PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Bob Molleck, Craig West, Larry Sarff, Les Carl, Mary Fillingham, Rick Reed. Absent - Alderman Elny Harn. MINUTES OF APRIL 6, 2004. Motion and second by Aldermen Hartford/Molleck, the minutes of Apri16, 2004 to be placed on file as presented. Voice vote, motion carried unanimously. TREASURER'S REPORT. City Treasurer Patty Beaird Franzoni stated the report stands as presented. Motion and second by Aldermen CarUFillingham, to approve the Treasurer's Report. Voice vote, motion carried unanimously. BILLS FOR MARCH. Motion and second by Aldermen West/Reed, all bills properly approved be paid. Roll call. AYES -Aldermen Reed, Fillingham, Carl, Sarff, West, Molleck, Hartford. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion and second by Aldermen CarUFillingham, to waive the bidding process to rent/lease Equipment for removal of concrete in the Northeast corner of the IH site. Roll call. AYES -Aldermen Hartford, Molleck, West, Sarff, Carl, Fillmgham, Reed. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion and second by Aldermen CarUFillingham, approval for rent/leasing equipment for removal of concrete in the Northeast corner of the IH site. Roll call. Motion and second by Aldermen CarUReed, to approve the repairs of Cairns IRIS Thermal Imaging Camera in the amount of $1,985.00, from Diversified Optical Products, Inc. Roll call. Motion and second by Aldermen CarUWest, approval to seek bids for Livescan Fingerprint System for the Police Department. Roll call. Negotiations, Grievance & Personnel. Council Action Alderman Sarff mentioned that next week after the Mechanical meeting to go into executive session to discuss under Negotiations, Grievance & Personnel with the fire department. The Personnel Policy will be held over until the Finance Committee meeting May 11. Additional Personnel for the Water Treatment Plant and Wastewater Treatment Plant will be discussed in Executive Session after the regular scheduled council meeting. COMMUNICATIONS FROM MAYOR BOHLER. Fiscal Year 2004-2005 Budget. Mayor Bohler said he will have a balanced budget. There will be no Gabby Days or Leaf Program projects this year. Julie Smick said, the copies that were handed out of the Estimated Revenues and Budgeted Expenditures of the Water & Sewer Fund FY 2005 and the General Fund FY 2005 are just preliminary numbers as some have had changed since this was printed. Julie said this will be discussed further in Executive Session under Personnel following the Council meeting. Alderman Carl asked Cliff O'Brien what the cost was for Gabby Days? Cliff said the tipping fees were $8,000.00. OLD BUSINESS: ORDINANCE - AMENDING 8-12-2 AND 8-11-2 (A) OF THE CANTON MUNICIPAL CODE REGARDING BOATING LICENSE REQUIRED. Second reading, read by title. Motion and second by Aldermen West/Hartford, the ordinance be placed on its passage. Roll call. AYES -Aldermen Reed, Fillingham, Carl, Sarff, West, Molleck, Hartford. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being # 1792. ORDINANCE -PROPOSING APPROVAL OF A DEVELOPMENT PROJECT AND PLAN FOR THE DESIGNATION OF THE INTERNATIONAL HARVESTER SITE REDEVELOPMENT PROJECT AREA AND THE ADOPTION OF TAX INCREMENT ALLOCATION FINANCING THEREFORE, CONVENING A JOINT REVIEW BOARD AND CALLING A PUBLIC HEARING IN CONNECTION THEREWITH. Mayor Bohler gave the following information...we may be able to keep the Gabby Days and the Leaf Program. Also we will have to shift some personnel around and I believe we will be able to come up with a balanced budget. Adjournment. Motion and second by Aldermen West/Molleck, to adjourn.
