STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Diana Pavley Rock, Attorney Chris Jump, Treasurer Crystal Wilkinson, Interim Fire Chief Tony Plumer, Interim Police Chief Michael Eveland, Superintendent Ron Robinson, System Maintenance Superintendent Dash Wilson, Utility DirectorJoe Carruthers, Comptroller Beka Schultz MEDIA IN ATTENDANCE: Fulton Democrat, Daily Ledger PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION— Mayor Kent McDowell PUBLIC PARTICIPATION ROLL CALL Yes No Absent Alderperson Gossett X Alderperson X Lingenfelter Alderperson Fritz X Alderperson Hale X Alderperson West X Alderperson Lovell X Alderperson Nelson X Alderperson X Chamberlin ADDITIONS OR CORRECTIONS TO THE AGENDA Mayor McDowell stated that the finance and street committee will be moved to the end of the meeting. The employee awards listed under mayor communication on the agenda will be moved to the beginning of the meeting. EMPLOYEE AWARDS Police Chief Mike Eveland presented awards to the following employees: Officer Kevin Morrow- Officer Morrow responded to a call for a car parked along the side of the road on West Locust Street. Upon arrival at the scene, Officer Morrow discovered a man lying on the ground. Officer Morrow immediately checked for a pulse and started administering CPR until the rescue department arrived. Narcan was then administered to the individual and saved his life. The award is for life saving actions by Officer Morrow. Officer Ryan McCabe- Officer McCabe was elected Officer of the Year in 2020, but due to the pandemic and not meeting in person, the award was held until it could be presented in person at a council meeting. Officer McCabe is active in community involvement and is always looking for ways to improve the department. Dispatcher Steve Wright was elected dispatcher of the year for 2020. Steve is always proactive in dispatch and an asset to the city. Patience Young was elected dispatcher of the year for 2021. Patience was also given the Chief's award during the 2019 incident with Futon County Deputy Chisum. Patience was working in dispatch by herself the day of the call when Officer Chisum lost his life. Officer Smith, Johnson and Atkins also received life-saving awards from the Fraternal Order of Police last month. Mayor McDowell said that the public works report reflects the work being performed by the public works employees with the unaccounted water. The unaccounted water has dropped from over 50% a year ago, to 23% in the last report. The staff continues to work at reducing the unaccounted water, which creates a substantial savings for the city. The staff continues to look for leaks (with the leak detection program) and make repairs to stop the loss of water. The city may be able to discover further leaks during the lead replacement line projects. COMMITTEE REPORTS: LEGAL AND ORDINANCE ALDERPERSON CRAIG WEST, CHAIR DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE DESIGNATING AND APPROVING THE CANTON BUSINESS DEVELOPMENT DISTRICT NO. 1 AND IMPOSING RETAILERS' OCCUPATION TAX, A SERVICE OCCUPATION TAX, AND HOTEL OPERATORS' TAX WITHIN CANTON BUSINESS DEVELOPMENT DISTRICT. (1ST READING) ORDINANCE#4281 Motion and second were made by Alderpersons Lovell/Nelson to waive the first reading of the ordinance. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING A LEASE OF MUNICIPALLY OWNED PROPERTY LOCATED AT 25913 N WELDON ROAD, CANTON ILLINOIS (1ST READING) ORDINANCE#4282 Motion and second were made by Alderpersons Hale/Nelson to waive the first reading of the ordinance. Attorney Jump explained that this agreement is consistent with the more recent leases at the lake. There is a unique paragraph that was added into the lease. The person that will be living at this property currently lives in Atlanta. The entity that is holding the lease is United Kingdom Company. Some provisions for service and notice were included in the lease language. The main purpose is to be able to serve notices in Atlanta rather than the United Kingdom should a situation arise. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION MAKING A TENTATIVE BUDGET AVAILABLE FOR PUBLIC INSPECTION AND SCHEDULING A HEARING ON THE TENTATIVE BUDGET. RESOLUTION #5363 Attorney Jump explained that this formally establishes the publishing of the tentative budget and sets the budget hearing. The tentative budget and hearing are scheduled for April 19, 2022 at 6:00pm. The budget is to be published and available to the public by 8:00am on April 8, 2022 in the City Clerk's office. The notice has to be given by publication in a newspaper having general circulation of the city at least one week prior to the hearing. Elm St. ■ Building has been purchased, and renovation project will be taking place this year. ■ More details on full scope of the project will be announced at a later time. Fulton County Small Business COVID-19 Relief Grant Program(FCSBG) • $700,000 grant program for business in Fulton County has been underway since February 14th, and SRPED will continue to accept applications until March 31St, 2022 at 5:00 p.m.This program has been approved and funded by the Fulton County Board with the use of American Rescue Plan Act funding.
