PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Larry Sarff, Mary Fillingham, Bob Molleck, Elny Harn, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent -None. MINUTES OF JUNE 1sT, 2004 COUNCIL MEETING. Motion and second by Aldermen Molleck/Hartford, the minutes of June 1, 2004 be accepted and placed on file. Voice vote, motion carried unanimously. TREASURER'S REPORT. Patty Beaird Franzoni said she has to postpone given out her report for another week. BILLS FOR MAY. Motion and second by Aldermen West/Reed, all bills properly presented be paid. Roll call. AYES -Aldermen West, Reed, Hartford, Carl. Harn, Molleck, Fillingham, Sarff. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion and second by Aldermen Hartford/Carl, to approve payment of $750 to repair the Vacuum Pump at the Wastewater Treatment Plant. Discussion. Chuck Jarvis reported for Supt. Joe Carruthers the repairs came to $750 instead of the original estimated cost of $3,000. Roll call. Aldermen Sarff, Fillingham, Molleck, Harn, Carl, Hartford, Reed, West. Motion and second by Aldermen Hartford/Sarff, to approve the engagement letter of Hocker & Fitzjarrald in the amount of $18,500 for the year ended of April 30, 2004. Roll call. Motion and second by Aldermen Hartford/Reed, to approve of pay request # 1 from N. E. Finch for the IH Project in the amount of $517,500.00. Roll call. Council Action Alderman Fillingham, mentioned the Fulton County Board met last week and approved the new animal shelter in Canton. Motion and second by Aldermen Fillingham/Hartford, for the City Attorney to continue working on the agreement. Voice vote; motion carried unanimously. 382 City Council meeting June 15, 2004 COMMUNICATIONS FROM MAYOR BOHLER. Motion and second by Aldermen Fillingham/Molleck, to grant a Special Event License to Official Time Out to use their parking lot for Canton Freshman Sports fundraiser for June 26th from 11:00 to 10:00 p.m. Voice vote, motion carried unanimously. Mayor Bohler mentioned the Canton Pride Committee will be having a 4th of July parade and applications can be picked up at the mayor's office. Gabby Days will be June 19 & 20th. Will not pick up tires, appliances, batteries, construction material, car parts, and hazardous material. June 18 is the Chamber of Commerce sponsored event of Cruise In. Also on June 18 Mid America National Bank will hold a fund raiser for the fire -works funds from 11:00 until 2:00 p.m. Motion and second by Aldermen Molleck/Harn, to send the agreement with Environmental Operations, Inc to the Mechanical Committee meeting next week. Voice vote, motion carried unanimously. Motion and second by Aldermen Sarff/Molleck, to retain Chapman & Cutler for the Debt Certificate. Discussion. Ron Weber said they are the bond counsel. Mayor Bohler mentioned good news for the City of Canton by receiving two $200,000 USEPA grants. They will be used on the S.W. side between Maple and Pine Street where the Power House used to be. This is due to the efforts of Clark Wilson, David Byerly and Vandewalle & Associates from all their hard work in obtaining these two grants. OLD BUSINESS: ORDINANCE -AMENDING TITLE 8, CHAPTER 18, SECTION 1, OF THE CANTON MUNICIPAL CODE RELATING TO GARBAGE DISPOSAL SYSTEM. Second reading, read by title. ORDINANCE -AUTHORIZING AND PROVIDING FOR AN INSTALLMENT PURCHASE AGREEMENT FOR THE PURPOSE OF PAYING A PART OF THE COST OF A REDEVELOPMENT PROJECT, AND AUTHORIZING AND PROVIDING FOR THE ISSUE OF $1,200,000 GENERAL OBLIGATION LIMITED TAX DEBT CERTIFICATES, SERIES 2004, EVIDENCING THE RIGHTS TO PAYMENT UNDER SUCH AGREEMENT, PRESCRIBING THE DETAILS OF THE AGREEMENT AND CERTIFICATES, AND PROVIDING FOR THE SECURITY FOR AND MEANS OF A PAYMENT UNDER THE AGREEMENT OF THE CERTIFICATES.
