PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present – Aldermen Larry Sarff, Bob Molleck, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent – Aldermen Mary Fillingham, Elny Harn. MINUTES OF JANUARY 18, 2005 MEETING. Motion and second by Aldermen Hartford/West, the minutes of January 18, 2005 be accepted and placed on file. Voice vote, motion carried. The agenda for tonight’s meeting listed under the Committee Reports - Public Works, Water & Sewer for the first item and it should read…Public Safety & Traffic. COMMITTEE REPORTS: Public Safety & Traffic. Council Action Motion and second by Aldermen Molleck/Reed, to approve of the aerial/ground ladder testing from American Test Center in the amount of $2,105.00. Roll call. AYES – Aldermen West, Reed, Hartford, Carl, Molleck, Sarff. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion and second by Aldermen Molleck/Carl, the approval for the Fire Department under Amendment # 1 of the 2003 Assistance to Fire Fighters Grant at 90%; to purchase 500 smoke detectors from Alexander Lumber Company at a cost of $3.75 each, for a total cost of $1,687.50. Roll call. AYES – Aldermen Sarff, Molleck, Carl, Hartford, Reed, West. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action None. Public Works, Water & Sewer. Council Action Motion and second by Aldermen Carl/Hartford, the Public Works, Water & Sewer committee recommends the Kilroy Lift Station be repaired at a cost of $2.5 million. Discussion. Alderman West asked Wastewater Treatment Plant Superintendent Joe Carruthers, if we just repair the system and not repair the rest of the system, how is that going to affect you? Joe Carruthers ask Alderman West if he was talking about the Kilroy Lift Station? Alderman Craig West said he was. Joe said the project has changed quite a bit from the original planning study. The Kilroy Lift Station repairs are repairs for that area this is going to affect another area that’s not repaired. In my opinion the Kilroy Lift Station funds could be used significantly better in a lot of areas other than Kilroy Lift Station. Joe said he had not been asked this question prior. Joe said he also would like to have considered, that money being spent for Kilroy Lift Station be for a life 1 Council meeting February 1, 2005 th span of only 10 to 15 years and use most of the funds at 20 & Walnut Street for the Ethanol future. We will do the best we can at the sewer plant, my guys and I with the resources you give us. We have some wheels in motion for a plan with sludge handling. Hopefully we can do some things in house to be able to spread the money around. Mayor Bohler said, we spent $300,000 of tax payers money to do this study. I’m for compromise if this is what it takes to get Canton’s future set. The same reason we are passing the repairs for the Kilroy Lift Station and the updating of the water treatment plant is 1. The study shows we need it. We hired professionals to look at our situation. 2. Interest rates are lower now, than later. This project will take 3 to 5 years to complete. We will pass tonight what is being offered, but don’t eliminate doing the other projects. Working now to have a town meeting at the Senior High School. The Chamber of Commerce contacted the City and they will be putting together something for business people to attend and educate the residents. Alderman Carl mentioned the committee has decided this will be significant savings in both of these items that we can do other work. Mayor Bohler said, the reason we want to repair Kilroy Lift Station we have a developer for that area. Westview School has a water pressure problem and this is one of the areas we need to address. Alderman Molleck mentioned we have to come to some kind of an agreement to get this going. Mayor Bohler said if the Kilroy Lift Station and the Water Treatment Plant upgrading passes this includes going to Illinois River and all the cost. By the time of the Clerical Committee meeting for March we should have all the informational meetings over and then have the committee to review the information to vote for the rest of the project. We have been meeting with AmerenCips to run across their property to save money on easements, and we are asking to use their pumping stations to eliminate permits in that area. Alderman West said it does not make sense to do part of the project. I’m in favor of doing the whole project, for the citizens now and in the future. Mayor Bohler said if this passes tonight, we can take the next part to the Clerical Committee meeting in March. Alderman Molleck mentioned the vote tonight does not kill the entire project. Roll call. AYES – Aldermen West, Reed, Hartford, Carl, Molleck, Sarff. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion and second by Aldermen Carl/Molleck, the committee recommended to upgrade the Water Treatment Plant and going to the Illinois River for the new water source at $16.6 million dollars. Roll call. AYES – Aldermen Sarff, Molleck, Carl, Harford, Reed, West. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Mayor Bohler said that on the Clerical Committee in March there will be a public hearing and the Chamber of Commerce will be putting something together. Mayor Bohler also highly encouraged Council to consider the whole project at that meeting to prepare Canton for its future. COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler thanked Cliff O’Brien and Maurer Stutz Inc. for the hard work in obtaining a $20,000 grant they applied for, for the north part of Cass and Avenue C area. Cliff said this grant will allow 2 Council meeting February 1, 2005 you to investigate the area for problems and identifying them. We can begin the work in the next 30 days, and all the grant funds will be spent in-house and with Maurer Stutz Inc. by televising and cleaning the sewers. Then the City can go back to the same people for another grant for designing construction. OLD BUSINESS: ORDINANCE – ALLOW ELECTRONIC ATTENDANCE OF CITY COUNCIL AND COMMITTEE MEETINGS. Second reading, read by title. Mayor Bohler reminded the council members that during the presentation of the ordinance on the Tax Levy, if an alderman had not come in sick we would not been able to pass the ordinance, and we had to have a special council meeting. We would have this tool if someone is Motion absent and it won’t set Canton back.and second by Aldermen Molleck/Hartford, the ordinance be placed on its passage. Discussion. Alderman West said is this because the governor did not sign the legislation? Ron Weber explained this has been in place and a lot of people use it but it’s not because of the governor. What was to be passed would be the uniformity of how it would be done. The Pollution Control Board uses this format. Roll call. AYES – Aldermen Hartford, Carl, Molleck. NAYS – Aldermen West, Reed, Sarff. Mayor Bohler voted AYE to break the tie vote. Motion carried. Ordinance being #1823. NEW BUSINESS: None. Adjournment. Motion and second by Aldermen Molleck/Hartford, to adjourn. Voice vote, motion carried unanimously.
