PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Jerry Bohler asked for roll call at 6:30 P.M. Present -Aldermen Jim Hartford, Larry Sarff, Craig West, Kevin Meade, Mary Fillingham. Absent -Alderman Bob Molleck, out of town, David Nidiffer for illness, JoAnne Shores for illness. MINUTES DECEMBER 18th, 2001, FOR A PUBLIC HEARING ON A PROPOSED TAX LEVY INCREASE. Motion by Aldermen Hartford/Fillingham, the minutes of December 18th, 2001 Public Hearing, to be placed on file as presented. Voice vote, motion carried unanimously. MINUTES DECEMBER 18TH' 2001, COUNCIL MEETING. Motion by Aldermen Sarff/Hartford, the minutes of December 18th, 2001 be accepted and placed on file. Voice vote, motion carried unanimously. MINUTES OF DECEMBER 20TH, 2001, SPECIAL MEETING. Motion by Aldermen Hartford/West, the minutes of December 20th, 2001 Special Meeting be accepted as amended and placed on file. (Alderman Meade mentioned that for clarification stated, the minutes to be amended, I had also phoned in and offered to be there by phone, and was not taken up on that offer. I called and left three messages about taking 6 people to pass the tax levy ordinance. It does not take 6 people, but 5. My message was, 6 people were at the meeting. The ordinance says 6 had to be at the following meeting. It just took 6 aldermen to be there. Five is standard, as it always has been on the passage of an ordinance. I want to be clarified on those two points. I was available by phone, but was not given the opportunity to participate. Mayor Bohler thanked Alderman Meade, and then stated, also, since we are clarifying the message delivered to us...not that you would be by the phone, but give you a call, you would see if you could be there by phone.) Council Action None. 18~ Page 2 Council meeting held on January 2, 2002 Mayor Bohler commended Steve and Cliff for saving the city money. Roll call. AYES - Aldermen Fillingham, Meade, West, Sarff, Hartford. NAYS -None. 5 AYES, 0 NAYS, 3 ABSENT. Motion carried. COMMUNICATIONS FROM MAYOR JERRY BOHLER. Steve White reported on the new water bills. Steve commented that a new billing system is almost in place. Part of the goal was to have the new bills with all necessary information listed by the move date to 2 North Main. Well, problems happened! The new bill does know show the gross bill if payment is paid after 10 days. The service is outlined by letters...D means improvements, S means sewer, W means water. Anew date has been shown as to when the bills are mailed. Also Hy-Vee was listed on the back as to the payee, but, Steve said he did not make available this information to Hy-Vee, to have the necessary stamps ready for them. Steve offered his apologies to the community and to Hy-Vee for any problems this has caused them. Mayor Bohler mentioned that the water department staff has put in a lot of hours. This will save a lot of time when it is completed. Mayor Bohler stressed his appreciation to all those involved in this process. David White, Budget Administrator mentioned that the committee on December 11 was in favor of refinancing the 1995 Alternate Revenue Bonds. Also council endorsed the refinancing. Dave introduced Kevin Heid, Vice President of First Midstate Inc Bank. Kevin reported that First Midstate is an investment banking firm located in Bloomington. They wish to be engaged to assist us in the proposed project. The meeting of January 15 will be first reading of an ordinance. Motion by Aldermen Sarff/West, to retain First Midstate Inc. as the underwriter for the refinancing of the 1995 Alternate Revenue Bonds. Roll call. AYES -Aldermen Hartford, Sarff, West, Meade, Fillingham. 5 AYES, 0 NAYS, 3 ABSENT. Motion carried. Motion by Aldermen Sarff/Hartford, to approve the firm of Chapman & Cutler as Bond Counsel for the refinancing bond issue. Roll call. Aldermen Fillingham, Meade, West, Sarff, Hartford. NAYS -None. 5 AYES, 0 NAYS, 5 ABSENT. Motion carried. OLD BUSINESS: None. NEW BUSINESS: None. Alderman Sarff stated that he had seen in the paper recently where the police department has become pro active in their approach organizing some of the neighbors to help with a burglary ring in their area. Police Chief Mike Elam mentioned that it gets frustrating at times, as the officers take it personally. Also, Alderman Sarff congratulated Mike Elam for his award of Police Chief Certification. Mayor Bohler told Mike of his appreciation of the good work. EXECUTIVE SESSION -GRIEVANCE OF THE POLICE DEPARTMENT. 185 ADJOURNMENT. Motion by Aldermen Sarff/West, to adjourn. NAYS -None. 5 AYES, 0 NAYS, 3 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion by Aldermen Hartford/Sarff, to approve the final training for peace officer status in the amount of $3,192, to be held in February, March, and April in Tinley, Park, Illinois. Discussion. Mayor Bohler mentioned that this training goes along with the process of a arson investigator. Roll call. AYES -Aldermen Fillingham, West, Sarff, Hartford, Mayor Bohler. NAYS - Alderman Shores. 5 AYES, 1 NAY, 3 ABSENT. Motion carried. Motion by Aldermen Hartford/West, to approve the pay request of Badger Meter in the amount of $64,483.13; Laverdiere Consutruction, Inc for payment #3, in the amount of $637,284.53; and Leander Construction in the amount of $43,310.70, contingent upon receiving IEPA funds. Discussion. The pay request have been approved by Maurer-Stutz, Inc. and Crawford, Murphy & Tilly. Roll call. AYES - Aldermen Hartford, Sarff, West, Shores, Fillingham. NAYS -None. 5 AYES, 0 NAYS, 3 ABSENT. Motion carried. Motion by Aldermen Hartford/Shores, to approve the request to purchase Carpet for the 2°d floor, Ceramic/Supplies/Carpet for locker rooms and Conference room, Window covering, Signage for outside and inside Fence/wall, Asphalt for alley way, in the total amount of $28,300 for 2 North Main Street. Discussion. Alderman Sarff asked if all were under $5,000 in cost? Mayor Bohler mentioned all items were under the $5,000 limit except the asphalt for the alley way and this will be let for bid this spring. Roll call.
