Mayor McDowell stated that Andi would also have access as well. Due to the delay in trying to gain access to VOYA there was also a delay in employee contributions getting posted. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE TO DESIGNATE AND APPROVE THE FIRST AMENDMENT TO THE CANTON BUSINESS DEVELOPMENT DISTRICT NO. 1 AND IMPOSE A RETAILERS’ OCCUPATION TAX AND A HOTEL OPERATORS’ OCCUPATIOIN TAX IN THE CANTON BUSINESS DEVELOPEMNT DISRICT NO. 1 AMENDED REDEVELOPMENT AREA. Steve Klein stated that at 5:30 on 09-20-2022 the city held a public hearing for the proposed first amendment of the Business Development District. He said as indicated earlier, it’s a process the city started back in March. The city established this development district that included most of the downtown area and part of fifth avenue. Klein stated that they worked on the amended redevelopment plan for the business district that now includes a much larger area. He said that the city is not creating a new development district. The City is adding to the one they have. The st amendment is necessary to finish tonight because the deadline is October 1. The ordinance tonight adds the new area to make the existing area larger and then it imposes the taxes of 1%. Attorney Jump asked if or how the business would be notified. Klein replied the addresses of the businesses will be provided to the Department of Revenue. The department of Revenue will notify the retailers of when they will begin to collect. Motion and second were made by Alderpersons Gossett/Lovell to waive the first reading. The motion carried. DISCUSS, CONSIDER, AND VOTE ON AN ORDINANCE AMENDING TITLE 10 OF THE CANTON MUNICIPAL CODE TO PERMIT FOOD TRUCKS IN CONSERVATION DISTRICT. Attorney Jump stated that an Ordinance had been previously passed for food trucks and that this is just a portion that would allow food trucks in conservation areas such as the campground and boat dock area or the boat ramp area. Wherever the city would want to designate a food truck zone. The change would affect section 3-2-11 of the Canton municipal code. Motion and second were made by Alderpersons Nelson/Gossett to approve and Ordinance amending Title 10 of the Canton Municipal Code to permit food trucks in conservation district. Attorney Jump stated that Old Dog LLC has been delayed on obtaining a Federal license and therefore the amendment would be to reissue a license that would be effective through April th 30 2023. Motion and second were made by Alderpersons Nelson/Gossett to amend Title 3, Chapter 8 of the canton municipal code in relation to the requirements for and issuance of Class MB and Class W liquor license. Mayor McDowell asked Brandi Johnson from TimbukTech to approach the podium to give details on this topic. Brandi stated that they have two quotes for a replacement server. She explained that our current server crashed. The two quotes that were given were in the amount of $26,517.11 and $42,005.61. The $26,517.11. We are running software operating systems. We have a 2013 email server right now and the end of life of that is October 23 so we would be looking at updating all of our operating systems as well as this. The second quote has office 365 instead of the mail server which would be cheaper however, the monthly recurring would be 1,332.50. Alderman Lovell asked about the second quote and what the Lenovo Think Server is for. Brandi said it has the mail server on there and the Laserfiche as well as the domain controller. Lovell then asked about 130 mailbox migration License and whether or not that was a license. Brandi explained that it is a license. Lovell then asked about the recurring 1,332.50 Brandi explained that the fee covers each mailbox at rate of 10.25 each. Mayor McDowell asked if any of this covered Teams. Brandi stated that it does not. It would have to be a Microsoft basic or standard and basic is 8 dollars more or 18 dollars per month. Attorney Jump asked of Cloud base was an option. Brandi explained that cloud base is very expensive but would get a quote if the city was interested. Mayor McDowell thanked Brandi for her time. No vote took place. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERPERSON JUSTIN NELSON, CHAIR COMMUNITY & INDUSTRIAL DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR PUBLIC WORKS, WATER & SEWER ALDERPERSON ANGIE LINGENFELTER, CHAIR DISCUSS, CONSIDER AND VOTE ON PURCHASING TWO VEHICLES AS PART OF THE FY23 FLEET PROGRAM FOR THE WATER/SEWER DEPARTMENT. Mayor McDowell stated that this is a budgeted item. Joe Carruthers explained he wanted to discuss their need to get the fleet program back and going. He went on to say that in FY22 there were no vehicles purchased. Joe explained that there were not any vehicles available but now in FY23 there are some available but only for a day. Therefore, the time between a vehicle becoming available and getting it to council, the vehicle is gone which is why it has become a dilemma. He said that the fleet program is a good program that he would like to see continue and there is $85,000.00 in the budget which comes from all departments including water/sewer admin, system maintenance, water treatment plant. No money comes out of the street department but they are part of the fleet program. Joe stated that he put this on the agenda because he needs to buy these a little quicker or find a different way so that when one becomes available he can get it. Attorney Jump asked how much they are. Joe replied, the last one that came up was 55,000.00 and went on to request direction on how to proceed. Attorney Jump stated that in order to authorize they would need a generalized idea of what is being purchased. This could possibly allow for authorization for a purchase within the fiscal year. No vote took place. PUBLIC SAFETY & TRAFFIC ALDERPERSON ANGELA HALE, CHAIR DISCUSS, CONSIDER THE PURCHASE OF A CITY-WIDE SECURITY CAMERA SYSTEM FROM SEICO, INC. Joe Carruthers stated that this was a joint effort between the chiefs and several departments regarding our security needs for Jones Park, the campground and the police department. He stated they are looking to upgrade everything inside City Hall and get all the cameras at these locations to go to City Hall and be taped on equipment that currently isn’t able to do that. He would like for it to be funded from various different places and mentioned a grant fund from the public risk fund for work comp. Joe said they have two quotes to date and are waiting on one more to come in but stated we are looking at range of $75,000 to 100,000. STREETS AND GARBAGE ALDERPERSON JEFF FRITZ, CHAIR LAKE, BUILDINGS & GROUNDS ALDERPERSON GREG GOSSETT, CHAIR MAYOR COMMUNICATION Mayor McDowell announced the availability of petitions for an election to fill remainder of open terms. th He stated there is going to be a flag dedication at Canton Lake on Monday the 26.
