(This meeting was rescheduled due to the holiday following on Tuesday July 4.) PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Hartford, Sarff, Phillips, Nidiffer, Shores. Absent -Aldermen Molleck, Meade, May. PUBLIC HEARING - 6:30 P.M. PROPOSED APPROPRIATION ORDINANCE. The regular scheduled meeting convened at 6:30 p.m. to hold a public hearing for the proposed Appropriation Ordinance. Mayor Edwards asked for any comments two different times and nobody responded to his request for comments about the appropriation ordinance. Motion by Alderman Hartford, second by Alderman Sarff, to close the public hearing. Voice vote, motion carried unanimously. The public hearing adjourned at 6:31 p.m. MINUTES OF JULY 3, 2000. Motion by Alderman Sarff, second by Alderman Shores, the minutes of July 3, 2000 be accepted and placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action Motion by Alderman Phillips, second by Alderman Sarff, approval for the city to overlay an alley between Argonne Drive and Stonegate Drive (Assembly God Church) in the amount of $4,467.90. Discussion. Mayor Edwards mentioned that this overlay work will only be done if the alley is dedicated to the city. Alderman Sarff stated that this area has been a problem for years, this will help eradicate several of those problems in that area. Roll call. AYES -Aldermen Shores, Nidiffer, Phillips, Sarff, Hartford. NAYS -None. 5 AYES, 0 NAYS, 3 ABSENT. Motion carried. Lake, Buildings & Grounds. Council Action Motion by Alderman Hartford, second by Alderman Nidiffer, to approve the Mission Statement and the 1st, 2nd & 3rd goals of the Heritage Committee. Mayor Edwards said he was very happy the committee went to work setting the mission statement and to utilizing the Depot. They also will work on the use of the City Building after the move to the former Norwest Bank Building. Voice vote, motion carried V CONTINUED 7-3-00 Motion by Alderman Hartford, second by Alderman Shores, to approve the dedication of the historic depot on Septermber 20, 2000 at 5:30 p.m. Voice vote, motion carried unanimously. Alderman Hartford made an appeal for the donation of folding chairs from funeral homes. Motion by Alderman Hartford, second by Alderman Sarff, for additional funds of $3,000 to complete the project of repairs to the lake road, and to be paid from the Lake Development fund. Roll call. AYES -Aldermen Hartford, Sarff, Phillips, Nidiffer, Shores. NAYS -None. 5 AYES, 0 NAYS, 3 ABSENT. Motion carried unanimously. Alderman Hartford reported on the fireworks for tomorrow night. The committee will set up tomorrow morning, if it rains, the date is set for thursday July 6. Mayor Edwards mentioned that the Band Concert will be at 3:00 p.m. followed with the Canton Pride Committee's Parade at 7:00 p.m. Mayor Edwards thanked Jim Hartford and the committee for their efforts. It was very much appreciated! Public Works, Water & Sewer. Council Action None. COMMUNICATIONS FROM MAYOR EDWARDS. Vanderwall & Associates has asked the community to gather remarks on the former IHC Plant and very few have come in. Mayor Edwards encouraged people to be involved. Mayor Edwards responded to comments made on the sound system purchase for the Depot. The bid was not for more microphones, the price was $3,000 with engineering thrown in, and our system is designed to be moved. The sound system for the Canton High School will be $18,000 which is pretty close to same type of equipment, but is not designed to be moved. OLD BUSINESS: None. NEW BUSINESS: ORDINANCE -ANNUAL APPROPRIATION ORDINANCE FOR CORPORATE PURPOSES OF THE CITY OF CANTON FOR THE FISCAL YEAR BEGINNING MAY 1, 2000 AND ENDING APRIL 30, 2001. First reading, read by title. ORDINANCE - AUTHORIZING A STOP SIGN AT THE NORTHEAST CORNER 59 July 3, 2000 RESOLUTION -FRIENDSHIP FESTIVAL PARADE AND FUN RUN FOR SEPTEMBER 16, 2000. First reading, read by title. Motion by Alderman Hartford, second by Alderman Sarff, the resolution be adopted. Voice vote, motion carried unanimously. Resolution being #3530. ADJOURNMENT: Motion by Alderman Hartford, second by Alderman Shores, to adjourn. Voice vote, motion carried unanimously.
