HomeMy WebLinkAbout04-22-08 Special Council meetingThe Canton City Council held a Special Meeting on April 22, 2008 in Council Chambers at the Historic Depot, 50 North 4t" Avenue, Canton, Illinois. Mayor Heinze called the meeting to order at 8:35 p.m. ALDERMEN IN ATTENDANCE: Eric Schenck, Joe Berardi, Larry Sarff, Craig West, David Nidiffer, Kevin Meade, Jason Strandberg, Sonya Lewis. Absent -None. Others in attendance -Mayor Rodney W. Heinze, City Clerk Nancy Whites, City Attorney Chrissie Peterson, Police Chief Jeff Fritz, Fire Chief Bonnie Cremer, Public Works Director Clif O'Brien, Water Treatment Plant Supt. Greg Pollitt, Video Taping by Joe Ginger. In the audience Mark & Brenda Rothert, News Media of John Froehling from Daily Ledger. Absent: City Treasurer Kathy Luker, Wastewater Treatment Plant Supt. Joe Carruthers. The Special Session was called to consider the following: 1. Executive Session -Public Works Contract 2. Consider a Resolution approving the most recent Public Works Contract. 3. Consider the back pay for above stated resolution being paid from this year's budget. 4. Consider a resolution of support for Illinois Transportation Enhancement Program matching grant. 1. EXECUTIVE SESSION -PUBLIC WORKS CONTRACT. Alderman Sarff made the motion to go into executive session to discuss Public Works Contract. Roll call. AYES -Aldermen Schenck, Berardi, Sarff, West, Nidiffer, Meade, Strandberg, Lewis. NAYS -None. Absent -None. Motion carried. The Special Council meeting convened in executive session at 8:36 p.m. The Special Council meeting reconvened in open session at 8:52 p.m. 2. Consider a resolution approving the most recent Public Works Contract. Alderman Sarff made the motion the resolution be adopted. Was duly seconded by Alderman Nidiffer. Roll call. AYES -Aldermen Lewis, Strandberg, Meade, Nidiffer, West, Sarff, Berardi, Schenck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being #3588. 3. Consider the back pay for above stated resolution being paid from this year's budget. Alderman Sarff made the motion to approve the back pay for the Public Works Contract from this year's budget. Was duly seconded by Alderman West. Roll call. AYES -Aldermen Schenck, Berardi, Sarff, West, Nidiffer, Meade, Strandberg, Lewis. NAYS -None. 8 AYES, 0 NAYS, 0 ABBENT. Motion carried. 4. Consider a resolution of support for Illinois Transportation Enhancement Program matching grant. Alderman Schenck made the motion the resolution be adopted. Was duly seconded by Alderman Lewis. Discussion. Alderman Nidiffer mentioned that he was impressed with this, it is very positive and exciting. Alderman Berardi wants to know dollar wise and if can go for bonds? Also, what can we take from the Reserve Fund? And how much have to pay back if we borrow, let's find an alternative, and let's take money from the Reserve Fund. Executive Director SRPED Mark Rothert ask if your talking about TIF bonds or General Obligation? Alderman Berardi said GO Bonds and how to pay back, and how much year we have to sit aside. Roll call. AYES - Aldermen Lewis, Strandberg, Meade, Nidiffer, West, Sarff, Berardi, Schenck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being 3587. ADJOURN There being no further business Alderman Sarff made the motion to adjourn. Was duly seconded by Alderman Schenck. The motion carried by voice vote, and was unanimous.
