AN ORDINANCE TO ESTABLISH A DATE FOR A PUBLIC HEARING
REGARDING THE PROPOSAL TO CONSIDER AND APPROVE A
BUSINESS DISTRICT DESIGNATION AND
BUSINESS DISTRICT REDEVELOPMENT PLAN
for the
PROPOSED CANTON BUSINESS DEVELOPMENT DISTRICT NO. 1
PREAMBLE
WHEREAS, the "Business District Development and Redevelopment Act", 65 ILCS 5/11-
74.3-1 et. seq., as amended (hereinafter referred to as the "Act") provides for municipalities to create
within their corporate boundaries business development districts;and
WHEREAS, the City of Canton, Fulton County, Illinois (the "City") has determined that it
is necessary to establish a Business Development District within the City to attract new businesses,
fund public infrastructure improvements, create new job opportunities, increase the tax revenues of
the City,and promote the overall health, safety and welfare of the community;and
WHEREAS, the City has determined that the establishment of a Business Development
District will also help mitigate the presence of blighting factors as defined in the Act that are present
within the City;and
WHEREAS, pursuant to Section 11-74.3-2(a) of the Act, the corporate authorities shall by
Ordinance propose the approval of a business district plan and designation of a business district and
fix a time and place for a public hearing on the proposals to approve a business district plan and
designate a business district;and
WHEREAS,pursuant to Section 11-74.3-2(b) of the Act,the City shall provide notice of this
Public Hearing by publication at least twice, the first publication to be not more than thirty (30) nor
less than ten (10) days prior to the Public Hearing,in a newspaper of general circulation within the
municipality;and
WHEREAS,at the Public Hearing,any interested person may file written objections with the
City Clerk and may be heard orally with respect to any matters embodied in the public notice of the
Public Hearing. The City shall hear and determine all alternate proposals or bids for any proposed
conveyance of land by the City and located within the proposed business district and all protests and
objections at the hearing;and

WHEREAS, due to a scheduling correction, the City hereby rescinds Ordinance No. 4274
that it previously enacted to fix a time and place for a public hearing on the proposals to approve a
business district plan and designate a business district.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF CANTON,FULTON COUNTY,ILLINOIS AS FOLLOWS:
1. The recitals set forth in the preamble to this Ordinance are hereby incorporated by reference
as if fully set forth herein.
2. The Public Hearing for the proposed Canton Business Development District No. 1 shall be
held at 5:30 p.m., Central Time, on March 15, 2022, at the Canton City Train Depot
Building, 50 N. 4th Avenue, Canton, Illinois. Due to health and safety precautions
recommended by public health agencies, the Public Hearing will also be available for the
public to participate by telephone and/or video conferencing options as shall be provided in
the notice of the Public Hearing and otherwise posted by the City.
3. City of Canton Ordinance No.4274 is hereby rescinded.
4. This Ordinance shall be in full force and effect from and after its passage and approval as
provided by law and shall take effect upon its passage as required by law.

of said City on that date.
