A regular meeting of the Canton City Council was held on July 16, 2002 in the Council
Chambers at the Historic Depot 50 North 4t" Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Jerry Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford,
Larry Sarff, Craig West, Les Carl, Jo Anne Shores, Mary Fillingham. Absent -
Aldermen Bob Molleck, Kevin Meade.
PUBLIC HEARING 6:30 P.M. -PROPOSED APPROPRIATION ORDINANCE.
Mayor Bohler asked 3 times if anyone in the audience or council member wanted to
speak. Know one appeared at the meeting that wanted to speak. The public hearing
adjourned at 6:31 p.m.
The regular scheduled meeting convened into regular session at 6:31 p.m.
MINUTES OF JULY 2ND, 2002 MEETING. Motion and second by Aldermen
CarUShores, the minutes of July 2°d, 2002 be accepted and placed on file as printed.
Voice vote, motion carried unanimously.
BILLS FOR JUNE. Motion and second by Aldermen Hartford/Sarff, all bills
properly approved be paid. Roll call. AYES -Aldermen Fillingham, Shores, Carl,
West, Sarff, Hartford. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.
COMMITTEE REPORTS:
Finance.
Council Action
Motion and second by Aldermen Hartford/Fillingham, to approve the purchase of a
2002 Cargo Van for the water department through the State of Illinois bidding
program in the amount of $17,666.00. Roll call. AYES -Aldermen Hartford, Sarff,
West, Carl, Shores, Fillingham. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion
carried.
Motion and second by Aldermen Hartford/Sarff, to approve the pay request from
Leander Construction for the Water Filter Rehab project in the amount of
$35,107.20. Roll call. AYES -Aldermen Fillingham, Shores, Carl, West, Sarff,
Hartford. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Sarff, to approve the final pay request
from Laverdiere for the Water Transmision Line in the amount of $97,791.27; and,
contingent upon receiving all final lien waivers or receiving an indemnification
agreement. Roll call AYES -Aldermen Hartford, Sarff, West, Carl, Shores,
Fillingham. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.

COMMUNICATIONS FROM MAYOR BOHLER. Motion and second by
Aldermen Sarff/Hartford, to approve the low bid for resurfacing contract, Section
02-00000-00-GM MFT funds, with United Paving & Construction Inc. in the
amount of $216,336.75 (their bid exceeded the approved estimate of $209,518.80 by
$6,817.95) (+3.25%); and, the sidewalk contract, Section 02-00000-O1-GM MFT
funds with Greg Foose in the amount of $11,717.00). (His bid was below the estimate
of $12,296.00 by $579.00) (-4.7%). Roll call. AYES -Aldermen Hartford, Sarff, West,
Carl, Shores, Fillingham. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion
carried.
OLD BUSINESS:
ORDINANCE - PROVIDING FOR HANDICAP PARKING AT 162 EAST
CHESTNUT STREET. Second reading, read by title. Motion and second by
Aldermen Carl/West, the ordinance be placed on its passage. Roll call. AYES -
Aldermen Fillingham, Shores, Carl, West, Sarff, Hartford. NAYS -None. 6 AYES, 0
NAYS 2 ABSENT. Motion carried. Ordinance being #1731.
ORDINANCE -APPROPRIATION ORDINANCE FOR THE FISCAL YEAR
BEGINNING MAY 1, 2002, AND ENDING APRIL 30, 2003. Second reading, read
by title. Motion and second by Aldermen Hartford/West, the ordinance be placed
on its passage. AYES -Aldermen Hartford, Sarff, West, Carl, Shores, Fillingham.
NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Ordinance being
# 1732.
NEW BUSINESS:
ORDINANCE - TO CHANGE PARKING ON AVENUE B, FROM THE EAST
SIDE TO THE WEST SIDE OF THE STREET, BETWEEN PINE STREET AND
ELM STREET. First reading, read by title.
RESOLUTION -APPROVING ADDITIONAL STREET LIGHTING LOCATED
AT THE CANTON LAKE BOAT DOCK AREA, WITH A MONTHLY FEE OF
$35.29. First reading, read by title. Motion and second by Aldermen CarUSarff, the
resolution be adopted. Roll call. AYES- Aldermen Fillingham, Shores, Carl, West,
Sarff, Hartford. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.
