A regular meeting of the Canton City Council was held on January 6, 2004 in the Council
Chambers at the Historic Depot, 50 North 4`h Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Craig
West, Larry Sarff, Elny Hann, Les Carl, Rick Reed. Absent -Alderman Robert Molleck
is out of state, Alderman Mary Fillingham.
MINUTES OF DECEMBER 16TH, 2003 COUNCIL MEETING. Motion and second
by Aldermen Hartford/Reed, the minutes of December 16th, 2003 be accepted and placed
on file. (An amendment was asked for on page 4 of the Council minutes of December 16,
2003 of changing Alderman Fillingham as the second to a motion when she was not
present, to Alderman Reed. Alderman Fillingham was at the December 16, 2003 Council
meeting, she was not present at the Mechanical Committee meeting on December 9,
2003.) Voice vote, motion carried unanimously.
COMMITTEE REPORTS.
Public Safety & Traffic.
Council Action
Motion and second by Aldermen Hartford/Harn, to accept the Management Letter and
Audited Financial Statement from Hocker/Fitjerrald, CPA's. Discussion. Alderman Carl
wants to have this referred to the next Finance Committee to discuss further. Mayor
Bohler said what is being approved is just the Audit. Roll call. AYES -Aldermen Reed,
Carl, Harn, Sarff, West, Hartford. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT.
Motion carried.

COMMUNICATIONS FROM MAYOR BOHLER. Treasurer's Report. Mayor
Bohler reported that Patty Beaird Franzoni is ill, so there will be no report.

ORDINANCE -AMENDING ORDINANCE NUMBER 959 ENTITLED, "AN
ORDINANCE INITIATING AND COOPERATIVELY DESIGNATING AN
ENTERPRISE ZONE". First reading, read by title.
RESOLUTION - APPROVING A PRE-ANNEXATION AGREEMENT
BETWEEN THE CITY OF CANTON AND CHARLES AND DARLENE
WINSTON. First reading, read by title. Motion and second by Aldermen CarUReed,
the resolution be adopted. Roll call. AYES -Aldermen Hartford, West, Sarff, Harn,
Carl, Reed. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.

EXECUTIVE SESSION - PURPOSE - DISCUSSING NEGOTIATIONS,
GRIEVANCE & PERSONNEL; AND PERSONNEL. Motion and second by
Aldermen Sarff/West, to go into executive session for the purpose of discussing
Negotiations, Grievance & Personnel; and Personnel. Roll call. AYES -Aldermen
Reed, Carl, Harn, Sarff, West, Hartford. NAYS -None. 6 AYES, 0 NAYS, 2
ABSENT. Motion carried.
The regular scheduled council meeting convened for the Executive Session at this time,
which was 6:47 p.m.
The Executive Session for Negotiations, Grievance & Personnel; and Personnel
adjourned at 7:28 p.m. into open session with out any recommendations.
Adjournment. Motion and second by Aldermen Hartford/West, to adjourn. Voice vote,
motion carried unanimously. The regular scheduled council meeting adjourned at 7:28
p.m.
The executive session minutes for Negotiations, Grievance & Personnel; and Personnel
are on file in the office of the City Clerk for review.
