A regular meeting of the Canton City Council was held on February 1, 2000 in council
chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES CITY CLERK.
Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Molleck, Hartford,
Sazff, Phillips, Meade, Shores, May. Absent -Alderman Nidiffer.
MINUTES OF JANUARY 18, 2000 MEETING. Motion by Alderman Molleck,
second b Alderman Hartford, the minutes of January 18, 2000 be placed on file. Voice

Council Action
Motion by Alderman Sarff, second by Alderman May, the approval for on site repairs to
rebuild the drive unit in the secondary clarifier at the Wastewater Treatment Plant in the
amount of $9,624.00 with City employees assistance with ERI (Environmental Resources
Company of Wisconsin). Roll call. AYES -Aldermen May, Shores, Meade, Phillips,
Sazff, Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion
carried.
COMMUNICATIONS FROM MAYOR EDWARDS. The US Census Bureau is
testing and accepting applications for field workers every Wednesday at 1:00 p.m. at the
City Building, beginning Jan 5th - Mazch 31st. Candidates must bring two valid forms of
ID and the names of 3 references. They aze paying $11.00 to $12.50 per hour.
Christmas In April. Paul Vonderhaar spoke about the committee who is working under
~, the Peoria branch to beautify the community for low-income, elderly or disabled

Jim Elson city attorney gave an update on the Vic & Barbara Mason vacant lot on South
Main that the City put a lien on after having to demolish the building. Negotiations were
ongoing with James Elson Jr and the attorney for Mason's. The City's proposal was given
to them some 14 days ago, and today their response was received, and it was not
acceptable. Jim said this will have to be heard by the courts.
Masonic Temple Building Eastside Square. Mayor Edwards reported that barricades are
still in place for citizens safety. This has placed a hardship on the businesses in that area.
Jim Elson stated that the hearing date is set for February 14 at 9:30 a.m. for order of
demolition. Copies of the Structural Engineer's report is available to anyone who makes a
request. Two other buildings had fencing added for public safety. Ed Lewis is willing to
take care of his own building, the former Churchill Hotel on South Main Street. Jim said
he really appreciates Mr. Lewis doing this.
OLD BUSINESS:
ORDINANCE -RESCINDING ORDINANCE NO. 1635, WHICH ESTABLISHED
A TAXI STAND ON SOUTH MAIN STREET. First reading, read by title. Motion by
Alderman Sarff, second by Alderman Molleck, the ordinance be placed on its passage.
Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Meade, Shores, May.
NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1650.
NEW BUSINESS:
RESOLUTION -AUTHORIZING THE PURCHASE BY THE CITY OF CANTON
OF THE REAL ESTATE AND IMPROVEMENTS LOCATED AT THE
SOUTHWEST CORNER OF THE PUBLIC SQUARE OF CANTON FROM THE
NORWEST BANK ORGANIZATION. Mayor Edwards relinquished his chair to
Alderman Sarff at 6:50 p.m. for this one item of business. Mayor Pro Tem Larry Sarff
asked a member of the audience to speak as he had asked ahead of time. Oscar Ernst, 329
South 1st Avenue, Canton, Illinois said he sold his property in Florida and feels he sold the
wrong property. His taxes continue to go up here in Canton. He stated he was sorry
there was not more people here to disgree with this. Harlan Banister former Economic
Advisor for the City spoke about the need for a new City Building, the City should not
pass up this opportunity. The City has reduced taxes by $100 assessment. Other parts of
the county has increased taxes.
Mayor Pro Tem Sarff asked the City Clerk to read the resolution in its entirety. This was
the first reading of the resolution.
Motion by Alderman Molleck, second by Alderman Hartford, the resolution be adopted.
Discussion. Alderman Meade reiterated his wanting to look at other sources, and what
would we do with the property we are now using. He said he feels that plans on the use
of the Depot and the Police Building, are to my desires, therefore I will vote for the
resolution. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Meade,
Shores, May. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
