A regular meeting of the Canton City Council was held on October 1, 2002 in the
Council Chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck, Jim
Hartford, Larry Sarff, Les Carl, Kevin Meade, Jo Anne Shores, Mary Fillingham. Absent
-None.
MINUTES OF SEPTEMBER 17, 2002 MEETING. Motion and second by
Aldermen Molleck/Hartford, the minutes of September 17, 2002 be accepted as
amended and placed on file. (The amendment is on...page 3, under health benefits,
strike the following...20 visits, and add the words, 2 occurrences. The sentence
corrected reads...to accept the City's Insurance Committee amendment to the
Health Benefit Plan for a short term physical therapy, occupational or speech
therapies shall be limited to 20 vists per occurrence/procedure, with a maximum of
2 occurrences per calendar year.) Voice vote, motion carried unanimously.

Council Action
Motion and second by Aldermen Molleck/Sarff, to approve the purchase of 6
portable Motorola Radios for ESDA at a cost of 6 $2,325.00, and $1533 will be used
from ESDA fund raiser. (The City will be paying $792.00 for the 2 radios.) Roll call.
AYES -Aldermen Fillingham, Shores, Meade, Carl, West, Sarff, Hartford, Molleck.
NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Molleck/Hartford, to allow the expenditure of
~" $1600 for 2 bridges that were inspected by Maurer Stutz Inc. on Vine Street and
Walnut Street. Alderman Bob Molleck mentioned that this is in order to initiate the
process to secure funds for the repair/replacement. If this is granted the City could
possibly have to pay 20% of the funding. Roll call. AYES -Aldermen Molleck,
Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried unanimously.
Streets & Garbage.
Council Action
Motion and second by Aldermen Shores/Meade, to accept the low bid from Old
Dominion Brush Co, owner David Dearth, for a new Leaf Loader $13,950.00 and
Leaf Receiver Box $2,400.00, as recommended by staff. Roll call. AYES -Aldermen
Fillingham, Shores, Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried unanimously.

COMMUNICATIONS FROM MAYOR BOHLER. Motion and second by
Aldermen Sarff/West, to approve the transfer of the City's part time account (of 8
part time employees) from Manpower to Employment Service Providers (STS) at a
rate of $8.89 per hour. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Carl,
West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried unanimously.
Mayor Bohler announced that at the end of this month the city will have a new a-mail
service and the City's new address will be Canton City Hall. Org.

RESOLUTION - FY-2004 OF LAPP PROJECT FOR RESURFACING EAST
CHESTNUT STREET FROM 11TH AVENUE TO 20TH AVENUE, USING STU
FUNDS, IN THE AMOUNT OF $87,500.00, AND ALSO MOTOR FUEL TAX
FUNDS. First reading, read by title. Motion and second by Aldermen
Molleclc/Hartford, the resolution be adopted. Roll call. AYES -Aldermen Molleck,
Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried unanimously. Resolution being a~3636 .
RESOLUTION -FOR DESIGN AND CONSTRUCTION ON EAST CHESTNUT
STREET FROM 11TH AVENUE TO 20TH AVENUE AND USING MFT FUNDS, IN
THE AMOUNT OF $74,500.00, AND BEING A LAPP PROJECT. First reading,
read by title. Motion and second by Aldermen Hartford/Molleck, the resolution be
adopted. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Carl, West, Sarff,
Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.

RESOLUTION - IDOT PRELIMINARY/CONSTRUCTION AGREEMENT OF
MFT FUNDS FOR 11TH AVENUE TO 20TH AVENUE ON EAST CHESTNUT
STREET FOR A LAPP PROJECT. First reading, read by title. Motion and second
by Aldermen Shores/West, the resolution be adopted. Roll call. AYES -Aldermen
Molleck, Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being x'3638.
EXECUTIVE SESSION -NEGOTIATIONS, GRIEVANCE & PERSONNEL -
FIRE CONTRACT. Motion and second by Aldermen Sarff/West, to go into
executive session for discussion of Fire Contract. AYES -Aldermen Fillingham,
Shores, Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS,
0 ABSENT. Motion carried.
