CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD MAY 3, 2022 BILL LIST DISBURSEMENT REPORT TREASURER'S REPORT ANNUAL MUNICIPAL CONTRIBUTIONS TO FIRE AND POLICE FY 2022 PUBLIC WORKS REPORT Motion and second were made by Alderpersons Hale/Lingenfelter to approve the consent agenda. Attorney Jump stated that he would like to vote on the annual municipal contributions to the fire and policy FY 2022 separately. Amended Motion and second were made by Alderpersons Hale/Lingenfelter to approve items 1,2,3,4 and 6 under the consent agenda. COMMITTEE REPORTS: FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR DISCUSS, CONSIDER AND VOTE ON FIRE ENGINE 3 FLYWHEEL, STARTER AND POWER STEERING REPAIR. Alderperson Justin Nelson arrived to the meeting. Assistant Fire Chief Tony Plumer explained that Engine 3 is our 2009 frontline engine with approximately 100,000 miles. It began having issues starting earlier in the year,shortly thereafter the power steering pump failed causing the engine to be out of service. The city mechanic removed the starter and upon inspection found that the flywheel had damage which was causing the starter issues. Our city mechanic determined that the flywheel would need to be replaced to remedy the starting situation. The city mechanic contacted 3 different diesel repair shops and only CIT Trucks had the capabilities to make the repair. We are requesting the approval to have CIT Trucks make the repairs to Engine 3 to return it to frontline service. Included in the amount is $850 to Chuck's Towing for the transport to the facility for repairs. The purchase would come from the Vehicle Maintenance fund line item. The repair time would be approximately two weeks. The cost would be $4,373.25 to Central Illinois Trucks plus the $850.00 for Chuck's Towing. Currently if a customer wants to pay a water bill on-line, they would need to go to the city website to enter the account number and the amount you would want to pay. The staff in the water department then would need to manually post this information. If the customer enters the incorrect account number it then creates errors. The civic pay software would interface with the billing software, which would allow the customer to see their account information and history. The system will create better access for the citizens of Canton.The city will take the existing epay clients and send notification to them of the change that will take place at the beginning of 2023. The module will be transitioned in over a six-month period. Motion and second were made by Alderpersons Lovell/Lingenfelter to approve the Springbrook Civic Pay module at a cost of$3828.00 annually. The appeal is now resolved. Motion and second were made by Alderpersons Nelson/Lovell to waive the rules for the first reading of the ordinance. DISCUSS,CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TIF REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY ILLINOIS AND JACOB POSTIN AND BROOKE POSTIN (15T READING) ORDINANCE#4290 Attorney Jump explained that there are three different installments totaling$40,000.00. upon acquisition and upon the developer completing and verifying. A minimum of$150,000.00 of additional TIF eligible costs to be used for repairs and renovation incurred by the developer for the redevelopment of the property. The city reimburses a second installment of$15,000.00. Upon completion of the project its entirety.A verification of a minimum of$62,500.00 of additional TIF eligible project expenses incurred by the developer for the redevelopment of the property. After not achieved less than 50% of occupancy of all of the south side of level residential apartment and lower level of commercial business space in the building the city shall reimburse the client$10,000.00. Police Chief Michael Eveland explained that the city had an unexpected resignation of one of the current telecommunicators as of May 14, 2022. The city will begin the application and testing process to hire a new telecommunicator. Motion and second were made by Alderpersons Nelson/Hale to approve the ordinance and place it on file. COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE SUBMITTED BY THE CANTON AREA CHAMBER OF COMMERCE FOR THE CANTON CRUISE IN CAR SHOW TO BE HELD JUNE 17, 2022. A request was submitted by the Canton Area Chamber of Commerce for the Canton Cruise in car show to be held June 17, 2022. This is a repeat event and all of the proper paperwork was submitted. PUBLIC WORKS, WATER& SEWER ALDERPERSON ANGIE LINGENFELTER, CHAIR PUBLIC SAFETY&TRAFFIC ALDERPERSON ANGELA HALE, CHAIR STREETS AND GARBAGE ALDERPERSON JEFF FRITZ, CHAIR LAKE, BUILDINGS & GROUNDS ALDERPERSON GREG GOSSETT, CHAIR MAYOR COMMUNICATION Police Chief Michael Eveland reported that May 9, 2022 the K-9 dog named Jack passed awayjust short of his 14th birthday. Jack worked with the city from 2009-2016. He had sudden medical conditions that came at the very end of his life. There is an article on the city facebook page along with some photos.
