HomeMy WebLinkAbout12-07-04 Canton City Council413 A regular meeting of the Canton City Council was held on December 7, 2004 in the Council Chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Larry Sarff, Mary Fillingham, Bob Molleck, Elny Harn, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent -None. Motion and second by Aldermen Mary Fillingham/Molleck, add to the agenda the Minutes of November 16, 2004. Voice vote, motion carried unanimously. MINUTES OF NOVEMBER 16, 2004. Motion and second by Aldermen Fillingham/Molleck, the minutes of November 16, 2004 be accepted and placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS. Public Safety & Traffic. Council Action Motion and second by Aldermen Molleck/Fillingham, to accept the low bid from Riverland F.S. Inc. for gasoline of $1.599 and Plus B .15; and diesel fuel $1.791, and Plus B .15. (This is for December 2004, January and February of 2005.) Roll call. AYES -Aldermen West, Reed, Hartford, Carl, Harn, Molleck, Fillingham, Sarff. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Motion and second by Aldermen Molleck/Carl, to allow the purchase of 4 Motorola Minitor IV pagers from Radio Express at a cost of $1,488.00, with 100% of the cost being reimbursed by grant funds, with shipping of $12.00. Roll call. AYES -Aldermen Sarff, Fillingham, Molleck, Hare, Carl, Hartford, Reed, West. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Streets & Garbage. Council Action None. Council Action 1 None. 414 Council meeting 12-07-04 ORDINANCE - LEVYING AND ASSESSING TAXES FOR CORPORATE PURPOSES OF THE CITY, FOR THE FISCAL YEAR BEGINNING MAY 1, 2004, AND ENDING APRIL 30, 2005. Second reading, read by title. Motion and second by Aldermen Molleck/Hartford, the ordinance be placed on its passage. Roll call. AYES -Aldermen West, Reed, Hartford, Carl, Harn, Molleck, Fillingham, Sazff. NAYS -None. 8 AYES, 0 NAYS, 2 ABSENT: Motion carried. Ordinance being #1821. NEW BUSINESS: RESOLUTION -APPROVING THE MODERNIZATION OF SIX SIGNALIZED INTERSECTIONS IN THE CITY OF CANTON. Second reading, read by title. Motion and second by Aldermen Sazff/West, the resolution be adopted. Roll call. AYES -Aldermen Sarff, Fillingham, Molleck, Harn, Carl, Hartford, Reed, West. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being # 3716. Alderman Fillingham asked why the Mechanical Committee was not aired this week? Joe Ginger said the problem was resolved by him today. EXECUTIVE SESSION -NEGOTIATIONS, GRIEVANCE & PERSONNEL - PUBLIC WORKS CONTRACT. Motion and second by Aldermen Molleck/Sazff, to go into executive session to discuss the Public Works Contract. Discussion. Mayor Bohler announced those who would stay for this meeting would be all of the elected officials. Alderman Sazff also asked for all Public Works Department Heads to stay. Roll call. AYES -Aldermen West, Reed, Hartford, Cazl, Hazn, Molleck, Fillingham, Sarff. NAYS -None. The regulaz scheduled Council meeting convened into executive session at 6:41 p.m. The Executive Session minutes for Negotiations, Grievance & Personnel -Public Works Contract are on file in the office of the city clerk for review. The regular scheduled Council meeting reconvened in open session at 7:00 p.m. Motion and second by Aldermen Hartford/Sazff, to accept the Public Works Contract with the addition of language under 19.5 Layoffs, and to direct the City Attorney to present a Resolution at the next committee meeting. Roll call. AYES -Aldermen West, Reed, Hartford, Cazl, Harn, Molleck, Fillingham, Sazff. NAYS -None. 8 AYES, 0 NAYS, 0 NAYS. Motion carried. Adjournment.
