HomeMy WebLinkAbout10-05-04 Canton City Council~o~ A regular meeting of the Canton City Council was held on October 5, 2004 in the council chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Alderman Larry Sarff, Mary Fillingham, Elny Harn, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent - Alderman Molleck. MINUTES OF SEPTEMBER 21, 2004 COUNCIL MEETING. Motion and second by Aldermen West/Hartford, the minutes of September 21, 2004 council meeting be accepted and placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action City Attorney Ron Weber mentioned there are 2 scenarios here, one is the option to remove the Mobile Homes with the City using TIF funds, and the other issue is that Don Inman has offered a proposal wanting the city to sell him property and he will remove the Mobile Homes. Alderman Reed explained that the City hired Phillips & Associates Architects, Inc. to make a preliminary review of the existing trailers on the south portion of the former International Harvester property. In the opinion of William Phillips it is economically not feasible to repair these trailers to a condition where they can meet required codes and be sold as a dwelling unit. Alderman Reed said he agreed the trailers are in pretty bad shape. Alderman Hartford mentioned that a number of the Aldermen went out to look at the trailers and Alderman Hartford said he felt that N.E. Finch Inc. gave the City a figure to remove them. Motion by Alderman Hartford/Fillingham to waive the bidding to remove the mobile homes from the IH site. Discussion. Alderman Hartford felt this is the appropriate moment to remove the trailers. A figure has been given to the City to remove them and I don't care how and why. We have a TIF fund to apply towards payment and Alderman Hartford felt this is a good time to go along. E. Finch Inc. to remove the mobile homes for $32,000 and to be paid from TIF funds. Discussion. Alderman Sazff asked about restitution for the City to have them removed? Alderman Hartford said some things can be discussed later, the main thing is to get them out of there. Alderman Carl said you need to address restitution before you remove them, not after removal. Alderman Cazl asked for the city attorney to address the issue. City Attorney Ron Weber said this creates a problem and he does not want to discuss this in open session as this would be in regazds to litigation. Alderman Hartford and Alderman Reed agreed to add to the motion, to seek reimbursement for the removal of the mobile homes at the IH site. Roll call. AYES -Aldermen Fillingham, Hazn, Hartford, Reed, West. NAYS - Aldermen Sazff, Carl. 5 AYES, 2 NAYS, 1 ABSENT. Motion carried. Alderman Reed commented that the Lake Road has been repaired and is very nice. It's a real pleasure driving on a new road and then he thanked Cliff O'Brien. Public Works, Water & Sewer. Council Action Motion and second by Aldermen Hazn/West, the approval for the renewal of the Utility Service Agreements on the meter reading system software (Connect), and the meter reading hazdwaze (Mini Mobile), for a total of $3,200.00. Roll call. AYES -Aldermen West, Reed, Hartford, Cazl, Harn, Fillingham, Sazff. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler presented a plaque to the Westview School that read...Presented to Westview School in recognition of receiving the 2004 NO CHILD LEFT BEHIND National Blue Ribbon School Awazd, presented by Jerry M. Bohler, Mayor. (End of reading Plaque.) Mayor Bohler said Canton is very proud of Westview School in `no child left behind.' One of the teachers spoke briefly and thanked the City Council and the citizens for giving them this Blue Ribbon Award. This is not the end of our journey, there will be more journeys for us. OLD BUSINESS: ORDINANCE -ANNEXING AND REZONING CERTAIN TERRITORY TO THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, BELONGING TO MICHAEL W. PETERSON AND LOCATED AT 617 WEST CHESTNUT STREET. Second reading, read by title. Motion and second by Aldermen Cazl/Hazn, the ordinance be placed on its passage. Roll call. AYES -Aldermen Sazff, Fillingham, Harn, Carl, Hartford, Reed, West. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being # 1815. NEW BUSINESS: ORDINANCE -ESTABLISHING COMPENSATION FOR THE MAYOR OF THE CITY OF CANTON, ILLINOIS BEGINNING MAY, 2005. First reading, read by ~..,_ 406 Council meeting October 5, 2004 ORDINANCE - PROVIDING FOR AN ANNUAL SALARY FOR THE ALDERMEN OF THE CITY OF CANTON, ILLINOIS. First reading, read by title. RESOLUTION - APPROVING A MEMORANDUM OF UNDERSTANDING FOR THE CITY OF CANTON, ILLINOIS. First reading, read by title. Motion and second by Aldermen CarUHartford, the resolution be adopted. Roll call. AYES -Aldermen West, Reed, Hartford, Carl, Harn, Fillingham, Sarff. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Resolution being #3712 .• ADJOURNMENT.
