A public hearing for the City of Canton was held on April 5, 2022 (5:30pm) at the historic depot
with zoom attendance made available.

Mayor McDowell called the public hearing to order at 5:30pm
Purpose of Public Meeting
o City is applying for an IEPA Public Water Supply Loan for the removal and
replacement of approximately 375 lead water service lines. Lead water service
lines included in this project were identified based on available data which
includes meter replacement or owner surveys.
o As part of this process, a Public Meeting is required to conduct an assessment of
the environmental impacts of proposed public water supply projects to be
funded with loans.
o The City received a Project Summary and Preliminary Environmental Impacts
Determination (PEID) from the IEPA that is published on the City’s website and
has been available at City Hall. A map showing the location of the 375 lead
water service lines in included with this document.
City Engineer Keith Plavec explained:

Estimated Construction Date – August 2023
Estimated Construction Completion Date – August 2024
Project Cost Estimate - $3,055,150.00
Part II – Project Affordability for Residents and Utility Customers
Canton does qualify for principal forgiveness for lead service line
replacement. Principal forgiveness in not guaranteed until the
loan agreement is issued. Funds are limited as well.
If no principal forgiveness was available, that annual repayment
on the loan for a term of (20) years based on the small community
rate of 0.83% and the environmental discount reduction of 0.2%
would be approximately $162,623.31. The average residential
water bill increase would be $2.68 per month based on a monthly
water usage of 5,300 gallons. The City currently is eligible for the
small community interest rate and the environmental discount
reduction in the interest rate. These qualifiers adjust annually on
July 1.
Median Household Income (MHI) is also evaluated to determine if
a community qualifies for interest rate reduction or principal
forgiveness
Part III – Environmental Review and Impacts
Project was reviewed by Illinois Department of Natural Resources
(IDNR) to determine compliance with the IL Endangered Species
Act, IL Natural Areas Preservation Act and the IL Wetlands Act. No
negative impacts are expected due to this project.
Project was reviewed by State Historic Preservation Office for
compliance with the National Historic Preservation Act. No
negative impacts to historical or archaeological resources are
expected due to this project.
Project does not require a sign-off from U.S. Army Corps of
Engineers or Illinois Department of Agriculture
Public may submit written comments within 14 days (April 19, 2022) of
this Public Hearing to either the City of Canton (attention Diana Pavley-
Rock – City Clerk, 2 N. Main Street, Canton, IL 61520) or to Lanina Clark,
Project Manager with IEPA. Lanina’s contact information is included on
page 3 of the PEID.
Public Questions or Comments:
Mayor McDowell asked how many lead service lines have been identified to date. City Engineer
Keith Plavec explained that the 375 lines were discovered by meter replacement or from people
submitting online or via mail. Utility Director Joe Carruthers explained that the city has a new
list that will be looked into. The city will continue to verify the lead service lines within the
community.
Utility Director Joe Carruthers explained that this is part of the new lead and copper rule that
the federal government has issued. The City of Canton will also need to completely revise their
lead and copper sampling spots throughout the city. The city has discussed this process with
the EPA. The City will need to be complaint with having no lead in the system with the
timeframe identified as part of the regulations.
Mayor McDowell asked for any additional questions or comments.
No additional comments were made and the public hearing adjourned at 5:44pm.
