STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Diana Pavley Rock, Attorney Chris Jump, Treasurer Crystal Wilkinson, Interim Fire Chief Tony Plumer, Interim Police Chief Mike Eveland, Comptroller Beka Schultz, Utility Director Joe Carruthers, Street Superintendent Ron Robinson WTP Superintendent Caleb Hale, WWTP Superintendent Michael Courtney System Maintenance Superintendent Dash Wilson, City Engineer Keith Plavec MEDIA IN ATTENDANCE: Fulton Democrat ROLL CALL Yes No Absent Alderperson Gossett X Alderperson X Lingenfelter Alderperson Fritz X Alderperson Hale X Alderperson West Attended Remotely Alderperson Lovell X Alderperson Nelson X Alderperson X Chamberlin Mayor McDowell called the meeting to order at 6:00pm for the purpose of a strategic planning meeting to discuss and consider the proposed budget for all corporate purposes for The City of Canton, Fulton County, Illinois in lieu of an appropriation ordinance for the fiscal year beginning May 1, 2022 and ending April 30, 2023. Comptroller Beka Schultz explained that different versions of the budget have been sent out and modified as additional information is received from various department heads and agencies that have requested money. After the most recent revisions were made to the budget, the budget currently has a surplus of $68,730.00. Changes were made to the TIF 3 costs, money was added for a potential demolition, updates were made for the collective bargaining agreements, changes were made for distribution of salaries from the general fund, the leachate revenue was re- evaluated and an increase was made in the budget. The quote received from Otis for the elevator was also included in the revised budget. The total quote from Otis is in the amount of $109,989.00. The city will have 30 days to lock in the rate. The quote would be brought to the April 19, 2022 council meeting for approval. Mayor McDowell said that he would like to take $45,000.00 from the cannabis funds to be used toward the cost. Once the modernization is completed the elevator should last another 30-35 years. Beka will send out an updated version of the budget for everyone’s review. No additional comments were made. Mayor McDowell adjourned the meeting at 6:08pm Diana Pavley Rock, City Clerk
