HomeMy WebLinkAboutResolution #5387 RESOLUTION NO. 5387 A RESOLUTION AUTHORIZING THE MAYOR TO RETAIN HR FIT FOR CERTAIN HUMAN RESOURCE FUNCTIONS AND/OR CONSULTING ON BEHALF OF THE CITY OF CANTON WHEREAS, the City of Canton, Fulton County, Illinois (the "City") is an Illinois non- home rule municipal corporation, established in accordance with the constitution of the State of Illinois of 1970; WHEREAS, the City Clerk, Diana Pavley-Rock, has tendered her resignation and retirement letter to the City, effective August 4, 2022; WHEREAS, the City Clerk currently monitors and/or administers disability benefits, IMRF, health insurance, family and medical leave, worker's compensation, and other human resource functions of the City's operations; WHEREAS,the Mayor is in the process of selecting an appointee to fill the vacancy to be caused by the City Clerk's resignation; WHEREAS, in order to ensure that human resource matters are timely completed and to maintain a continuity in City operations, the City Council believes it is necessary and in the best interests of the City to retain HR Fit until the appointment of an Acting City Clerk by the Mayor and consent of the appointment by the City Council (collectively the "Appointment"). e NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AS FOLLOWS: Section 1. That the City hereby finds as fact the recitals set forth above and incorporates said recitals herein as though fully set forth. Section 2. Effective upon the passage of this Resolution, the Mayor is authorized to designate and order City staff, employees, and officials to complete various human resource functions of the City, including without limitation, insurance, retirement, disability, health insurance, worker's compensation, and other benefits. Section 3. Effective upon the passage of this Resolution, in order to assist the City with performing is human resource functions, the Mayor is authorized to utilize the services of HR Fit for human resource functions and/or consulting until the Appointment is complete, and thereafter, if necessary to train the incoming Acting City Clerk and his or her staff; Section 4. If any part or parts of this Resolution shall be held to be unconstitutional or otherwise invalid, such unconstitutionality or invalidity shall not affect the validity of the remaining provisions of this Resolution. Section 5. Except as otherwise provided herein, this Resolution shall be in full force and effect from and after its passage and approval as provided by law.
