(This address was given by 911.) PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Edwards asked for roll call at 6:30 P.M. Present -Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. Absent -None MINUTES OF JANUARY 2, 2001 MEETING. Motion by Alderman Sarff, second by Alderman Hartford, the minutes of January 2, 2001 be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR DECEMBER. Motion by Alderman Sarff, second by Alderman Molleck, all bills properly approved be paid, and additional bills from Summit Risk Services, Inc. $5,000 (check written to General Star for claimant David Ayers), and Rick Semonis Consultant on Health Insurance for $1,073.20. Roll call. AYES - Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS - None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. COMMITTEE REPORTS Finance. Council Action Motion by Alderman Sarff, second by Alderman Nidiffer, to approve the request from Cliff O'Brien to purchase a backhoe hammer to break the frozen ground on water main breaks from McCain Power & Equipment in the amount of $9,900, and to be billed in three monthly installments. Motin by Alderman Sarff, second by Alderman Shores, to send Lt. Tom Shubert and fire fighter Tony Plumer, to the Fire Department Instructors Conference to be held in Indianapolis February 27 -March 4, at a total cost of $2,016. Roll call. Motion carried. COMMUNICATIONS FROM MAYOR EDWARDS. At the February 6 council meeting there will be a Public Hearing for Water Main Extension from the Canton Lake to the City of Canton. This is necessary to allow the City to borrow funds for this project. OLD BUSINESS: ORDINANCE -PROVIDING FOR HANDICAP PARKING AT 231 EAST ELM STREET IN THE CITY OF CANTON, ILLINOIS. (KOUNTRY KITCHEN CAFE.) Second reading, read by title. Motion by Alderman Molleck, second by Alderman May, the ordinance be placed upon its passage. Roll call. ORDINANCE -ABATING ALL OF THE BOND LEVY FOR THE 2000-2001 FISCAL YEAR ($1,800,000 Principal Amount Alternate Revenue Bonds.) Second reading, read by title. Motion by Alderman Sarff, second by Alderman Phillips, the ordinance be placed upon its passage. Discussion. Mayor Edwards mentioned that this ordinance is another mandate of the federal government. NEW BUSINESS: ORDINANCE - AMENDING SECTION 10-15-25 OF THE CANTON MUNICIPAL CODE CONCERNING COMMUNICATION TOWERS. First reading, read by title. Jim Elson city attorney mentioned that Planning & Zoning was favorable in moving this from B-3 to the B-2 Zoning. Motion by Alderman Nidiffer, second by Alderman Molleck, the suspension of the rules to place the ordinance on its passage. Roll call. First reading, 100 CONTINUED ~-16-2001 ORDINANCE - TO AMEND TITLE 10, CHAPTER 15, SECTION 24, SUBSECTION (K)(9)(D) OF THE MUNICIPAL CODE RELATING TO SIGNS. First reading, read by title. Jim Elson city attorney explained this ordinance makes it possible for the city council to change, extend or removable of signs. Alderman Nidffer recommended passage of this ordinance. ADJOURNMENT.
