PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Jerry Bohler asked for roll call at 6:30 P.M. Present -Aldermen Jim Hartford, Larry Sarff, Craig West, JoAnne Shores, Mary Fillingham. Absent -Alderman Bob Molleck out of town, David Nidiffer for illness, Kevin Meade out of town. MINUTES JANUARY 2°d ' 2001, COUNCIL MEETING. Motion by Aldermen Sarff/Fillingham, the minutes of January 2ndt6, 2002 be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR DECEMBER. Motion by Aldermen Hartford/West, all bills properly presented for payment be paid. Roll call. AYES -Aldermen Hartford, Sarff, West, Shores, Fillingham. NAYS -None. 5 AYES, 0 NAYS, 3 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion by Aldermen Hartford/Sarff, to approve the final training for peace officer status in the amount of $3,192, to be held in February, March, and April in Tinley, Park, Illinois. Discussion. Mayor Bohler mentioned that this training goes along with the process of a arson investigator. Roll call. AYES -Aldermen Fillingham, West, Sarff, Hartford, Mayor Bohler. NAYS - Alderman Shores. 5 AYES, 1 NAY, 3 ABSENT. Motion carried. 5 Motion by Aldermen Hartford/West, to approve the pay request of Badger Meter in +~+~ the amount of $64,483.13; Laverdiere Consutruction, Inc for payment #3, in the amount of $637,284.53; and Leander Construction in the amount of $43,310.70, contingent upon receiving IEPA funds. Discussion. The pay request have been approved by Maurer-Stutz, Inc. and Crawford, Murphy & Tilly. Roll call. AYES - Aldermen Hartford, Sarff, West, Shores, Fillingham. Motion by Aldermen Hartford/Shores, to approve the request to purchase Carpet for the 2°d floor, Ceramic/Supplies/Carpet for locker rooms and Conference room, Window covering, Signage for outside and inside Fence/wall, Asphalt for alley way, in the total amount of $28,300 for 2 North Main Street. Discussion. Alderman Sarff asked if all were under $5,000 in cost? Mayor Bohler mentioned all items were under the $5,000 limit except the asphalt for the alley way and this will be let for bid this spring. Roll call. Motion by Aldermen West/Fillingham, to accept the bid from Todd Fletcher for his proposal for the Randolph Lot at First Avenue and Elm Street, in the amount of $12,000. Roll call. AYES -Aldermen Fillingham, Shores, West, Sarff, Hartford. NAYS -None. 5 AYES, 0 NAYS, 3 ABSENT. Motion carried. Negotiations, Grievance & Personnel. Council Action None. COMMUNICATIONS FROM MAYOR BORER. Jerry mentioned that he had received the resignation of Jean Edwards from the Heritage Committee. Motion by Aldermen Sarff/Hartford, the appointments of Nancy Reed and Jim Morgan to the Heritage Committee be confirmed. Voice vote, motion carried unanimously. The Boy Scout Troop 124 was in attendance to acquire their "Citizenship in the Community." The boys in attendance were Christopher Cook, Kacey Cunningham, Jerimah Miller. Also Chalmer Post, Scout Master was in attendance. Mayor Bohler congratulated each and mentioned that he has a son who came out of troop 124. Mayor Bohler reported that the Fulton County Board budgeted $10,000 for 3 years to help in the cost of an Economic Advisor. Mayor Bohler thanked the Board for their insight into this worthwhile endeavor. OLD BUSINESS: None. NEW BUSINESS: ORDINANCE -AUTHORIZING AND PROVIDING FOR THE ISSUE OF $1,150,000 GENERAL OBLIGATION REFUNDING BONDS (ALTERNATE REVENUE SOURCE), SERIES 2002, OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, FOR THE PURPOSE OF REFUNDING THE OUTSTANDING ALTERNATE BONDS OF SAID CITY, PRESCRIBING THE DETAILS OF SAID BONDS, AND PROVIDING FOR THE IMPOSITION OF TAXES TO PAY THE SAME, AND FOR THE COLLECTION, SEGREGATION AND APPLICATION OF THE WATERWORKS AND SEWERAGE SYSTEM REVENUES TO PAY SAID BONDS. First reading, read by title. Kevin Heid Vice President of First Midstate Inc. Investment Bankers spoke to council. Kevin mentioned that the most interesting pages will be the interest payment, and in detail the savings to the City on refmancing of the bonds. Total savings is $91,633.44, and the average interest rate is 4.9753%. The ordinance itself is basically very parallel to the one that it is replacing. Police Chief Mike Elam wanted to let the council and the public know the police department will be moving on January 16 to 2 North Main Street. Testing of 991 is going smoothly. Ameritech have been switching lines and they are working well. If council members want to stop by, they will be more than welcome. When city hall moves and gets settled we want to let the public in. Orientation will be in 3 shifts, so everyone in the department knows what is going on for the next few days. Mike commented that he appreciates everyones help and Cliff's crews helped a lot. Motion by Aldermen Sarff/Hartford, to go into Executive Session for a Grievance in the Water Department, and Negotiations with the Fire Department Union. Roll call. AYES -Aldermen Hartford, Sarff, West, Shores, Fillingham. NAYS -None. 5 AYES, 0 NAYS, 3 ABSENT. Motion carried. The regular scheduled council meeting convened at 6:49 P.M. for the executive session. The minutes of the Executive Session for Grievance in the Water Department and Negotiations with the Fire Department Union are on file in the office of the city clerk for review.
