Mayor Kevin R. Meade called the meeting to order at 6:30 p.m. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Kevin R. Meade called for roll call at 6:30 p.m. Present -Aldermen Rick Reed, Eric Schenck, Craig West, Larry Sarff, Jorge Rivero, Gerald Ellis, Jim Hartford, Jason Strandberg. NAYS -None. Others in attendance -Mayor Kevin R. Meade City Cterk Nancy Whites, City Treasurer Aaron Anderson, City Attorney Chrissie Peterson, Police Chief W. Dan Taylor, Fire Chief Bonnie Cremer, Public Works Director Cliff O'Brien, Wastewater Treatment Supt. Joe Carruthers, Water Treatment Supt. Greg Pollitt, City Administrator Jim Snider, Street Supt. George Spahn, DCEO Sr. Account Manager Tony Rolando, Joe Ginger Video Services. In the audience -news media of John Froehling for the Daily Ledger, ESDA Director Phil Fleming, Sue Walters, Kathy Edwards. BILLS. Alderman Sarff made the motion that all bills presented be paid, and was duly seconded by Alderman Strandberg. Discussion. City Treasurer Aaron Anderson mention the additional bill from Thomas N. Jacobs & Associates, LTD for the first quarter of FY 2010 (May -July). The total fees due for each have been divided between the two firms and billed accordingly, according to their memo. The work being done is for Canton 4-A and IH Downtown TIF Districts. The bills are in the amount of $1,000, $250.00, $2,100.00, $525.00. Alderman Schenck made the motion to add on the additional bills from Thomas N. Jacobs & Associates, LTD, and was duly seconded by Alderman Hartford. The motion was by unanimous voice vote. Roll call for all bills presented & the additional be paid. AYES -Aldermen Strandberg, Hartford, Ellis, Rivero, Sarff, West, Schenck, Reed. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. TREASURER'S REPORT. 1 City Treasurer Aaron Anderson said he made the changes to his report after the bank statements came in. The bottom numbers of his report on the first page for total investments, and the money market fund were the amounts changed from last week. Alderman West made the motion that the Treasurer's Report as presented be accepted, and was duly seconded by Alderman Strandberg. The motion was by unanimous voice vote. CONSENT AGENDA Minutes of Council meeting held September 1, 2009 Minutes of Clerical Committee meeting held September 8, 2009 Alderman West made the motion to accept the Consent Agenda as presented, and was duly seconded by Alderman Hartford. The motion was by unanimous voice vote. COMMITTEE REPORTS: Finance. Council Action None. Legal & Ordinance Council Action None. Community & Industrial Development. Council Action Hotel/Motel request for $800 for advertisine of a concert by Jennifer Windom. 2 Alderman Rivero made the motion to allow the expenditure of $800 from Hotel/Motel funds for a music concert by Jennifer Windom in Jones Park October 8, and was duly seconded by Alderman Strandberg. Roll call. AYES -Aldermen Reed, Schenck, West, Sarff, Rivero, Ellis, Hartford, Strandberg. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Block Grant & IDA Grant funds for low-income families. Alderman Rivero made the motion for WIRC submit housing grant funding of both the Block Grant and IDA Grant to help low-income families, and for the cost in the amount of $3,070.00, and was duly seconded by Alderman Sarff. Roll call. AYES - Aldermen Strandberg, Hartford, Ellis, Rivero, Sarff, West, Schenck, Reed. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. The motion carried. Negotiations, Grievance & Personnel. Council Action None. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE - Hirine of Police Officer. Police Chief W. Dan Taylor said that due to the resignation of police officer Rusty Graham for another position I need council approval to hire another officer. Alderman Sarff made the motion the Police Chief W. Dan Taylor to be able to have the Fire/Police Commission to appoint a police officer, and was duly seconded by Alderman Hartford. The motion was by unanimous voice vote. Alderman Strandberg made the motion the appointment of Bryan Williams as Auxiliary Officer to be confirmed as recommended by the Police Chief W. Dan Taylor, and was duly seconded by Alderman Hartford. The motion was by unanimous voice vote. Zonine Officer. Mayor Kevin R. Meade made the appointment of Gary Rickert as Zoning Officer for the City of Canton at a salary of $46,000.00 and with schooling and other classes taken that are required will receive an additional $2,000. 3 Alderman Schenck made the motion the appointment of Gary Rickert as Zoning Officer and salary of $46,000 to be confirmed, and was duly seconded by Alderman Reed. Discussion. Alderman Strandberg stated that the council has been at this process for just about two years. And it will be that before Gary will be well advised, and we have turned down a lot of applicants because of no experience. Gary did a fine job in the interview, and he has the less amount of experience. And in 6 months he won't know much more. We go through the process and turn down so many. I'm asking you my fellow aldermen to think about this and vote no. Alderman Sarff stated that Gary has a technical background, lives in Canton and knows the area and he understands the needs the employer is looking for. He will continue to educate himself and he will fix what exactly needs to be fixed, and is willing to do it! Roll call. AYES -Aldermen Hartford, Ellis, Rivero, Sarff, West, Schenck, Reed. NAYS -Strandberg . 7 AYES, 1 NAY, 0 ABSENT. The motion carried. Jones Park. Mayor Kevin R. Meade read a letter he had received of a state wide award naming Carol Kohler an Outstanding Master Gardener, and is required to volunteer 300 hours. Mayor Kevin R. Meade said that Carol is the coordinator for Jones Park and she generates new ideas, and always goes the extra mile. Elizabeth Champlain received Sustained Excellence Award. Mayor Kevin R. Meade said he could smell the really bad odor that is going around town right here at the depot tonight. A lot of people of have asked "what can I do." You can call the Illinois EPA and there number is 693-5478, and also the attorney general's office and talk to Jill McBride. Mayor Kevin R. Meade mentioned that IDOT has received complaints from those living around Sam Scott Street of the speeding. The speed limit is now 40 and the state is considering making it 35 beginning with Sam Scott. Bids for Drow Lot. Mayor Kevin R. Meade commented that only one bid was received at $275,000.00, and $20,000 is a TIF incentive rebate. Alderman Strandberg asked that this item be held over for the recessed council meeting next week. 4 Waive Bids for Construction on the Drow Lot. Was held over to the recessed council meeting next week. Accept Leander bid for the contractor of the Drow Lot. Was held over to the recessed council meeting next week. Intereovernmental Aereement with School District 66. Mayor Kevin R. Meade said he does not have the contract with School District 66 and this will be held over to the recessed council meeting next week before the Mechanical Committee. OLD BUSINESS: None. NEW BUSINESS: ORDINANCE -AUTHORIZING, DIRECTING, AND SETTING THE DATE FOR THE SALE AT PUBLIC AUCTION OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF CANTON AND NO LONGER NEEDED FOR CITY PURPOSES. First reading and read by title. Alderman Sarff made the motion to suspend the rules for the purpose of placing the ordinance on its passage, and was duly seconded by Alderman Reed. Roll call. AYES -Aldermen Strandberg, Hartford, Ellis, Rivero, Sarff, West, Schenck, Reed. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Alderman Sarff made the motion the ordinance be placed upon its passage, and was duly seconded by Alderman Reed. Roll call. AYES -Aldermen Reed, Schenck, West, Sarff, Rivero, Ellis, Hartford, Strandberg. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Ordinance number 1990. ORDINANCE -REPEALING ORDINANCE #1966 PROVIDING FOR A NO PARKING SIGN AT THE 200 BLOCK OF WEST PINE STREET, PROHIBITING PARKING ON THE SOUTH SIDE OF THE STREET FOR 75 FEET EAST OF THE INTERSECTION WITH AVENUE C. First reading and read by title. RESOLUTION - TO AUTHORIZE A DEFERRED COMPENSATION PLAN WITH THE INTERNATIONAL CITY/COUNTY MANAGEMENT ASSOCIATION, (ICMA) RETIREMENT COPORATION FOR THE CITY ADMINISTRATOR OF THE CITY OF 5 CANTON. First reading and read by title. Alderman Sarff made the motion the resolution be adopted, and was duly seconded by Alderman West. The motion was by unanimous voice vote. Resolution number 3900. RESOLUTION -STREETS. Mayor Kevin R. Meade said the resolution will be taken off the agenda. Mayor Kevin R. Meade commented that the executive session will not be held. EXECUTIVE SESSION - TO DISCUSS -PERSONNEL; AND, PENDING LITIGATION. ADJOURN Having no further business Alderman Hartford made the motion to adjourn, and was duly seconded by Alderman Reed.
