DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN ENGAGEMENT LETTER FROM LAUTERBACH AND AMEN FOR POLICE AND FIRE PENSION PROJECTIONS RESOLUTION #5347 Lauterbach and Amen would give the city projections for the police and fire pension funds from 2021-2040. The City would then be able to determine the amount of bonds needed for unfunded pension liability. The information provided by Lauterbach and Amen would also help the city with budgeting. The proposed cost for the projections is $200.00/hour with a max of $2400.00 for each pension plan. The fire department is the lowest funded pension plan, which is only 38%funded. (1ST READING) ORDINANCE 4268 This item went before the planning and zoning commission. John Davis and his attorney Ron Weber were present at that meeting to answer questions. Motion and second were made by Alderpersons Nelson/West to waive the first reading of the ordinance. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CANTON UNION SCHOOL DISTRICT NO. 66, THE CITY OF CANTON AND THE FULTON COUNTY STATE'S ATTORNEY'S OFFICE FOR THE RECIPROCAL REPORTING OF CERTAIN OFFENSES. RESOLUTION #5348 Attorney Jump explained that the council approved an agreement for the reciprocal reporting a couple of weeks ago, however it had the language of a public safety director in it. Since the city no longer has a public safety director, the agreement was changed to reflect the language of police chief in in. The last version of the agreement will be repealed and replaced with this new agreement. Motion and second were made by Alderpersons West/Lingenfelterto approve the resolution and place it on file. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERPERSON JUSTIN NELSON, CHAIR DISCUSS AND CONSIDER COLLECTIVE NEGOTIATING MATTERS BETWEEN THE CITY OF CANTON AND ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING SALARY SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR UPDATE FROM SRPED COLE MCDANIEL Cole McDaniel presented the council with the year-end report. PUBLIC WORKS, WATER& SEWER ALDERPERSON ANGELA LINGENFELTER, CHAIR Utility director Joe Carruthers explained that the meter replacement throughout the city is near complete. The city had a project completed to determine leak detection for water. The city made several repairs, which in turn stopped the water leaks. The city has done well over the last several months at reducing the water leaks and upgrading the infrastructure. The city is currently down to 24% for unaccounted water—which is drastically lower than the 50% previously reported. PUBLIC SAFETY AND TRAFFIC ALDERPERSON ANGELA HALE, CHAIR STREETS AND GARBAGE ALDERPERSON JEFF FRITZ, CHAIR DISCUSS,CONSIDER AND VOTE ON AN ENGINEERING SERVICE AGREEMENTTO PROVIDE PHASE I & II PRELIMINARY ENGINEERING FOR THE REPLACEMENT OF THE STRUCTURE CARRYING AVENUE F AND BIG CREEK IN THE CITY OF CANTON RESOLUTION #5349 The city is currently working on the Cass Place bridge by utilizing the Rebuild Illinois Funds. Any remaining funds will be used for the Avenue F bridge. The city received COVID funds that went into an MFT fund. The city is determining if these funds can be used for this project. Motion and second were made by Alderpersons Fritz/Hale to approve the engineering service agreement to provide phase I & II preliminary engineering for the replacement of the structure carrying Avenue F and Big Creek in the City of Canton. The money donated by the participants will be donated to a charity of his choice. GIRLS TRAVELING BASKETBALL ASSOCIATION Mayor McDowell congratulated the girls traveling basketball association-4t"and 5t"grade teams.
