HomeMy WebLinkAbout10-04-2022 Council Meeting Minutes/Public Hearing Minutes • D CANTON CITY COUNCIL MEETING MINUTES TUESDAY, OCTOBER 4, 2022 at 6:30pm Historic Depot-Donald E Edwards Way 50 North 4th Avenue Canton II 61520 A regular meeting of the Canton City Council as well as a Public Hearing was held on October 4, 2022 (6:30pm) at the Historic Depot located at 50 North 4th Avenue Canton Illinois with zoom attendance available. STAFF IN ATTENDANCE: Mayor Kent McDowell, Acting City Clerk Andi Walters, Treasurer Crystal Wilkinson, Fire Chief Scott Roos, Police Chief Michael Eveland, Superintendent Ron Robinson, Utility Director Joe Carruthers, City Engineer Keith Plavec, Ed Glad Public Information Officer. MEDIA IN ATTENDANCE: Fulton Democrat PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION—Mayor Kent McDowell PUBLIC PARTICIPATION— ROLL CALL Yes No Absent Alderperson Gossett x Alderperson x Lingenfelter Alderperson Fritz x Alderperson Hale x Alderperson West x Alderperson Lovell x Alderperson Nelson x Alderperson x Chamberlin Also, in attendance: Beka Schultz Comptroller, Cole McDaniel Economic Development, Dustin Taber Mayor McDowell announced the Public Hearing is for the purpose of requesting additional CDBG funds from DCEO and yielded the floor to Josh Mercer. Josh Mercer stated the City of Canton is eligible to receive additional $100,000 from the Illinois Department of Commerce. This opportunity arose do to overage in the bids across the state. This allowed the city to apply and it will be approved after required meetings and paperwork is submitted. The grant was submitted in 2020 and funded in 2021 for a total of$547,299. Josh said all he needs is the council's Resolution of support. Mayor McDowell asked for any public comment in reference to the grant. No comment was made. Motion and second were made by Alderpersons Chamberlin/Gossett to adjourn the Public Hearing Meeting. COMMITTEE REPORTS: FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR DISCUSS, CONSIDER AND VOTE ON COUNCIL RESOLUTION OF SUPPORT FOR REQUESTING ADDITIONAL COMMUNITY DEVELOPMENT BLOCK GRANT(CDBG) FUNDS. Motion and second were made by Alderpersons Chamberlin/Lovell to approve a resolution of support for requesting additional community development block grant (CDBG) funds. DISCUSS. CONSIDER AND VOTE ON AN ORDINANCE WAIVING COMPETITIVE BIDDING REQUIREMENTS AND AUTHORIZING THE PURCHASE OF TWO (2) NEW POLICE VEHICLES. Chief Eveland stated that these are budgeted items and the reason that it is in this form is because they are bypassing the bidding to go with the state bid. Motion and second were made by Alderpersons Chamberlin/Lovell to approve an Ordinance to waive competitive bidding for the purchase of two (2) new police vehicles. Motion and second were made by Alderpersons Chamberlin/Lovell to approve up to $22,000 for the cost of refurbishments for the new fire trucks. Mayor McDowell asked if there was any public comment on the pre-annexation. No comment was made. Attorney Jump stated that there needed to be date correction of October 5th to October 4th on the resolution. Motion and second were made by Alderpersons Chamberlin/Lovell to approve an Ordinance to waive competitive bidding for the purchase of two (2) new police vehicles. DISCUSSS, CONSIDER AND VOTE ON A CLASS A LIQUOR LICENSE FOR C AND L TAP, INC. D/B/A/JACK'S. Mayor McDowell explained that there was a liquor commission meeting held this afternoon and that it had passed unanimously. Attorney Jump stated that he would be abstaining from any part of this discussion due to the fact that he had assisted the buyers with this but wanted to add clarity that it is the same entity but would have new owners Motion and second were made by Alderpersons Gossett/Lovell to approve the transference of a Class A Liquor License of C and L Tap to the new owners. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERPERSON JUSTIN NELSON, CHAIR COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR MAYOR COMMUNICATION Mayor McDowell announced the retirement of supervisor telecommunicator Tess Link. Chief Eveland stated that Tess has worked in the police department for the past 28 years and that this Friday, October 7'they will be serving food and beverage from noon- 2:00 downstairs in the training room and will be honoring her with a plaque. Eveland encouraged everyone to come by to congratulate her. Mayor McDowell said the Taste of Canton was a success and congratulated the Main Street Chamber. McDowell also acknowledged Ronnie Robinson for the great job he and his guys did. McDowell encouraged people to drive down Linn Street and observe the demolition progress taking place. However, it should be avoided during the day with all of the trucks coming in and out. Also, there was a recent situation the Mayor wanted everyone to understand. There were some people going door-to-door trying sell energy. They were telling people that their energy had expired which had not. They were stating that they had permission from the police department which also was not true. They were identified and cited. Mayor McDowell explained that the police department does not give people permission to go door-to-door. That permission comes through Andi's office/City Clerk and the Mayor. The Mayor went on to explain that there will be communication between Andi, himself and the police department and if we do get a legitimate door-to-door person the police department will know that. He stressed to everyone that if they are approached by a door-to-door salesperson they should insist on seeing a city permit from them. If they cannot produce a city permit, call the police department immediately so they can be located and be cited.
