PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Jerry Bohler asked for roll at 6:30 p.m. Present -Aldermen Robert Molleck, Jim Hartford, Larry Sarff, Craig West, Les Carl, Kevin Meade, Mary Fillingham. Absent - Jo Anne Shores. MINUTES OF JUNE 4TH , 2002 MEETING. Motion and second by Aldermen Molleck/Carl, the minutes of June 4te , 2002 be accepted and placed on file. Voice vote, motion carried. BILLS FOR MAY. Motion and second by Aldermen Hartford/Sarff, all bills properly approved be paid. Roll call. AYES -Aldermen Fillingham, Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion and second by Aldermen Hartford/Molleck, to approve the expenditure of $1220.80 for a Tempest Positive Pressure Ventilation Fan for the Fire Department. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Carl, Meade, Fillingham. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion and second by Aldermen Hartford/West, to approve change order #4 for the proposed water transmission main in the amount of $147,864 to Leander Company. Roll call. AYES -Aldermen Fillingham, Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Sarff, to approve of a pay request for the proposed water transmission main in the amount of $243,451.75. Roll call. Motion and second by Aldermen Hartford/Sarff, to approve the purchase of four bulletproof vest at a cost of $1728, due to receiving 50% of the cost from the US Department of Justice Bulletproof Vest Program. (The committee minutes reflect that the full amount is $3,436.00.) Roll call. AYES -Aldermen Fillingham, Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion and second by Aldermen Hartford/Molleck, to approve the purchase from the Police Department of two new Chevy Impalas through the state bidding process with extras such as striping, radio installation, and one light bar for a total cost of $41,623.00. Motion carried. 220 Page 2 City Council meeting Jt~e 18, 2002 Legal & Ordinance. Council Action Drow Building. Mayor Bohler had given each Aldermen a copy from an individual who is willing to demolish the building for Rick Lillie. Mayor Bohler did not want the cost to be mentioned. And, Rick Lillie is still asking for TIF funds for this project. Alderman Meade ask Jim Elson, if the city goes for bids, whose name is the property in? Jim Elson answered, after the demolition the City files a lien for cost incurred from the courts, than a deed will be issued to the City. Aldermen Hartford asked, who pays the taxes? Jim Elson said, the city probly would, as the city has to get a direct deed because the property has been abandoned. Alderman Meade said he would not support given TIF funds to Rick Lillie for demolition of the building. We have several options, and they are the demolition of the whole building, the city seeking bids, saving part of the building, or, who tears down the building. Alderman Meade said he would not risk losing this amount of money. The city's only option is going out for a bid to do what options we decide to do, and going to Mr. Lillie for that amount. Mayor Bohler commented about Alderman Meade's statement that he is against losing this amount of money...when the bids come in, you could lose more! Alderman Molleck mentioned that he agreed with Alderman Meade, that he also is against the loan and the building needs to come down. Motion and second by Aldermen Meade/Molleck, to go out for bids for demolition of the Drow Hardware Building, also to include in the bid and specification an option to save the front of the building. Discussion. Alderman Fillingham stated, did we not just try to see if anyone was interested in this building? This is ridiculous! I do not support the city being responsible for this. We have had valid options and again what a bad risk this is. We have loaned this money to Mr. Lillie four times and he has paid four times. Roll call. Informational. Gabby Days is Saturday & Sunday June 22 & 23. Negotiations, Grievance & Personnel. Council Action Optional Plan on Health Insurance. Dave White, Budget Administrator presented to the council members at their request a list of the elected and appointed officials that would be eligible for making the decision to opt out of the insurance and receive additional salary. Dave mentioned there are 22 individuals of either elected or appointed. We were always told we .could not raise the elected officials salaries while in office. Now, we are told you can give them 2/3rds of premium cost that adds to their salaries. This is very premature. We need more answers to our questions. I don't see any rush! I would like to see this referred back to the committee. Lets get some questions answered of who is doing, or have done this! Alderman Molleck said, I had nothing against this last week at the committee meeting as the city will be saving money. This will benefit the employee also. We are talking about paying the employee 2/3rds of the premium cost, and I will support this. We can also offer this to the union employees later on. Motion and second by Aldermen Hartford/Fillingham, to instruct the city attorney to draft a resolution to offer the appointed/elected officials 2/3rds pay of the premium cost to the City to opt out of the Health Insurance. Discussion. Alderman Meade questioned what the savings, and cost would be, and added, no one has a clue! Will it include the unions or not, I cannot vote on this until we know what the criteria is. Dave White stated, if the employee is a heavy user of the insurance, the heavy user is not the decision you should be thinking about when you change to another plan. You should ask your sel£..how much is my additional copay, what is my deductible going to be, what is my maximum out of pocket for changing insurance! Roll call. The sub committee for negotiations will meet on Thursday June 2Th at the Directors room of city ha116:30 p.m. Following that meeting fire negotiations will be held at the Fire Station. COMMUNICATIONS FROM MAYOR BOHLER. Oath of Office to Donald F. Edwards, Police Chief. Nancy Whites, City Clerk gave the oath to Don. Don's comments...thank you for the honor. What a privilege! I have worked in every assignment and served in every rank. Have been in law enforcement some 27 years. Will continue some of the programs under the leadership of Bob Molleck, and Mike Elam when they were chiefs. My goal is to train those in house to take over when I retire. Ken McDowell serves on the Pride Committee and is wanting participants in the 4`~' of July Parade. There is no cost to enter. WBYS will be playing patriotic music. Begins at 7:00 p.m., line up at the Ingersoll Gym between 6:15 to 6:30 p.m. Donations can be made on Friday as the Mid America National Bank is holding a cookout for the fireworks fund June 21 ~`. Motion and second by Aldermen Molleck/Fillingham, to grant a Supper Club license at 154 East Elm to Red's Pub N Grill. Voice vote, motion carried unanimously. Motion and second by Aldermen Sarff/Hartford, to grant a Special Event License for Wine Tasting for Eveland's East Side Liquors for June 22 at 41 North 11th Avenue. ORDINANCE - REZONING CERTAIN PROPERTY IN THE CITY OF CANTON, BEING LOTS 355, 370, AND 386 IN WRIGHT'S ADDITION, AT THE INTERSECTION OF CHERRY AND SOUTH MAIN STREET, CANTON, ILLINOIS.
