in all grants. This will be a salazied position with the salary at $56,000.00. Don will not be a member of the police union, nor under the >~ire/Police Commision. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Molleck. OLD BUSINESS: ORDINANCE -ESTABLISHING COMPENSATION FOR THE MAYOR OF THE CITY OF CANTON, BEGINNING MAY, 2001. Second reading, read by title. Motion by Alderman May, second by Alderman Molleck, the ordinance be placed on its passage. (The salary is set at $17,000 for a114 years beginning May 1, 2001.) Roll call. AYES -Aldermen Molleck, Sazff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being # 1669. ORDINANCE -ESTABLISHING COMPENSATION FOR T.HE CITY CLERK OF THE CITY OF CANTON, BEGINNING MAY, 2001. Second reading, read by title and salary of $25,000 for 2001, $26,000 for 2002, $27,000 for 2003, and the same $27,000 for 2004, with $5,000 being paid in additional salary if a certified clerk. Motion by Alderman Niditl'er, second by Alderman Phillips, the ordinance be placed on its passage. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being # 1670. ORDINANCE -ESTABLISHING COMPENSATION FOR THE TREASURER OF THE CITY OF CANTON, BEGINNING MAY, 2001. Second reading, read by title and salary of $25,000 for 2001, $26,000 for 2002, $27,000 for 2003, and the same $27,000 for 2004, with $5,000 being paid in additional salary if a certified treasurer. NEW BUSINESS: RESOLUTION -DIRECTING DEMOLITION OF IMPROVEMENTS TO REAL PROPERTY LOCATED AT THE NORTHWEST CORNER OF EAST ELM STREET AND NORTH FIRST AVENUE, CANTON, ILLINOIS. First reading, read by title. The building is located on the corner of East Elm and Eastside Square. The present owner is Rick Lillie. Jim Elson mentioned that the owner has been notified that the building was examined by Phillips & Associates and the City's Building official. Motion by Alderman Sarff, second by Alderman Molleck, the resolution be adopted. Roll call. AYES -Aldermen Molleck, Sarff, Phillips, Nidiffer, Meade, Shores, May. ORDINANCE - GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT FOR THE OPERATION OF SEWING & ALTERATIONS AT 752 WEST WALNUT STREET, CANTON, ILLINOIS TO RONALD AND BUBA WHITE. First reading, read by title. Council Action Motion by Alderman Sarff, second by Alderman May, the approval to hire Rick Semonis Consultants to review the City's health insurance coverage. (Rick will review current plans, discuss cost saving modifications, prepare bid specs, review all proposals and finalize all benefit changes and communicate those changes with employees. His fee is $3,000 plus mileage.) Roll call. AYES -Aldermen Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion by Alderman Sarff, second by Alderman Nidiffer, to accept the Intergovernmental Agreement between the City of Canton and the Fulton County Emergency Telephone Systems Board concerning the mobile data terminals. (The agreement is necessary due to the Fulton County Chief of Police grant approval in the excess of $300,000 to install a mobile data terminal in all of the police units serving Fulton County.) Voice vote, motion carried unanimously. Motion by Alderman Sarff, second by Alderman Philllips, to lower the minimum bid for the comfort station by $2200 to allow for the cost of asbestos removal and to make that announcement the day of the auction.
