HomeMy WebLinkAbout04-04-01 Canton City Council138 A regular meeting of the Canton City Council was held on April 4, 2001 in council chambers at the Historic Depot 50 North 4th Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. A moment of silence was given for the former Alderman Monty Rupe who just passed away. Mayor Edwards asked for roll call at 6:30 P.M. Present -Aldermen Robert Molleck, Jim Hartford, Larry Sarff, Chet Phillips, David Nidiffer, Kevin Meade, JoAnne Shores, Jim May. Absent -None. MINUTES OF MARCH 20, 2001 MEETING. Motion by Alderman Molleck, second by Alderman Hartford, the minutes of March 20, 2001 be accepted and placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety & Traffic. Council Action. None. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action None. Public Works, Water & Sewer. Council Action None. COMMUNICATIONS FROM MAYOR EDWARDS. Motion by Alderman Sarff, second by Alderman Meade, to open bids for the remodeling of the former Norwest Bank at 2 North Main Street, and now for City HalUPolice Department. Voice vote, motion carried unanimously. Bill Phillips of Phillips & Associates opened the bids. The bidders are...Edd Lowe & Associates in the amount of $541,790, Leander Construction Co in the amount of $477,400, Laverdiere Construction in the amount of $554,817, Vanguard Contractors, Inc. in the amount of $556,800, Bishop Brothers in the amount of $530,600. Motion by Alderman Sarff, second by Alderman Meade, to send the bids to staff for review. Voice vote, motion carried unanimously. 139 CONTINUED 4-4-01 Mayor Edwards said he appreciated the flower pots at the door of the Depot that were donated by two people. Christmas in April. They are requesting the waiving of city fees of $32.50 for demolition of a house. Mayor Edwards commented that the committee had informed him that all material and work is donated. Motion by Alderman Shores, second by Alderman Meade, to waive the fee of $32.50 for the demolition of a house for Christmas In April. Voice vote, motion carried unanimously. Alderman Nidiffer wants the Street Department to know of a sink hole in the alley behind Santa Jo's. Also a need fora "Children At Play" sign on North Avenue A between Spruce & Ash. Mayor Edwards thanked all the candidates presently on the city council and those who ran for office, and offered them his congratulations. Budget Review. Jim Snider Administrative Assistant gave a brief summary. Some of the increases are due to higher fuel cost. OLD BUSINESS: ORDINANCE -ANNEXING CERTAIN TERRITORY TO THE CITY OF CANTON, BELONGING TO JIMMIE D. ESSEX AND NORMA J. ESSEX, LOCATED ON MARLEE DRIVE, CANTON, ILLINOIS. Second reading, read by title. Motion by Alderman Molleck, second by Alderman Sarff, the ordinance be placed upon its passage. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NEW BUSINESS: ORDINANCE - GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT FOR THE OPERATION OF COUNSELING AT 44 WEST PINE STREET, CANTON, ILLINOIS, TO CARLA ROOP. First reading, read by title. Motion by Alderman Sarff, second by Alderman Nidiffer, to suspend the rules for the purpose of placing the ordinance on its passage. Roll call. Motion by Alderman Nidiffer, second by Alderman Meade, the ordinance to be placed on its passage. Roll call. Discussion. Alderman Shores asked Carla Roop what kind of counseling? RESOLUTION -AUTHORIZING THE TRANSFER OF MONEY FROM THE GENERAL FUND TO THE CIVIL DEFENSE FUND OF THE CITY OF CANTON, ILLINOIS. First reading, read by title. Motion by Alderman Hartford, second by Alderman Shores, the resolution be adopted. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being #3566. EXECUTIVE SESSION -DISCUSSING INSURANCE FOR NEGOTIATIONS. Motion by Alderman Sarff, second by Alderman Nidiffer, to go into executive session for the purpose of discussing health insurance for negotiations. Roll call.
