HomeMy WebLinkAbout08-26-08 Mechanical Committee Meeting Minutes The Canton City Mechanical Committee was held on August 26, 2008 in Council th Chambers at the Historic Depot, 50 North 4 Avenue, Canton, Illinois. Mayor Kevin R. Meade called the meeting to order at 6:30 p.m. Aldermen Present – Eric Schenck, Joe Berardi, Craig West, Pam Ihnes, Jason Strandberg, Sonya Lewis. Absent – Aldermen Larry Sarff, David Nidiffer. Also present – Mayor Kevin R. Meade, City Clerk Nancy Whites, Interim City Treasurer Julie Smick, City Attorney Chrissie Peterson, Police Chief W. Dan Taylor, Fire Chief Bonnie Cremer, Public Works Director Clif O’Brien, City Engineer/Zoning Officer Keith Plavec, Wastewater Treatment Supt. Joe Carruthers, Water Treatment Supt. Greg Pollitt, Street Supt. George Spahn, Jason Myetich of Maurer Stutz Inc., Joe Ginger Video Services. In the audience was one unidentified man, news media of John Froehling from Daily Ledger, Mark Bixler from WBYS, Ben Van Whye from The Democrat. PUBLIC SAFETY & TRAFFIC – ALDERMAN JOE BERARDI, CHAIRMAN. Police Report. Police Chief W. Dan Taylor said he looked at the fir tree on the Southeast corner th of 15 Avenue and Sycamore. The tree does sit on the terrace. When you approach the stop sign the tree blocks the view. My determination – does the tree block the intersection, yes. Do I want the tree down, that is up to council. Police Chief W. Dan Taylor commented that there have been no accidents at that intersection. If you want to be 100% safe, cut the tree down. Alderman Berardi ask who did the study? Public Works Director Clif O’Brien said he did in the mid morning, and Police Chief W. Dan Taylor said he did his in the afternoon. Alderman Berardi said neither of those times can you see the early morning sun blinding you. Alderman Berardi made the motion to have the tree removed, and send to council for consideration. Was duly seconded by Alderman Schenck. The motion carried by voice vote, and was unanimous. Alderman Berardi said he commended the Police Chief W. Dan Taylor and City Attorney Chrissie Peterson for their work on cleaning up property on Old West Locust Street. 1 Police Chief W. Dan Taylor commented that you really can’t appreciate how bad the property is when driving by. Reissued was 32 citation violations, and mosquito cleaning. And the Secretary of States office came and so did special investigators from that office. We are progressing forward. th Nuisance Abatement started July 25 and 54 property’s were notified, and 23 have been corrected. Officer Darren Flynn is working with the School Resource Officer Don Taylor, where we are able to monitor whose coming and going at our schools. The detectives worked on a theft of copper wire, and the person was arrested. Police W. Dan Taylor mentioned that when he became the police chief he thought of areas he could work on and one was over time. Felt in this area we could tightened down a little. I could make the command staff more possible in staffing. And it has decreased from last month. Alderman Berardi thanked him for looking at this issue that is a concern of Alderman Berardi. nd The two new officers will report September 2. One will go to PTI training, and won’t be on street detail until February 2009. The other officer will be available for street patrol in December. Alderman Berardi said the police commission doesn’t hire police officers, they recommend. W. Dan Taylor said they appoint them I believe, you as a council give the commission the right to hire. Alderman Berardi said he wants a buffer between the police chief and wants a deputy chief position. Fire Report. Alderman Berardi commended the school bus driver when the bus caught on fire this past weekend on the way to Metamora for a game. Fire Chief Bonnie Cremer said the fire spread very rapidly. Since then several school personnel have talked with us. 2 Fire Chief Bonnie Cremer highlighted her report. July’s activities were definitely impacted by the area wind storms. We had several calls from down utility lines and tree limbs blocking roads. Later burning complaint incidents occurred as citizens cleaned up tree limbs. The shifts went to Macomb for fire training at the Macomb burn can facility. Assistant Chief Tom Shubert directed the training. The facility allows an excellent area to do training which is very close to realistic. The hot July weather forced the rapid intervention team members to evaluate techniques to conserve energy during evolutions. The Technical Rescue Team participated in training at Macomb. The training required the divers to exceed 60’ depth. The class was held at Haigh Quarry. th Team dive training was held at Lakeland Park, July 16 in conjunction with Copperas Creek Dive Team. The drill consisted of the simulated drowning of two victims. Copperas Creek operated out of their boat and Canton operated from the shore. Firefighter Scott Roos received Fire Officer 2 certification from the Office of the Illinois State Fire Marshall. The certification is considered provisional because he currently does not hold an officers rank. Firefighter Roos attained his Fire Officer 1 certification in 2004 and had to complete four additional fire classes for the provisional Fire Officer 2 certification. The four, forty-hour classes were Fire Management 3, Fire Management 4, Tactics and Strategy 2 and Fire Instructor 2. th On July 29, Canton Fire Department hosted the Technical Rescue Team Leaders. I attended the MABAS chiefs meeting which was held at Cuba Fire Department. The MABAS chiefs discussed dispatching issues and training. th I attended a Department Head meeting Wednesday, July 16. The five inch supply hose and adapter were ordered from Municipal Emergency Services. Temporarily Firefighter Nathan Bushong completed his temporary appointment th with Ron Cozad returning to work July 30. 3 Assistant Chief Richard Grove and I went to Farmington, Jacobs Park where we viewed the Regional Medical Emergency Response Team emergency response tents. The units assemble into a 100 bed tent facility that can be used in emergencies. This equipment is available for emergencies in seventeen counties including Fulton. Cylinder Replacement for self contained Breathing Apparatus. The cylinders for the Canton Fire Department air packs have to be replaced every fifteen years. Three of the cylinders have met this threshold and need to be replaced this fiscal year. The bottles cost $621.00 each, for a total of $1,863.00. Alderman Berardi made the motion to approve of the purchase and refer to council for consideration. Was duly seconded by Alderman Schenck. The motion carried by voice vote, and was unanimous. th Alderman Berardi wants to have the same thing done on 8 Avenue and Ash Street like what the police chief and city attorney had done for Old West Locust Street. What action can be taken, and can it be done similar? th City Attorney Chrissie Peterson said she was not familiar with 8 & Ash Street. Alderman Berardi said, in order to expedient this, can we put together a landowner requirements ordinance that holds them responsible? City Attorney Chrissie Peterson mentioned that we did have discussion of landowners, about the problems, and don’t necessarily know whose responsible for those issues? th Alderman Berardi said he wants 8 and Ash Street listed on his agenda next month. The Public Safety & Traffic committee adjourned at 7:00 p.m. STREETS & GARBAGE – ALDERMEN CRAIG WEST, CHAIRMAN. Stark Excavating Pay Request for Ash Street Project. Alderman Berardi made the motion to accept the pay request from Stark Excavating for Ash Street in the amount of $266,884.06, and refer to council for consideration. Was duly seconded by Alderman Lewis. Discussion. Keith Plavec 4 mentioned that they will be paving on Thursday this week, and want to be done by Monday of next week. The motion carried by voice vote, and was unanimous. IDOT Update on Main & Locust Intersection. Keith Plavec mentioned that the request is sitting in Springfield to be ranked for number and funding. Alderman Berardi said he wanted to update Streetscape with IDOT. Keith Plavec said they are aware of the streetscape plan. When this project occurs both will be informed. Mayor Kevin Meade ask about the request he received from Billy’s Tap to allow a sign for a benefit to be held and place the sign on the IH Site. This would be 30 days before the event. Mayor said he would put this under his communication for next Tuesday’s council meeting. Alderman Berardi brought up about naked wrestling at Outskirts Bar & Grill that had taken place and ask Police Chief W. Dan Taylor to comment. Police Chief W. Dan Taylor said he has not followed up on this for a license as it was inside the building. City Attorney Chrissie Peterson mentioned that this comes under the Liquor Commission due to the ordinance does not allow certain bodies parts being shown, and would be addressed at a Liquor Commission meeting. The Streets & Garbage Committee adjourned at 7:13 p.m. LAKE, BUILDINGS & GROUNDS – ALDERMAN SONYA LEWIS, CHAIRMAN. Nothing listed on the agenda and discussion was not held. PUBLIC WORKS, WATER & SEWER – ALDERMAN ERIC SCHENCK, CHAIRMAN. Leander Construction pay request #7 for Finished Water Storage Facility, for $651,733.73. Alderman Schenck made the motion to accept the pay request from Leander Construction in the amount of $651,733.73, and refer to council for their 5 consideration. Was duly seconded by Alderman Berardi. The motion carried by voice vote, and was unanimous. Reynolds, Inc. pay request #2, 24” Raw Water Transmission Main, for $752,821.67. Alderman Schenck made the motion to accept the pay request #2 from Reynolds, Inc. for the 24” Raw Water Transmission Main, and refer to council for consideration. Was duly seconded by Alderman Berardi. Discusssion. Keith Plavec gave an update – Project was awarded to Reynolds, Inc. – Middleton, OH. Contractor began laying pipe on July 9. Finishing clearing, and borings of roadways. Schedule shows a completed date of December 24, 2008, currently. Final Completion Date is June 5, 2009. Funding is from the Bonding Account. The motion carried by voice vote, and was unanimous. Advanced Asphalt pay request of $209,159.70. Alderman Schenck made the motion to approve the pay request from Advanced Asphalt of $209,159.70 and paid from 2008 Maintenance Program, and using MFT Funds, and refer to council for their consideration. Was duly seconded by Alderman Berardi. The motion carried by voice vote, and was unanimous. Digester Cover bid results. Keith Plavec mentioned the bid opening was August 14, 2008 at 10:00 a.m. in City Hall Board Room. Laverdiere Construction, Inc from Macomb, IL bid was not read because Bid is “not responsible” since none of the required qualifications information was not provided. Sewer Construction, Inc. Canton, IL bid $83,900.00. Engineer’s Estimate was $35,000.00. Keith said he advertised in the Journal Star and Daily Ledger and recommended rebidding the project. Will work with City Attorney Chrissie Peterson on rebidding the project by shorten the time for the bid to be in. Alderman Schenck made the motion to allow for the rebidding of the Digester Cover under the guidelines presented by Keith Plavec, and refer to council for their consideration. The motion carried by voice vote, and was unanimous. Radial Collector Well bid results. Alderman Schenck made the motion to accept the bid from Reynolds, Inc. from Orleans, IN, in the amount of $4,371,200.00, for the Radial Collector Well, and refer to council for their consideration. Was duly seconded by Alderman Berardi. 6 Discussion. Keith Plavec mentioned they were the only bid, anticipate Notice of Award on September 3, 2008. Anticipate Notice to Proceed on October 3, 2008. Construction period – 15 months with an estimated completion date of January 2009. Funding is the Bonding Account. The motion carried by voice vote, and was unanimous. Public Works Progress Report. Canton 2008 MFT Maintenance Program Project awarded to Advance Asphalt of Princeton, IL Funding is through MFT Account Ash Street – Phase 2 Project Awarded to Stark Excavating – Bloomington, IL Progress to date – sidewalk replacement, curb & gutter replacement; driveway replacement Paving operations beginning August 28, 2008 Completion – September 5, 2008 Pay request submitted for consideration Funding: MFT Account IH Site rd MSI working on design of 3 Avenue Bradley Corner Lift Station Improvements Project will remove and replace pumps, valves, controls, paint, etc. Project awarded to Leander Construction – Canton, IL Issued Notice to Process on July 28, 2008 MSI has reviewed Shop Drawings Final Completion Date is December 26, 2008 Funding: Bonding Account Wastewater Treatment Plant Secondary Clarifier Project will remove and replace the internal components from one of the secondary clarifiers Project awarded to Leander Construction – Canton, IL Issued Notice to Proceed on July 28, 2008 Leander Construction began demolition on August 25, 2008 7 Currently reviewing Shop Drawings Final Completion Date is April 24, 2009 Funding: Bonding Account Removal of Rail Road Tracks in IH Lot. Mayor Kevin Meade reported if we don’t need them let’s scrape them. The IEPA allows this as they are above ground. We want to be sure we have no use, as to put them back is very expensive. Alderman Schenck suggested asking for bids to remove them. Alderman Berardi made the motion to pursue for accepting bids. Was duly seconded by Alderman Schenck. Discussion. Public Works Director Clif O’Brien mentioned getting a good bid and he will work with City Engineer Keith Plavec to work up a bid form. The motion carried by voice vote, and was unanimous.
