STAFF IN ATTENDANCE: Mayor Kent McDowell,Admin.Assistant Carol Kohler,Treasurer Crystal Wilkinson, City Attorney Chris Jump, Fire Chief Scott Roos, MEDIA IN ATTENDANCE: None PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION—Mayor Kent McDowell PUBLIC PARTICIPATION—None ROLL CALL Yes No Absent Alderperson Gossett x Alderperson x Lingenfelter Alderperson Fritz x Alderperson Hale x Alderperson West X via Zoom Alderperson Lovell x' Alderperson Nelson x Alderperson x Chamberlin ADDITIONS OR CORRECTIONS TO THE AGENDA Mayor McDowell read the purposes for holding the Special Meeting. In doing so, he announced that Items A and B would be tabled until the next meeting. A. MAYOR'S APPOINTMENT OF ACTING CITY CLERK THROUGH OCTOBER 31, 2022 This item was tabled until the next council meeting. In lieu of appointing an Acting City Clerk, a Motion was made by Alderman Nelson, seconded by Alderwoman Hale to appoint Carol Kohler as Clerk Pro-Tem. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPOINTING AN ACTING CITY CLERK THROUGH OCTOBER 31,2022 This item was tabled until the next council meeting. C. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPOINTING AN AUTHORIZED AGENT FOR IMRF Mayor McDowell explained that IMRF requires that a staff member be named as an authorized agent, and this appointment will likely change when an Acting Clerk is in place. It was suggested that Treasurer Crystal Wilkinson be named as the authorized agent. A Motion was made by Alderwoman Lingenfelter, seconded by Alderwoman Hale,to appoint Crystal Wilkinson as the IMRF Authorized Agent. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR FISCAL YEAR MAY 1,2022—APRIL 30,2023 Mayor McDowell explained that the purchase of two firetrucks was not in this year's budget, but there are funds to pay for them. The total amount is$550,000 and will come from the Equipment and Improvements account. Each fire truck will be$275,000, and an additional $5000 will provide for transportation costs. A Motion was made by Alderman Nelson seconded by Alderwoman Chamberlin to waive the first reading. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING THE PURCHASE OF TWO(2)2014 PIERCE ARROW XT FIRE TRUCKS FROM BRINLEE MOUNTAIN FIRE APPARATUS AND WAIVING FORMAL BIDDING REQUIREMENTS FOR SAME. It was discussed that this item appeared on the last council agenda, so a first reading had already occurred. A Motion was made by Alderman Fritz seconded by Alderman Nelson to allow for the purchase of two 2014 Pierce Arrow XT fire trucks at the total cost of$550,000. MAYOR COMMUNICATIONS Mayor McDowell noted that he expects to name an Acting City Clerk at the next council meeting. He also mentioned that he has been in contact with the COOK Group, and they have been extremely upset with the youths that continue to gather in the former JC Penney parking lot, which is owned by COOK. There has been a lot of trash and some damage. COOK has tried to be lenient and work with the youths, but it has gotten out of hand, so COOK has now authorized the Canton Police Department to patrol the area and enforce no trespassing after 7:00pm on the property. Alderman Nelson also made note to the public that school is starting,so everyone needs to watch more carefully for students walking to and from school,waiting at bus stops, school buses, etc. OLD BUSINESS NEW BUSINESS ADJOURNMENT Motion and second were made by Alderpersons Nelson and Chamberlin to adjourn without the need for executive session.
