The meeting began with the Pledge of Allegiance, followed with the Invocation given by City Clerk Nancy Whites. Mayor Kevin R. Meade asked for roll call at 6:30 p.m. Present -Aldermen Eric Schenck, Larry Sarff, Craig West, Jerry Ellis, Pamela Ihnes, Jason Strandberg, Sonya Lewis. Absent -Joe Berardi. Others in attendance -Mayor Kevin R. Meade, City Clerk Nancy Whites, City Treasurer Aaron Anderson, City Attorney Chrissie Peterson, Keith Plavec from Maurer Stutz Inc. and City Engineer, Public Works Director Cliff O'Brien, Police Chief Dan Taylor, Fire Chief Bonnie Cremer, Wastewater Treatment Plant Supt. Joe Carruthers, Water Treatment Plant Supt. Greg Pollitt, System Maintenance Supt. Bill Terry, Street Supt. George Spahn, Joe Ginger Video Services. CONSENT AGENDA Minutes of Council meeting April 21, 2009 Minutes of Reconvened Council meeting April 28, 2009 Minutes of Mechanical Committee meeting April 28, 2009 Alderman Sarff made the motion to accept the Consent Agenda and be placed on file, and was duly seconded by Alderman Ihnes. The motion was by voice vote, and was unanimous. COMMITTEE REPORTS: Public Safety & Traffic. 1 Council Action None. Streets & Garbage. Council Action None. Lake, Buildings & Grounds Council Action None. Public Works, Water & Sewer. Council Action Payment #7, WWTP Secondary Clarifier #1, Rehab from Leander Construction Inc. Alderman Schenck made the motion to pay Leander Construction Inc. for Payment #7, WWTP Secondary Clarifier #1 Rehab, in the amount of $15,950.47, and paid from the Water & Sewer bonding fund, was duly seconded by Alderman West. Roll call. AYES -Aldermen Lewis, Strandberg, Ihnes, Ellis, West, Sarff, Schenck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Payment #5 Radial Collector Well Reynolds, Inc. Alderman Schenck made the motion to pay Reynolds Inc. $34,762.50 for Radial Collector Well of payment #5, and was duly seconded by Alderman Sarff. Roll call. AYES -Aldermen Schenck Sarff, West, Ellis, Ihnes, Strandberg, Lewis. NAYS - None. Motion carried. Invoice #5595 for IH Site/Crushing from Iron Hustler Excavating $136,761.45. Alderman Schenck made the motion to pay Iron Hustler Excavating $136,761.45 for crushing of cement at the IH Site, and was duly seconded by Alderman Sarff. z Roll call. AYES -Aldermen Lewis, Strandberg, Ihnes, Ellis, West, Sarff, Schenck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Invoice #5605 for IH Site Crushing from Iron Hustler Excavating. Alderman Schenck made the motion to pay Iron Hustler Excavating of $47,787.78 for crushing of concrete at the IH Site for Invoice #5605, was duly seconded by Alderman Sarff. Roll call. AYES -Aldermen Schenck, Sarff, West, Ellis, Ihnes, Strandberg, Lewis. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Change Order #3, WWTP Secondary Clarifier #1 from Leander Construction Inc. Alderman Schenck made the motion to pay Leander Construction Inc. $47,265.34 for Change Order #3 at the WWTP Secondary Clarifier #1, and was duly seconded by Alderman West. Roll call. AYES -Aldermen Lewis, Strandberg, Ihnes, Ellis, West, Sarff, Schenck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Invoice #20565 for WTP from Infilco Decrement, Inc. Alderman Schenck made the motion to pay Infilco Degremont Inc. in the amount of $384,078.00, was duly seconded by Alderman Sarff, and paid from the Water & Sewer bond fund. Roll call. AYES -Aldermen Schenck, Sarff, West, Ellis, Ihnes, Strandberg, Lewis. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Fire Department Parking Lot entrance on east side of the building. Alderman Schenck made the motion to accept Greg Foose for Item 1: in the amount of $13,394.50 and Greg Foose for Item 2: $6,237.00 for the fire department parking lot entrance on the east side of the building, and was duly seconded by Alderman Sarff. Roll call. AYES -Alderman Lewis, Strandberg, Ihnes, Ellis, West, Sarff, Schenck. NAYS -None. Motion carried. Job Advertising -City Administrator and Zoning Officer. Alderman Schenck made the motion to allow advertising for the two positions of City Administrator and Zoning Officer, and was duly seconded by Alderman Sarff. Discussion. Alderman Strandberg asked where is the advertising going to be? Mayor Kevin R. Meade mentioned it would be the Illinois Municipal League, City Manager/City Administrator magazine, and four local media. Roll call. AYES - Aldermen Schenck, Sarff, West, Ellis, Ihnes, Strandberg, Lewis. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. 3 Subdivision/Street Vacation for (former) IH property. This particular topic is on the second agenda for first reading. IH Site -fill Material. Alderman Schenck made the motion to waive the bidding, and was duly seconded by Alderman Ellis. The motion was by unanimous voice vote. Alderman Schenck made the motion to pay Iron Hustler for time and material bid in the amount of $212,000.00, was duly seconded by Alderman West. Roll call. AYES -Aldermen Lewis, Strandberg, Ihnes, Ellis, West, Sarff, Schenck. NAYS - None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE - Liquor License Application - CCC/golf course. Mayor Kevin R. Meade said this has to go to the Liquor Commission first, then he will bring recommendations back to the Council meeting. Recognition. Mayor Kevin R. Meade gave recognition that was sent to Bill Terry. What an outstanding job performed by you and your crew today. Your direction and skills on the water main relocation project were unmatched. You can definitely hold your own against any contractor that I have seen perform in the last 30 + years. You did a great job in not so great conditions and should be commended. Please convey my personal thanks on behalf of the City of Canton's Public Works Department to John Hardin, Chuck Jarvis, Kyle Harris, and Dash Wilson for all of their hard work on a job well done. Mayor Kevin R. Meade also stated this was great work the city employees did. Then, Mayor Kevin R. Meade gave a plaque to Alderman Sonya Lewis and read the plaque that said - In Honor of Your Time, Dedications, and Services as Ward 4 Alderman for the City of Canton. Sonya Lewis said - it has been an honor and privilege and I am looking forward to great things happening in the community. 4 Alderman Pamela Ihnes then received a plaque for her years of service. Pam said she thanked everyone here and hope she has done some good. Mayor Kevin R. Meade said Alderman Joe Berardi has a plaque and he will see that he gets it. ABSTRACT OF VOTES BY CITY CLERK. City Clerk Nancy Whites gave the following information - The undersigned members of the canvassing board for City of Canton do hereby certify that on April 21, 2009 we canvassed the returns of an election on April 7, 2009, and do proclaim that a total of 9,197 voters requested and received ballots and we do further certify that the following list of candidates each received the number of votes recorded for him or her for the office listed below. OLD BUSINESS: ORDINANCE - GRANTING A SPECIAL USE PERMIT FOR A HOME OCCUPATION, TO ALLOW A PHOTO STUDIO IN THE HOME LOCATION AT 56 SOUTH AVENUE B, FOR ANGELA JO OAKMAN. Second reading, read by title. Alderman West made the motion the ordinance be placed on its passage, and was duly seconded by Alderman Strandberg. Roll call. AYES -Aldermen Schenck, Sarff, West, Ellis, Ihnes, Strandberg, Lewis. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. The ordinance being #1975. OATH OF OFFICE TO CITY CLERK Mayor Kevin R. Meade gave the official oath of office to City Clerk Nancy Whites. SINE DIE. Alderman Sarff made the motion to sine die, was duly seconded by Alderman Lewis. The motion was by unanimous voice vote.
