HomeMy WebLinkAbout03-05-05 City Council Meeting Minutes A regular meeting of the Canton City Council was held on March 15, 2005 in the Council th Chambers at the Historic Depot, 50 North 4 Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Bohler asked for roll call at 6:30 p.m. Present – Aldermen Larry Sarff, Mary Fillingham, Elny Harn, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent – Alderman Bob Molleck. TREASURER’S REPORT. City Treasurer Patty Franzoni gave her report tonight as she was ill during the time of the committee meeting. Funds of $14,000 have been received on the grant reimbursement for the fire department. Have received $48,000 from USPA Brownfield. The balance in the General Fund is $957,597.00. ST MINUTES OF MARCH 1, 2005 MEETING. Motion and second by Aldermen st West/Fillingham, the minutes of March 1 , 2005 be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR FEBRUARY. Motion and second by Aldermen Hartford/West, all bills properly presented be paid. Roll call. AYES – Aldermen West, Reed, Hartford, Carl, Harn, Fillingham, Sarff. NAYS – None. Motion carried. COMMITTEE REPORTS. Finance. Council Action Motion and second by Aldermen Hartford/Fillingham, to approve buying 5,000 Purchase Orders from Canton Printing in the amount of $407.25. Roll call. AYES – Aldermen Sarff, Fillingham, Harn, Carl, Hartford, Reed, West. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Carl, to approve of Water Dept purchasing a CL–17 Chlorine Analyzer from HACH Chemical in the amount of $2,615.55. Roll call. Motion and second by Aldermen Hartford/West, to approve of the purchase for the Water Billing Department of a Hp laser jet 8150-N printer from LOCIS in the amount of $2,400.00. Roll call. Motion and second by Aldermen Hartford/Harn, to approve of the NFPA subscription renewal for 3 years in the amount of $1,620.00 for the Fire Department. Motion and second by Aldermen Hartford/Sarff, to approve of the engineering agreement from Maurer Stutz Inc. for Avenue C and using $20,000 grant funds from Illinois Department of Commerce and Economic Opportunity (DCEO). Roll call. AYES – Aldermen Sarff, Fillingham, Harn, Carl, Hartford, Reed, West. NAYS – None. 7 AYES 0 NAYS, 1 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Reed, to accept the proposal from Maurer Stutz Inc. for the engineering design and the preparation of drawings and specifications for the Kilroy Lift Station in the amount of $90,000, not to exceed. Roll call. AYES – Aldermen West, Reed, Hartford, Carl, Harn, Fillingham, Sarff. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Reed, to accept the proposal from Maurer Stutz Inc. to provide Professional Services consisting of engineering design and the preparation of Drawings and Specifications for the Raw Water Transmission Main from the Il River to Water Treatment Plant, in the amount of $345,000, not to exceed. Roll call. AYES – Aldermen Sarff, Fillingham, Harn, Carl, Hartford, Reed, West. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Legal & Ordinance. Council Action None. Community & Industrial Development. Council Action Motion and second by Aldermen West/Hartford, to approve of the annexation of the property on West Maple, with legal assistance from the City. Discussion. City Attorney Ron Weber mentioned that the motion should be directed for the staff to work with the developer on the project. Motion and second withdrawn. Motion and second by Aldermen West/Hartford, to approve of the concept of the West Maple annexation, conservation style of development, and extending infrastructure improvements with city staff working with the developer. Discussion. Alderman Sarff asked if more information would be available? Mayor Bohler said more information would be available and brought forward to the committee. Voice vote, motion carried unanimously. 2 Council meeting March 15, 2005 Negotiations Grievance & Personnel. Council Action None. COMMUNICATIONS FROM MAYOR BOHLER. Motion and second by Aldermen Hartford/West, to approve the TIF Master Planning Study proposed by Vandewalle & Associates in the amount of $11,250.00. (David Byerly’s letter says this contract would be paid for by existing TIF funds authorized for such purposes. In 2004 Vandewalle’s firm presented for the IH site showing streets, traffic flows, sidewalks, examples of parking and footprint layouts and intended uses of commercial, retail, residential, etc. This study will expand the reach of that master planning to include the entire 30+ blocks of the TIF District.) Discussion. Alderman Carl asked if there was any hurry on this? Mayor Bohler said we need to get this done. Roll call. AYES – Aldermen West, Reed, Hartford, Carl, Harn, Fillingham, Sarff. Motion and second by Aldermen West/Carl, to have the regular scheduled Council meeting of April 5, 2005 on April 6, 2005 because of the city election being held on April 5. Voice vote, motion carried unanimously. Mayor Bohler and Fire Chief John Stanko presented medals to the firemen who saved the th life of nine-year old Austin Corman when their home burned on January 20. The firemen who received those medals are the following, Scott Roos, (Distingushed Service), Jay Smith (Distinguished Service), Mark Hanlin (Medal of Honor), Lt. Tom Shubert (Medal of Honor), Assistant Fire Chief Richard Grove (Distingushed Service). Austin said to the firemen, “thank you for saving my life, and thanks very much for saving my life.” (The whole town is grateful too, Austin!) OLD BUSINESS: ORDINANCE – GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT FOR THE OPERATION OF MASSAGE THERAPY LOCATED AT 529 EAST MYRTLE STREET, TO RACHELLE L. WORKMAN. Second reading, read by title. Jim Elson the attorney representating the Gorsuch’s 3 Council meeting March 15, 2005 reported that a change has taken place. They will not be taken down the tin building at Motion this time. and second by Aldermen Sarff/Hartford, the ordinance be placed on its passage. Roll call. ORDINANCE – FOR THE SALE OF PERSONAL PROPERTY BELONGING TO THE CITY OF CANTON, AND OF AN AIR COMPRESSOR. NEW BUSINESS: ORDINANCE – AUTHORIZING THE ISSUANCE OF WATERWORKS & SEWERAGE REVENUE BONDS OR IN LIEU THEREOF, GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE) FOR THE CITY OF CANTON. First reading, read by title. ORDINANCE – ACCEPTING BUILDING SITE, AND OPERATION PLANS AND DESIGN GUIDELINES, FOR THE CITY OF CANTON. First reading, read by title.
