HomeMy WebLinkAbout05-05-09 Canton City Council Meeting Minutes _The City of Canton City Council meeting was held on May 5, 2009 (second meeting) in Council Chambers located at 50 North 4t" Avenue, Canton, Illinois. Oath of Office to Mayor. City Clerk Nancy Whites gave the official oath of office to Mayor Kevin R. Meade. Oath of Office to City Treasurer. City Clerk Nancy Whites gave the official oath of office to Aaron Anderson. Oath of Office to Aldermen Jim Hartford, Craig West, Gerald Ellis, Eric Schenck. City Clerk Nancy Whites gave the official oath of office to each of the Aldermen together. Mayor Kevin R. Meade asked for roll call at 7:16 p.m. Present -Aldermen Eric Schenck, Craig West, Larry Sarff, Jerry Ellis, Jim Hartford, Jason Strandberg. Absent -None. ADOPTION OF ROBERTS RULES OF ORDER. Motion by Alderman Sarff to adopt Roberts of Roberts of Order, and was duly seconded by Alderman Hartford. The motion was by unanimous voice vote. COMMUNICATIONS -MAYOR KEVIN R. MEADE. Appointments. Mayor Kevin R. Meade recommended the names of Rick Reed for Ward 4 to replace Sonya Lewis who resigned and Jorge Rivero for the remaining of the former Alderman Les Carl term which is 2 years for both position. Alderman Sarff made the motion the appointments be confirmed, and was duly seconded by Alderman West. The motion was by unanimous voice vote. Jorge Rivero and Rick Reed then took the official oath of office from City Clerk Nancy Whites. 2009 ALDERMAN COMMITTEE CHAIRMAN APPOINTMENTS Finance -Eric Schenck 1 Community & Industrial Development -Jorge Rivero Legal & Ordinance -Jason Strandberg Negotiations, Grievance & Personnel -Larry Sarff Lake, Buildings & Grounds -Rick Reed Public Safety & Traffic Jim Hartford Streets & Garbage -Craig West Public Works, Water & Sewer -Gerald Ellis Alderman Sarff made the motion the appointment be confirmed, and was duly seconded by Alderman Hartford. The motion was by unanimous voice vote. Planning & Zoning -reappointment of Kent Jansen - 2009-2014 Police Pension Board Joe Diets - 2009-2011 Fire Code Board of Appeals -reappointment of Bill Phillips -2009-2012 Revolving Loan Committee -Eric Schenck as alderman appointment 2009-2010 Parlin Ingersoll Library Board -reappointment of Kim Freiley and Kelly Vollmar - 2009 - 2012 ESDA Coordinator -Phil Fleming Fire & Police Commission -Harold Jump Liquor Control Commissioner -Gale DeRenzy Jones Park Custodian -Carol Kohler z City Chaplin -Rev. Greg Ogle Administrative Assistant to Mayor/City Attorney -Carol Kohler Deputy Clerk/Deputy Treasurer -Diana Tucker City Department Heads -Bonnie Cremer, Fire Chief Dan Taylor, Police Chief Clif O'Brien -Public Works Joe Carruthers -Wastewater Treatment Bill Terry -System Maintenance Greg Pollitt -Water Department George Spahn -Street Superintendent Chrissie Peterson -City Attorney John Favorita -Budget Director Alderman Sarff made the motion the appointment be confirmed, and was duly seconded by Alderman Reed. Discussion. Alderman Schenck asked if the budget director position is temporary? Mayor Meade said it was until the hiring of a city administrator. The position will be taken off of this list mayor Meade said. The motion was by unanimous voice vote. Alderman Schenck made the motion the appointment of John Favorita as temporary Budget Director for 60 days be confirmed, and was duly seconded by Alderman Sarff. The motion carried by unanimous voice vote. City Clerk Nancy Whites gave the official oath of office to Phil Fleming as ESDA Director. Mayor Kevin R. Meade said if you have any tweaks you want to make the two job descriptions of City Administrator and Planning & Zoning Officer to let him know. In the past the City Council passed an ordinance for each department heads salary for the year. The city attorney Chrissie Peterson told me we don't have to do this anymore as the salaries are in the budgets. 3 Mayor Kevin R. Meade recognized former mayor Don Edwards, and Kevin's wife Terry. Rick Reed said his wife and parents were in the audience. Mayor Kevin R. Meade said he needed appointments for the Planning & Zoning Commission and Zoning Board of Appeals. Ken Etcheson is going off of the Board and I want to thank him for his dedicated service, his term on the board was very dear to his heart. Thanks Ken. NEW BUSINESS: ORDINANCE -VACATING STREETS, ALLEYS, PLATS, AT THE FORMER IH SITE. First reading, read by title. Alderman Strandberg made the motion to suspend the rules to place the ordinance on its passage, and was duly seconded by Alderman Hartford. The motion was by unanimous voice vote. Alderman Schenck made the motion to place the ordinance on its passage, and was duly seconded by Alderman Reed. Discussion. City Attorney Chrissie Peterson said the legal titles are somewhat messy and this will clear out all the subdivisions that are there. Then will have a very clear understanding. Roll call. AYES -Aldermen Strandberg, Hartford, Ellis, Rivero, Sarff, West, Schenck, Reed. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Ordinance being #1975. RESOLUTION -AGREEMENT FOR FINANCING OF FIRE APPARATUS. First reading, read by title. Alderman Sarff made the motion the resolution be adopted, was duly seconded by Alderman Strandberg. Discussion. Mayor Kevin R. Meade said this allows for a zero interest loan of 10 years. This is also for a special operation vehicle through the state. Roll call. AYES -Aldermen Reed, Schenck, West, Sarff, Rivero, Ellis, Hartford, Strandberg. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being #3883. EXECUTIVE SESSION - FIRE NEGOTIATIONS, PERSONNEL, AND LAND ACQUISITION. Mayor Kevin R. Meade said we would only need Land Acquisition for the executive session. 4 Motion by Alderman Sarff to go into executive session, and was duly seconded by Alderman Ellis. Discussion. Mayor Kevin R. Meade asked for Tony Rolando to stay for the executive meeting. The motion was by unanimous voice vote. The regular scheduled council meeting convened in executive session at 7:30 p.m. The regular scheduled council meeting convened in open session at 8:15 p.m. ADJOURN Being no further business - Alderman Hartford made the motion to adjourn, and was seconded by Alderman Reed.
