HomeMy WebLinkAbout04-28-09 Mechanical Committee Meeting MinutesThe City of Canton Mechanical Committee met on April 28, 2009 in Council Chambers located at 50 North 4t" Avenue, Canton, Illinois 61520. Mayor Kevin R. Meade called the meeting to order at 7:41 p.m. Aldermen Present -Eric Schenck, Larry Sarff, Craig West, Jerry Ellis, Pamela Ihnes, Jason Strandberg. Absent -Aldermen Joe Berardi, Sonya Lewis. Others present -Mayor Kevin R. Meade, City Clerk Nancy Whites, City Treasurer Aaron Anderson, City Attorney Chrissie Peterson, Police Chief W. Dan Taylor, Fire Chief Bonnie Cremer, Public Works Director Clif O'Brien, Wastewater Treatment Plant Supt. Joe Carruthers, Water Treatment Supt Greg Pollitt, Video Services by Joe Ginger. In the audience -Phil Fleming, Jim Hartford Alderman elect for Ward One, News Media of John Froehling from the Daily Ledger, Mark Bixler from WBYS Radio, Kevin Sampler from the Journal Star. Public Safety & Traffic. Council Action Police Report. Police Chief W. Dan Taylor highlighted his report -Traffic Violations were up by 102 requests for police assistance. Routine traffic arrests were up 25%. The 8t" Citizen's Police Academy class graduated with 14 people and was a success. Officer Boggs, Officer Wages and Officer Smith put on the first bicycle rodeo that the department has had in several years at the Family Super Saturday. Police Chief, Lt. Nichols, and Sgt. Spahn helped the Masons with fingerprinting at Family Super Saturday. A narcotics search warrant was executed at 55 East Cypress. Fire Report. 1 Fire Chief Bonnie Cremer highlighted her report -Fire Alarms increased by 14.3% while EMS alarms decreased by 3.7% compared to our responses in March 2008. Mutual aid was requested by Havana Fire Department. Tower 1 responded to assist with a fire in the downtown area on the 23rd of March. The Tower was used to protect exposures during the fire. Buckheart Fire Department requested mutual aid when they responded to a fire at the Duck Creek Power Plant. We were instructed to man their station during the incident. Assistance to Firefighters Fire Prevention Grant Application was completed. The grant has a 95% match for the City We applied for a fire extinguisher demonstration unit that can be used indoors in businesses or classrooms. Attended an economic development meeting at Graham Hospital which was hosted by State Representative Michael Smith. The annual Ladder testing was done March 12t" and 13t". Only a couple of minor problems were found and the City's Mechanic will be able to complete those repairs. Four firefighters received their certificates for attending Amtrak, Passenger Train Emergency Response training. The four hour training was held in Galesburg on October 29tH And Bonnie stated the ESDA Coordinator's update is included in the Fire Department report. Due to not having a quorum for the committee meeting motions were not made. Payment #7, for WWTP Secondary Clarifier #1, for Rehab in the amount of $15,950.47. Alderman Schenck reported the project was awarded to Leander Construction. Payment #5, Radial Collector Well from Reynolds, Inc. $34,762.59. Project was awarded to Reynolds, Inc. The Public Works and Streets Report stated the status of the project. The Contractor had finished clearing the site and completed the temporary access roadway to Banner Dyke Road. Construction crews were ready to mobilize until the heavy rains in early March caused the Illinois River to flood. The contractor is currently waiting for the Illinois River to lower to acceptable levels and the site to dry out. Invoice #5595 for the IH Site/Crushing from Iron Hustler Excavating. Contractor is requesting payment of $136,761.45. Invoice #5605 for IH Site/Crushing from Iron Hustler Excavating. Contractor is requesting payment of $47,787.78. 3 Change Order #3, WWTP Secondary Clarifier #1. Contractor has been removing the internal components of the clarifier and has found that the floor has cracked and heaved. MSI evaluated alternatives for fixing the floor and pressure relief valves. A change order has been submitted for review and approval at April 28, 2009 committee meeting in the amount of $47,265.34 and time has been extended 97 days for substantial completion (6/30/09) and 67 days for final completion (7/31/09). Invoice #20565 for WTP from Infilco De~remont, Inc. in the amount of $384,078.00. Alderman Schenck mentioned that 60% of the cost is material and equipment. Fire Department Parking Lot entrance on east side of the building. Recommendation from Maurer Stutz Inc. is to retain Greg Foose Construction to complete the work for $19,631.50. Job Advertising City Administrator and Zoning Officer. Mayor Kevin R. Meade wants to advertise in the Illinois Municipal League Magazine, local papers, and the Journal Star. Position for city administrator requires bachelor's degree with 2 years of experience. Alderman Strandberg suggested also the Springfield paper. Subdivision/Street Vacation for (former) IH property. City Attorney Chrissie Peterson mentioned that a lot of the legal descriptions and boundary's don't match as they should. The easy way to be corrected is take all that you have, vacate, and come back conveying the deed to Cook of Canton. IH Site -Fill material. City Attorney Chrissie Peterson mentioned that part of the City's agreement for the Cook site was to provide the fill material. Checked with Iron Hustler who is already there, so could waive any bidding and do later. EXECUTIVE SESSION -PERSONNEL; & THREATENED, PENDING LITIGATION. Mayor Kevin R.
