PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Jerry Bohler asked for roll call at 6:30 P.M. Present -Aldermen Jim Hartford, Bob Molleck, Larry Sarff, Craig West, Kevin Meade, JoAnne Shores, Mary Fillingham. Absent -Alderman David Nidiffer for illness. MINUTES FEBRUARY 5th, 2002, COUNCIL MEETING. Motion by Aldermen Sarff/Hartford, the minutes of February 5th, 2002 be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR JANUARY. Motion by Aldermen Hartford/Fillingham all bills properly approved be paid. Roll call. AYES -Aldermen Fillingham, Shores, Meade, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion by Aldermen Hartford/West, to approve payment to WIRC for the water project grants-CDAP 00 24216 in the amount of $5,625.00, and paid from grant funds. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Meade, Shores, Fillingham. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion by Aldermen Hartford/Molleck, to approve the annual ladder testing by American Test Center in the amount of $1,630. Roll call. Motion by Aldermen Hartford/Shores, the renewal of the National Fire Code subscription in CD Rom format for 3 years in the amount of $1,470.00. Roll call. Motion by Aldermen Hartford/Sarff, to approve the change order from Mauer Stutz Inc Engineers for additional Standpipe work to be done by Thomas Industrial in the amount of $1,492.00, and paid from the EPA Loan. Motion by Aldermen Hartford/Molleck, to approve the pay request from Mauer Stutz Inc Engineers for Badger Meter in the amount of $145,842.25 for the Water Rehabilitation project. Roll call. Motion carried. 192 Page 2 City Council meeting 2-19-02 Motion by Aldermen Hartford/Molleck, to approve payment for change order #1 to Leander Construction for the Filter Rehabilitation in the amount of $20,817.21. Roll call. AYES -Aldermen Fillingham, Shores, Meade, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion by Aldermen Hartford/West, to approve payment for change order #2 from Crawford, Murphy & Tilly, for placement of a seal and gasket to keep water from going over the front wall, to Leander Construction, in the amount of $6,832.56. Alderman Jim Hartford made a presentation to Mayor Jerry Bohler of a machetta that Jim brought back from Central America where he helped to build a 4 story hospital in San Jose Costa Rica. Legal & Ordinance. Council Action None. Informational. Alderman Fillingham mentioned that Dave White budget administrator had disturbed information regarding bid requirements for the City of Canton. The committee had instructed the city attorney Ron Weber to make changes in the current ordinance and bring to the council meeting. After Alderman Fillingham discussed this with the city attorney the necessary changes will be ready at the next Clerical Committee meeting. Community & Industrial Development. Council Action None. Negotiations, Grievance & Personnel. Council Action None. Kiesewetter Insurance Agency -Dan Kiesewetter. Dan expressed that he wanted to talk about three points...1. The City of Canton made a good selection when they choose Selective Insurance and General Star. They are for the long term, they are a stable carrier. 2. We are seeing unprecedented price increases, some are doubling and others are leaving the insurance market. 3. Workman's Comp. Received optional renewal from St. Paul Insurance Company. Dan said he is trying to negotiate the Public Officials policy from $25,000 back to $5,000, as there has not been any claims filed this year. The Workman's Comp audit is pending and will have the insurance company come back and redo the payroll figures again. The City of Canton has a $1,000 deductible. Street Superintendent Clif O'Brien gave an update on the work of 5`f' Avenue and Locust Street by IDOT. IDOT placed a new water line at 5"' and Locust this week. They will be working on the storm sewer next week on East Walnut Street. Mayor Bohler introduced Dale Brooks. Dale gave the Police Department and Mayor ~, Jerry Bohler a 5x8 nylon (outdoor) and cotton (indoor) flag that had flown over the nations Capitol Building. This was in honor of the Police and City Hall moving to 2 North Main Street. Dale gave credit to Congressman Lane Evans office for his assistance on this project. OLD BUSINESS: ORDINANCE - GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT FOR THE OPERATION OF A CUSTOM WELDING SHOP AT 724 SOUTH SECOND AVENUE, CANTON, ILLINOIS TO CARL T. SIMONS. Second reading, read by title. Motion by Aldermen Sarff/Molleck, the ordinance be placed on its passage. Roll call. AYES -Aldermen Fillingham, Shores, Meade, West, Sarff, Hartford, Molleck. ORDINANCE -REZONING CERTAIN PROPERTY OWNED BY GRAHAM HOSPITAL ASSOCIATION FROM AN R-3 ZONING CONFIGURATION, TO AN R-4 ZONING CONFIGURATION, AND TO ALLOW A SPECIAL USE PERMIT. NEW BUSINESS: EXECUTIVE SESSION - FOR FIRE DEPARTMENT CONTRACT NEGOTIATIONS; AND, PENDING/THREATENED LITIGATION ON THE DROW HARDWARE BUILDING.
