HomeMy WebLinkAbout08-20-2002 Canton City Council232 A regular meeting of the Canton City Council was held on August 20th, 2002 in the Council Chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck, Jim Hartford, Larry Sarff, Les Carl, Jo Anne Shores, Mary Fillingham. Absent -Aldermen West, Meade. Alderman West had a family emergency. Alderman Meade was stranded as his car broke down. Kevin hopes to make it. MINUTES OF AUGUST 6TH, 2002 MEETING. Motion and second by Aldermen Molleck/Hartford, the minutes of August 6th, 2002 be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR JULY. Motion and second by Aldermen Hartford/Shores, all bills properly approved be paid. Roll call. AYES -Aldermen Fillingham, Shores, Carl, Sarff, Hartford, Molleck. NAYS - None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion and second by Aldermen Hartford/Molleck, to approve the request to renew the fire department's subscription to the American Heat Training Program at a cost of $968.00. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Carl, Shores, Fillingham. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Fillingham, to approve payment of the annual maintenance agreement for the fire department's two primary automatic external defibrillators at a cost of $1,300.80. Motion and second by Aldermen Hartford/Molleck, to purchase one new dump truck for the Street Department in the amount of $68,130.00 through the State of Illinois purchasing program, which includes trade in or sell the truck outright. Motion and second by Aldermen Hartford/Sarff, to accept the renewals as presented by Kiesewetter Insurance and attempt to seek other resources for worker's compensation at comparable coverage for a lower price. COMMUNICATIONS FROM MAYOR BOHLER. Motion and second by Aldermen Molleck/Fillingham, to approve of a Beer Garden License to Player's Lounge for August 31, 2002, and for fights hosted by Phil Johns and Nick Viano. Mayor Bohler mentioned that the Liquor Commissioner's vote was one nay. The commissioner felt that fights should not be held in a tavern. Ron Weber city attorney, mentioned the fights are more like martial arts. Alderman Sarff asked Police Chief Don Edwards if they have had any problems before? Don reported there has not been any problems connected with this before. Mayor Bohler stated the City has an opportunity to seek a CDDA grant to repair one of the 2 Intake Towers at the Lake. This has to be approved by council in September. This will be given to the Lake, Buildings & Grounds committee meeting in September. A 1,7,.«.«....~. OLD BUSINESS: ORDINANCE -AMENDING ORDINANCE NUMBER 959 ENTITLED, `AN ORDINANCE INITIATING AND COOPERATIVELY DESIGNATING AN ENTERPRISE ZONE. Second reading, read by title. Motion and second by Aldermen Hartford/Carl, the ordinance be placed on its passage. Roll call. AYES - Aldermen Fillingham, Shores, Carl, Sarff, Hartford, Molleck. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Ordinance being #1735. ORDINANCE -AMENDING THE MUNICIPAL CODE BY THE ADDITION OF ARTICLE 3/CHAPTER 23, IMPOSING A SIMPLIFIED MUNICIPAL TELECOMMUNICATIONS TAX. Second reading, read by title. Motion and second by Aldermen Hartford/Fillingham, to place the ordinance on its passage. Discussion. Alderman Sarff mentioned that from the committee meeting we know this ordinance has to be implemented to the State of Illinois by the end of September. The maximum rate that can be charged is 6%, and that is what the ordinance before us states. And this is on all types of phones. Ron Weber city attorney mentioned the wireless is a little more difficult, as we are not sure by clear technology of where they are. Alderman Sarff continued, and we don't know what amount this will bring in. Another thing!, do we need it? I know we have lost some funding, but I hate to implement more in the range of 1 to 2%. Mayor Bohler stated, we have lost the Photo Processing Tax that brought in around $40,000 a year. If we maintain what we already have, we won't need this, the city's finances are in good shape right now. Alderman Carl encouraged his fellow aldermen to vote against this ordinance, what we don't need is another tax. Alderman Molleck said he felt he was voting on an unknown and we still don't have the answers here tonight. When people call him he won't have the answers. Ron Weber said, the tax would not go into affect until January 2003. It's not easily implemented to salvage a shortfall. Motion and second amended the ordinance to a 2% tax. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Fillingham. NAYS -Aldermen Carl, Shores. 4 AYES, 2 NAYS, 2 ABSENT. Motion carried. This vote is for placing the ordinance on its passage. Roll call. AYES -Fillingham, Hartford. NAYS -Aldermen Shores, Carl, Sarff, Molleck. 2 AYES, 4 NAYS, 2 ABSENT. Motion defeated. NEW BUSINESS: RESOLUTION -AMERICAN LEGION POST #16 WILL HOLD A PARADE ON AUGUST 24TH, 2002 HONORING THE RETURN OF THE RESERVE UNIT TO CANTON. First reading, read by title. Motion and second by Aldermen Sarff/Shores, the resolution be adopted. Discussion. City Attorney Ron Weber mentioned the resolution will be changed to read the 28`''. Roll call.
