Kent McDowell, Mayor of the City of Canton, as head of the public body, as defined
in subsection (e) of Section 2 of the Freedom of Information Act, has determined
that an in-person meeting or a meeting conducted under the Illinois Open Meetings
Act is not practical or prudent because of a disaster, as defined in Section 4 of the
Illinois Emergency Management Agency Act, which has been declared by the
Governor of the State of Illinois. The City of Canton is covered by the disaster area
declared by the Honorable Governor J.B. Pritzker.
Further, pursuant to the Open Meetings Act, this meeting (including open and
closed portions thereof) will be conducted by video conference (via Zoom). The City's
Chief Legal Counsel will be physically present at the meeting location, located at 50
4t" Avenue, Canton, Illinois 61520. All other requirements of 51LCS 120/7(e) will be
followed.

Downtown 5t" Avenue TIF district special tax allocation fund and authorizing payment of
that surplus revenue to the Fulton County Treasurer for distribution to affected taxing
districts on a pro rata basis for tax year 2020 payable 2021. (2nd Reading)
2. Discuss, consider and vote on an ordinance declaring surplus revenue in the Canton 2-
Route 9/Chestnut Street TIF district special tax allocation fund and authorizing payment
of that surplus revenue to the Fulton County Treasurer for distribution to the affecting

3. Discuss, consider and vote on an ordinance approving and authorizing the execution of a
professional services agreement for the establishment and annual administration of
Canton business development No 1 by and between the City of Canton, Fulton County
Illinois and Jacob & Klein, LTD. And the Economic Development Group, LTD (2nd Reading)
4. Discuss, consider and vote on an ordinance approving and authorizing the execution of a
TIF Intergovernmental agreement by and between the City of Canton, Fulton County,
Illinois and the Canton Union School District#66. (2nd' Reading)
S. Discuss, consider and vote on a resolution approving an agreement to provide fire
protection and EMS assistance by the City of Canton to Illinois Community College District
#534, a/k/a Spoon River College.
6. Discuss, consider and vote on a resolution approving a settlement agreement for the
purposes of demolishing 124 Martin Avenue, Canton Illinois.
7. Discuss, consider and vote on an ordinance approving and authorizing the execution of a
TIF redevelopment agreement by and between the City of Canton, Fulton County, Illinois
and Midwest Cedar&Timber, LLC (151 Reading)
8. Discuss, consider and vote on a resolution approving a lease with Fulton County Probation
for city hall office space.
9. Discuss, consider and vote on an ordinance to establish a date for a public hearing
regarding the proposal to consider and approve as business district designation and
business district redevelopment plan for the proposed Canton Business Development
District No.1.
10. Discuss, consider and vote on an ordinance approving a Loan Agreement with the Illinois
Environmental Protection Agency.
