PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Bob Molleck, Craig West, Larry Sarff, Elny Harn, Les Carl, Mary Fillingham, Rick Reed. Absent -None. ,~ MINUTES OF FEBRUARY 3, 2004 COUNCIL MEETING. Motion and second by Aldermen Sarff/Hartford, the minutes of February 3, 2004 be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR JANUARY, 2004. Motion and second by Aldermen West/Harn, all bills properly approved be paid. Roll call. AYES -Aldermen Reed, Fillingham, Carl, Harn, Sarff, West, Molleck, Hartford. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion and second by Aldermen CarUFillingham, to pay into ING Deferred Comp Plan the amount of $1,110.96, and paid into lNG at the next contribution payment that is due. Roll call. Motion and second by Aldermen CarUMolleck, to pay into Reliastar Deferred Comp f Plan the amount of $122.59, and paid into Reliastar at the next contribution payment that is due. Roll call. Motion and second by Aldermen Carl/Harn, the Fire Department be approve to seek bids for Exercise Equipment. Voice vote, motion carried unanimously. Motion and second by Aldermen CarUSarff, to approve payment of Change Order #3 for the Wastewater Treatment Plant Maintenance Work Phase 1 (b) Storm Building in the amount of $19,999.77. Discussion. Alderman West asked what this was for? Keith Plavec of Maurer -Stutz Inc answered storm pumps, valves, painting, but the project is still under budget. Roll call. Motion and second by Aldermen Carl/Reed, to approve fmal payment to Seward Construction on WWTP Maintenance Work Phase 1 (b) Storm Building and payment of retainage in the total amount of $137,119.83. (A letter from Colin Edwards of Maurer - Stutz Inc. confirms that the work performed by Sewer Construction Inc was fully completed on February 13, 2004, and they recommend payment of $137,119.83.) Motion carried. 352 Council meeting 2-17-04 Motion and second by Aldermen CarUReed, to add to the next council agenda on March 2 the Interim and Final Treasurer's Report, and the Committee's meeting and Council meeting to change the dates. Voice vote, motion carried unanimously. Legal & Ordinance. Council Action None. Alderman Fillingham thanked Alderman West for handling her committee agenda last week. Mary said she went to Westview School 4th grade class to let them know what it was like to be an alderman. Mary said she gave each of them our names and phone numbers. Community & Industrial Development. Council Action None. Informational. Alderman West mentioned that IDOT will be holding meetings again on the #336 4 lane highway at the High School on February 25th from 4:00 to 7:00 p.m. Negotiations, Grievance & Personnel. Council Action None. COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler presented a plaque to Pauline Luft in memory of her husband C. A. `Whitey' Luft, for his 25 years on the Board of Appeals -Fire Code. Pauline thanked the council and Mayor Bohler for the plaque as he did believe in giving right up to the end, he would be very proud. Motion and second by Aldermen Molleck/Hartford, for an executive session for the purpose of seeking bids for the Demolition of Remaining Buildings on the IH site from East Elm Street to East Maple Street. Roll call. AYES -Aldermen Reed, Fillingham, Carl, Harn, Sarff, West, Molleck, Hartford. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried unanimously. Mayor Bohler asked to stay for the Executive Session -elected officials, department heads, appointed officials, & Vandewalle & Associates. The regular scheduled Council meeting adjourned for the executive session at 6:51 p.m. The executive session adjourned into open session at 7:46 p.m. 353 City Council meeting 2-17-04 John Davis Chairman of the Revitalization Committee spoke and said IH is a top priority as the committee recently drafted goals for David Byerly and IH is first on that goal. Ralph Grimm of the Canton Area Development Corporation mentioned that his main goal is marketing Canton. The IH site was here for over 100 years and it was very good for Canton. The city is moving forward on this project and it's good to see. Mayor Bohler thanked each of the committee's for the members coming to show their support for the removal of buildings at the former IH site. Motion and second by Aldermen Molleck/West, to seek bids for the removal of the remaining buildings at the IH site, and for asbestos abatement. Roll call. AYES - Aldermen Hartford, Molleck, West, Sarff, Harn, Carl, Fillingham, Reed. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Motion and second by Aldermen Reed/Fillingham, to hire the firm of Maurer Stutz Inc to write the bids for the demolition of the remaining buildings, and asbestos abatement for the IH site, and not to exceed $5,000. AYES -Aldermen Reed, Fillingham, Carl, Harn, Sarff, West, Molleck, Hartford. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. OLD BUSINESS: ORDINANCE - GRANTING A HOME OCCUPATION PERMIT FOR 764 S. 1sT, CANTON, ILLINOIS FOR AGREENHOUSE/NURSERY TO BENJAMIN & DEBORAH BEAIRD. Second reading, read by title. Motion and second by Aldermen Fillingham/Carl, the ordinance to be denied. Roll call. AYES -Aldermen Hartford, Molleck, West, Sarff, Harn, Carl, Fillingham, Reed. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. NEW BUSINESS: ORDINANCE -AMENDING 5-2-12, 5-6-4 AND 5-6-5, OF THE CANTON MUNICIPAL CODE RELATING TO FIRE CODES. First reading, read by title. ORDINANCE - AMENDING 8-11-1 AND 8-11-30, OF THE CANTON MUNICIPAL CODE RELATING TO LAKE CANTON REGULATIONS. First reading, read by title. RESOLUTION -REVISING THE POLICY GUIDELINES AND RECAPTURE STRATEGY STATEMENT FOR THE SECURING OF LOAN FUNDS DISBURSED BY THE CITY OF CANTON FROM THE ILLINOIS DEPARTMENT OF COMMERCE AND ECONOMIC DEVELOPMENT, FORMERLY DCCA. First reading, read by title. Motion and second by Aldermen Reed/West, the resolution be adopted. Roll call. AYES -Aldermen Reed, Fillingham, Carl, Harn, Sarff, West, Molleck, Hartford.
