HomeMy WebLinkAboutResolution #0765RESOLUTION N0. ~ (~~ J City of Canton, Illinois Date ,, ~ " ,.,~ - ~~ A RESOLUTION TO GIVE NOTICE OF PARTICIPATION IN THE HOUSIiJG APED COMMUNITY DEVELOPMENT ACT OF 1977, APJD THE AUTHORIZATION TO FILE A FY78 MULTI-YEAR COMPREHENSIVE PREAPPLICATION DOCUMENT FOR NON-METROPOLITAN DISCRETIONARY AREA CCMMUNITY DEVELOPMENT BLOCK GRANT ASSISTANCE 41HEREAS, it is necessary and in the public interest of the City of Canton, Illinois, to avail itself of financial assistance provided by the Housing and Community Develop- ment Act of 1977, to commence and undertake a FY78 Multi-Year Comprehensive Housing and Community Development Program within the: City of Canton; and WHEREAS, it is recognized that a Federal contract for such financial assistance will impose certain obligations and responsibilities upon and to the City of Canton and will require among other things: 1. Approval of a satisfactory application transmitted to the Department of Housing and Urban Development 2. Certification by the City of Canton or its designer relating to activities such as civil rights, citizen participation, acquisition of property, environ- mental policies and accounting procedures 3. Other local obligations and responsibilities in connection with the undertaking and carrying out of a Multi-Year Comprehensive Community Development Program within the City of Canton; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Canton, Illinois: 1. That the Department of Housing and 'urban Development is assured of full cony pliance by the City's City Council with certification relating to all regulations and administrative rules relating to the Civil Rights Acts, citizen partici- pation, acquisition process, accounting procedures, the Hatch Act, minimum wage and minimum hour provisions of the Fair Labor Standard Act and all require- ments of the. National Environmental Policy Act of 1968 2. That the Mayor of the City of Canton, Illinois is hereby authorized and directed to prepare such certification and to assume full compliance with all certification as outlined iri Item 1 above; BE IT FURTHER RESOLVED by the City Council of Canton, Illinois that a Multi-Year Compre- hensive preapplication document on behalf of the City of Canton for a Non-Metropolitan Discretionary Area 81ock Grant under the guidelines of the Housing and Community Develop- ment Act of 1977 is hereby approved and that the Mayor of the City of Canton, Illinois is hereby authorized to execute and file such preapplication document with the Department of Housing and Urban Development and to provide such documentation as may be required and to act as the authorized correspondent of the City of Canton relating to the Community Development process. Couch, 1•layor City of Canton, Illinois FY7E3 Housing and Community Development Program Preapplication Document for Community Development Block Grant Assistance Citizen Participation Certification Pursuant to Section 570.431 (Small Cities Singie Purpose guidelines) and Section 570.3x3 (Entitlement regulations that apply to Comprehensive programs) of the Housing and Community Development Act of 1977; as applicant hereto, and Mayor of tl-~e City of Canton, Illinois, I, Harlan E. Crouch, hereby certify and assure that prior to the submission of this preapplication document to the Chicago Area Office of the Department of Housing and Urban Development, the City of Canton as applicant has: 1. provided the citizens of the City of Canton with adequate information concerning the amounts of funds available, funds distribution, program objectives, the range of activities that may be undertaken, and other program requirements; 2. informed the citizens of the City of Canton of the maximum amoui~~t of funds for which the City could apply, tl~e criteria for rating the preapplications, and that the number of preapplications submitted to HUD may substantially exceed the number of preapplications that may uiti~iately be selected to submit a full application for funding; 3• conducted numerous public meetings and two (2) public hearings to obtain the views of the citizens on community development needs; and 4, provided the citizens with an adequate opportunity to articulate needs, express preferences about proposed activities, assist in the selection priorities, and otherwise participate in the deveiopnient of the pre- application document. i further certify and assure that the facts and representations contained herein are true and in accordance with HUD guidelines, policy and requirements. arlan E.
