PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Hartford, Sarff, Phillips, Nidiffer, Shores, May. Absent -Aldermen Molleck, Meade. MINUTES OF MAY 2, 2000 MEETING. Motion by Alderman Phillips, second by Alderman Hartford, the minutes of May 2nd, 2000 be accepted and placed on file. Voice vote, motion carried unanimously. MINUTES OF MAY 2, 2000 (SECOND) MEETING. Motion by Alderman Hartford, second by Alderman Nidiffer, the minutes of May 2nd, 2000 second meeting be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR APRIL. Motion by Alderman Sarff, second by Alderman May, all bills properly approved be paid. Discussion. Additional bills be added for payment are James, Gustafson & Thompson, Ltd in the amount of $2,735.00; and Quinn, Johnston, Henderson & Pretorius in the amount of $1,975.17, both for legal services. Also Alderman Sarff said the bill from Western Illinois Regional Council be added into the amount of $3,500 and paid from the Water Survey Grant. Roll call. Council Action ~ Motion by Alderman Sarff, second by Alderman Nidiffer, to accept the contribution plan as outlined by city treasurer Pat Wright, for reinsurance from Safeco for fiscal year 2000- 2001 for Regular Employees $235.72, Dependents $329.90, Retirees under 65 for Employees $228.52 and Dependents $322.47, and under COBRA for Employees $222.32 and Dependents $322.47, and Retireees over 65 for Employees $206.28 and Dependents $255.47, and goes into effect June 1, 2000 for regular employees and July 1, 2000 for Cobra employees to give them time to obtain other coverage if they so choose. Motion by Alderman Sarff, second by Alderman Phillips, to accept the Budget as amended for 2000/2001. Voice vote, motion carried unanimously. Motion by Alderman Sarff, second by Alderman Hartford, to reimburse Daniel Hall of 316 North 14th in the amount of $750 for the eleven years he was not on the city's sewer system and paid for the services. Players Lounge is requesting a Beer Garden Permit for July 2nd for wrestling and boxing matches. Also will donate 10% of the sales to fireworks display. Mayor Edwards said he did not know if the matches was prohibited or not. Will find out more before approving the permit. Moores Pub is requesting to close a portion~of East Elm Street for his establishment and also Billy's for the second annual St Jude s.- ^Motoon by ~A1dermansSE~ for Augu t 4~ CONTINUED 5-16-2000 Mayor Edwards commented that bids will be received until May 23rd for the selling of the Comfort Station on North Main Street. Motion by Alderman Sarff, second by Alderman May, to allow Norwest Bank the use of Jones Park and block off the South end of Jones Park where parking is allowed, to sponsor a dance, for changing of the banks name to Wells Fargo on June 30. Discussion. Mayor Edwards said the bank has also allowed the City of Canton to participate in a fireworks fund raising event on that day for next year's funds. Voice vote, motion carried unanimously. Norwest Bank is allowing the City of Canton their ATM Booth at the corner of North Main and East Locust for $1.00 a year. The building has heating and air conditioning. They are real anxious for an answer. This will be forwarded to Joy Stiglish of Vandewalle & Associates; and will be discussed at the next committee meeting. Mayor Edwards commented that due to the sound system in the Depot this will delay for a couple of months of having the council meetings in that building. Motion by Alderman Sarff, second by Alderman Shores, to seek bids for fabric for the windows. Discussion. Council felt the sound experts can write the specs of what is needed. Roll call. Mayor Edwards mentioned that the City of Canton was to appear in court tomorrow on the Mobile Homes parked in the Industrial Park. Had received notice the owner of the trailers has filed a suit against the City of Canton for violation of his civil rights. OLD BUSINESS: ORDINANCE - RESCINDING AN ORDINANCE PROVIDING FOR A HANDICAPPED PARKING SPACE ON THE WEST SIDE OF SOUTH MAIN STREET IN FRONT OF THE SITE OF THE FORMER CHURCHILL HOTEL. Second reading, read by title. Motion by Alderman Sarff, second by Alderman May, the ordinance be placed on its passage. Discussion. Mayor Edwards said that Ed Lewis is fixing the wall of his business and wants to remove one parking space. Roll call. AYES - Aldermen Hartford, Sarff, Phillips, Nidiffer, Shores, May. ORDINANCE -AMENDING TITLE 4, CHAPTER 1, SECTION 1 OF THE CANTON MUNICIPAL CODE FOR THE GENERIC PENALTY CLAUSE FOR VIOLATION OF THE ADOPTED BUILDING CODES. Second reading, read by title. Motion by Alderman Hartford, second by Alderman Shores, the ordinance be placed on its passage. Discussion. Jim Elson mentioned that there was not acatch-all for some of the violations, and this will close the gap. Roll call. AYES -Aldermen May, Shores, Nidiffer, Phillips, Sarff, Hartford. NEW BUSINESS: I 4g CONTINUED 5-16-2000 RESOLUTION -THE CITY OF CANTON NATURAL WATER SUPPLY HAS LIMITED CAPACITY, AND NO FURTHER CONSUMERS SHALL BE ADDED BY EXTENSIONS FROM CONTRACTING COMMUNITIES WITHOUT CITY OF CANTON'S PERMISSION.
