Council Chambers located at 50 North 4th Avenue, Canton, Illinois.
Mayor Kevin R. Meade called the meeting to order at 6:30 p.m.
Aldermen present -Rick Reed, Eric Schenck, Craig West, Jerry Ellis, Jim Hartford,
Jason Strandberg. Absent -Aldermen Larry Sarff, Jorge Rivero.
Also attending -Mayor Kevin R. Meade, City Clerk Nancy Whites, City Treasurer
Aaron Anderson, City Attorney Chrissie Peterson, Police Chief W. Dan Taylor,
Assistant Chief Tom Shubert for Fire Chief Bonnie Cremer, Maurer Stutz -Keith
Plavec (City Engineer and Zoning Officer), Public Works Director Cliff O'Brien,
Wastewater Treatment Plant Supt. Joe Carruthers, Water Treatment Plant Supt.
Greg Pollitt, City Administrator Jim Snider, Video Services by Joe Ginger and John
Lund.

Bids for Drow lot.
Alderman West made the motion to reject the Bid from Canton Mercantile &
Garden Cafe for 61 East Side Square, with 20% rebate of being in a tax increment
finance district for property taxes of 20 years, in the amount of $275,000.00, and
was duly seconded by Alderman Strandberg. Discussion. Alderman Strandberg
asked why seek bids so early in the project? We may have jumped the gun.
Mayor Meade said some people have expressed interest. Alderman Schenck
mentioned the other reason is if they had the bid amount close to construction
cost we could have an agreement with the buyer. We find ourselves in that
dialog with the users and we can revisit this. Alderman Hartford said they can
rebid later on. Alderman Ellis said this would have be very favorable with just the
first floor. Roll call. AYES -Aldermen Strandberg, Hartford, Ellis, West, Schenck.
NAYS -Alderman Reed. 5 AYES, 1 NAY, 2 ABSENT. The motion carried.
Waive Bids for Construction on the Drow Lot.

Mayor Kevin R. Meade mentioned that Leander Construction was the only
contractor who stepped forward and he is ready for construction and we have to
waive the bids. This will take 6 votes for passage. Leander Construction Inc.
thought the cost would be around $708,000 for atwo-story building.
Alderman Ellis made the motion to waive bids to allow for Construction on the
Drow Lot, and was duly seconded by Alderman Hartford. Discussion. City
Administrator Jim Snider mentioned that funds from short-term debt will have a
balance of over $2 million, and those funds will pay for the building to be built.
Alderman Strandberg said this is a big project, and I don't like the thought of
waiving the bids. Roll call. AYES -Aldermen Reed, Schenck, West, Ellis,
Hartford, Strandberg. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion
carried.
Accept Leander Bid for the contractor of the Drow Lot.
Alderman Ellis made the motion to accept the bid of Leander Construction Inc. for
the Drow Lot in the amount of $708,000, and was duly seconded by Alderman
Strandberg. Roll call. AYES -Aldermen Strandberg, Hartford, Ellis, West,
Schenck, Reed. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.
Intergovernmental Agreement with the School District #66.
Alderman Hartford made the motion the City enter into an Intergovernmental
Agreement with the School District #66 for building trades help with the building
on the empty Drow lot, and was duly seconded by Alderman Reed. Discussion
Mayor Kevin R. Meade thanked Tony Rolando for his leadership and guidance on
this project and the School District for their support. Roll call. AYES -Aldermen
Reed, Schenck, West, Ellis, Hartford, Strandberg. NAYS -None. 6 AYES, 0
NAYS, 2 ABBENT. Motion carried.
Mayor Kevin R. Meade reported that he was given a letter this evening from
Alderman Jason Strandberg dated September 22, 2009.
Dear Mayor Meade,
Due to circumstances well within my control, I do not regret to inform you that I
will be resigning my seat on the City Council effective September 22, 2009. I wish
you and the rest of the council, and everyone who works for the city, the very
best, take care, and good luck. Jason Strandberg.

Mayor Kevin R. Meade said obviously I'm a little surprised at that. Do you want
to add to that? Jason, no! I just think when people do public service and try to
do real good, and get to that point where they don't really feel they're doing good
any longer, should probably step aside and let someone else do it!
Alderman Schenck made the motion to accept the resignation, and was duly
seconded by Alderman West. The motion was by unanimous voice vote.
Mayor Kevin R. Meade said to Jason Strandberg, thank you for your service.
EXECUTIVE SESSION - TO DISCUSS -PERSONNEL.
Mayor Kevin R. Meade said there would be no executive session for the recessed
council meeting, but would hold the executive session over to the end of the
Mechanical Committee meeting.
ADJOURN
Having no further business Alderman Harford made the motion to adjourn the
recessed Council meeting, and was duly seconded by Alderman Reed. The motion
was by unanimous voice vote.
The recessed council meeting adjourned at 6:40 p.m.
