PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Jerry Bohler asked for roll call at 6:30 P.M. Present -Aldermen Bob Molleck, Jim Hartford, Larry Sarff, Craig West, David Nidiffer, Kevin Meade, JoAnne Shores, Mary Fillingham. Absent -None. MINUTES OF SEPTEMBER 18, 2001. Motion by Aldermen Molleck/Hartford, the minutes of September 18, 2001 be accepted and placed on file. Voice vote, motion carried unanimously. Committee Reports: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action Motion by Aldermen Shores/Meade, to allow Moore's Pub Inc. of 168 East Elm to close the 100 block of East Elm on October 20 for a fund raiser for the victims of the New York tragedy. Discussion. Pam MCallister who works at Moores Pub Inc, mentioned the event will be held from 10:00 A.M. to 12:00 midnight. The music will be taken inside at 10:00 P.M. Police Chief J. Michael Elam asked Pam if the neighboring business's had been contacted, and Pam answered each one of them had no problems with blocking off the street. Fire Chief John Stanko mentioned that a lane has to be left opened for emergency vehicles. Voice vote, motion carried unanimously. Informational. Alderman Shores, thanked Alderman Molleck for going door-to-door seeking opinions on the America Legion's request for rezoning of property located at 643 South Main Street. Mayor Bohler also thanked each aldermen who also worked very hard and received a tremendous amount of calls. Lake, Buildings & Grounds. Council Action Motion by Aldermen Nidiffer/Molleck, to allow for an appraisal of the Randolph lot at the corner of East Elm and First Avenue. Discussion. City Attorney Ron Weber, mentioned that the other issues of going out for bid and asking for a minimum bid will be covered by ordinances that will be needed later on. Roll call. Voice vote, motion carried unanimously. COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler mentioned that he has accepted the resignation of Pat Werland from the Cemetery Board, she has served some 30 years. Motion by Aldermen Sarff/Molleck, the appointment of Gary Watson and Joy Attkisson to the Greenwood Cemetery Board be confirmed until May 2004. Voice vote, motion carried unanimously. Mayor Bohler said he has also accepted the resignation of Jo Tracy from the Canton Pride committee due to health reasons. Mayor Bohler said he appreciated her commitment and that of Pat Werland. The Aldermen were told by Mayor Bohler to contact his office if they have any recommendations for the Canton Pride Committee. Mayor Bohler mentioned that elected officials and city employees attended The 733`a U.S. Army Reserve Mainenance Battalion luncheon and sent off. They will embarked on the first deployment of the unit, and will be leaving tomorrow for Fort Bragg N.C. Keep them in your thoughts and prayers. Show you are thinking about them by displaying yellow ribbons around your yards and homes until their safe return. OLD BUSINESS: ORDINANCE - REZONING CERTAIN PROPERTY IN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS FOR ORLANDO C. CROWTHER AMERICAN LEGION POST 16 AT 643 SOUTH MAIN STREET. Ron Weber, city attorney mentioned the American Legion members voted down to build a new facility. Their attorney John McCarthy has requested both this ordinance and the next ordinance allowing a special use permit be removed from the agenda. If the American Legion later they change their decision, they will have to start at the beginning. This takes no council action. ORDINANCE - GRANTING A SPECIAL USE PERMIT TO THE ORLANDO C. CROWTHER AMERICAN LEGION POST 16 TO CONSTRUCT A CLUB AND LODGE FACILITY AT 643 SOUTH MAIN STREET, CANTON, ILLINOIS. This is ordinance is also removed from the agenda. ORDINANCE - GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT FOR THE OPERATION OF A BEAUTY SHOP AT 1052 E. WALNUT STREET, CANTON, ILLINOIS TO ROGER BRAWDY. First reading, read by title. Motion by Aldermen Sarff/Molleck, the ordinance be placed on its passage. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Nidiffer, West, Sarff, Hartford, Molleck. RESOLUTION -C.H.S. STUDENT COUNCIL HOMECOMING PARADE 3:30 P.M. FROM ALICE INGERSOLL GYM ON SEPTEMBER 28, 2001. First reading, read by title. Motion by Aldermen Hartford/Sarff, the resolution be adopted. Voice vote, motion carried unanimously. Resolution being #3594. RESOLUTION -APPROVING THE AGREEMENT WITH THE STATE OF ILLINOIS FOR IMPROVEMENTS OF ILLINOIS ROUTE 9/ILLINOIS ROUTE 78 (FAP ROUTE 22). First reading, read by title. Motion by Aldermen Molleck/Shores, the resolution be adopted. (The City of Canton will have to pay $4,000 for improvements made to St" Avenue and Locust Street.) Roll call. COMMITTEE REPORTS: Finance: Council Action Motion by Alderman Hartford, second by Alderman Sarff to pay Crawford, Murphy & Tilly $1,249.28 for work on an application for IEPA Phase 2 of the Clean Lakes Grant. Motion by Alderman Hartford, second by Alderman Sarff to lease purchase a Pierce rescue engine through Northwest Municipal Alliance at a cost of $338,900. Discussion. This replaces a 26 year unit. Motion by Alderman Hartford, second by Alderman Nidiffer to approve Crawford, Murphy & Tilly's pay application for Leander Construction on the water filter project for $22,403.70 from the EPA revolving loan fund.
