COMMITTEE REPORTS: FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING THE CITY OF CANTON, FULTON COUNTY ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM #4294 This project is for phase II of the lead service line replacement project. This phase will include the replacement of approximately 375 lead service lines. Motion and second were made by Alderpersons Nelson/Lovell to waive the first reading of the ordinance. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO SIGN A TAX COMPLIANCE CERTIFICATE AND AGREEMENT IN RELATION TO THE PUBLIC WATER SUPPLY LOAN PROGRAM (PWSLP) #5385 This item goes along with the ordinance for the public water supply loan program. DISCUSS, CONSIDER AND VOTE ON APPROVAL OF THE BUDGETED SPENDING FOR THE K-9 UNIT FOR THE CITY OF CANTON POLICE DEPARTMENT. Chief Eveland explained that the K-9 is a resource that the city has been without for a couple of years. Over the past year the city has used the Farmington K-9. The state K-9 is normally scheduled to work in the western part of the state. Availability is usually 45 minutes to one hour to get their K-9. The city has used Farmington's K-9 15 times during just the past year during traffic stops. Case law requires a 10-15 minute for a drug sniff for a car, so you then have to wait for the K-9 to arrive. If the dog doesn't arrive during this timeframe, you can't use the dog for the free air space. If the city has their own K-9, it would eliminate this issue. The city has a large meth problem, so the K-9 would be trained to detect meth and other drugs. K-9's can find guns that could keep people out of danger. The use of the K-9 by tracking one missing suspect or a missing person justifies the cost in itself. The city checked with Kiesewetter insurance and the K-9 will be covered under the general liability policy. They offer mortality and disability insurance for the K-9 dog as well. A job description is on file for the K-9. LEGAL& ORDINANCE ALDERPERSON CRAIG WEST, CHAIR DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TIF REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND DANIEL LATTIMORE AND LATTIMORE PROPERTIES, LLC (1sT READING DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE REGULATING FOOD TRUCKS AND AMENDING TITLE 3, CHAPTER 2 (BUSINESS REGULATIONS- LICENSE, CERTAIN OCCUPATIONS) OF THE CANTON MUNICIPAL CODE. (1sT READING) Attorney.lump explained that a draft copy of the ordinance was distributed to everyone to review before the next meeting. The proposed ordinance removes the provision regarding peanut, popcorn, lemonade, fruit, fish, hamburger and candy stands. An entirely new section will be added to the code that will specifically deal with food trucks. This will include tents, stands, selling food and push carts. This would exclude food delivery vehicles. It excludes ice cream trucks and lemonade stands. The exclusions would also include tents, stands or push carts that are setup by a restaurant or on their property. The application fee would be $250.00 per year or a daily license fee. Private property would be allowed if they have written permission of the owners. DISCUSS, CONSIDER AND VOTE ON AUTHORIZING THE MAYOR TO OBTAIN DEMOLITION SERVICES IN AN AMOUNT NOT TO EXCEED $20,000.00 AND TO AUTHORIZE THE CITY ATTORNEY TO PROCEED WITH LEGAL ACTION TO DEMOLISH 260 FULTON PLACE, CANTON ILLINOIS 260 Fulton Place had a fire a couple of weeks ago that resulted in a complete lost. The city will need to move forward with a demolition. The owner is deceased,so there will be some additional work with the courts to proceed with the demolition. The cost is not expected to exceed $20,000.00. The city would like to proceed due to the poor/dangerous condition of the property. Motion and second were made by Alderpersons West/Nelson to authorize the mayor to obtain demolition services in an amount not to exceed $20,000.00 and to authorize the city attorney to proceed with legal action to demolish 260 Fulton Place, Canton Illinois. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERPERSON JUSTIN NELSON, CHAIR DISCUSS, CONSIDER AND VOTE ON THE HIRING OF A TELECOM MUNICATOR TO FILL UPCOMINMG RETIREMENT. Telecom municator Tess Link will be retiring in October 2022. The city would like to get a new telecommunicator trained prior to Tess retiring. The most recent telecommunicator started on July 10, 2022 and came from the Fulton County Sheriff Department. The hope would be to get this individual trained and on her own before this new employee would be hired. It would be anticipated that this new employee would start around the second week of August. Tess is the lead supervisor so the city will need to promote someone to her position. Motion and second were made by Alderpersons Nelson/Hale to approve the hiring of a telecommunicator to fill the upcoming retirement. COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR DISCUSS, CONSIDER AND VOTE ON A PROPOSAL FOR A BEER GARDEN REQUIREMENT CHANGE FOR THE TASTE OF CANTON In the past there was a designated area for alcohol. The proposal is to expand the area which would allow patrons to obtain a wrist band and move around within the area of the Taste of Canton. Chamber Director Carla Bobell explained that last year they moved this event to the downtown area. Last year it was only on the west side of the square, but this year they would like to use both sides of the square. Brew N Cue would be the bar providing the beer this year. The Chamber is reaching out to Native Trails for the wine. These businesses would be asking for identification for anyone purchasing alcohol. The individuals would then be required to wear a wristband. The event will be held on a Sunday afternoon for three hours. Discussion took place to not include the Mexican Restaurant since they serve alcohol. Motion and second were made by Alderpersons Lovell/Lingenfelter to approve the proposal for a beer garden requirement change that the alcohol vendor will provide wristbands and allowed to carry beverages in the event area. An application was submitted for the special event request by the Canton Heritage Center for the Voices of the past greenwood cemetery walk to be held on September 25, 2022.
