CANTON CITY COUNCIL MEETING

Kent McDowell, Mayor of the City of Canton, as head of the public body, as defined
in subsection (e) of Section 2 of the Freedom of Information Act, has determined
that an in-person meeting or a meeting conducted under the Illinois Open Meetings
Act is not practical or prudent because of a disaster, as defined in Section 4 of the
Illinois Emergency Management Agency Act, which has been declared by the
Governor of the State of Illinois. The City of Canton is covered by the disaster area
declared by the Honorable Governor J.B. Pritzker.
Further, pursuant to the Open Meetings Act, this meeting (including open and
closed portions thereof) will be conducted by video conference (via Zoom). The
mayor will be physically present at the meeting location, located at City Hall, 2 N.
Main Street, Canton, Illinois 61520. All other requirements of 5 ILCS 120/7(e) will be
followed.

LEGAL & ORDINANCE
ALDERPERSON CRAIG WEST, CHAIRMAN
1. Discuss, consider and vote on a resolution approving a lease agreement between Jason
Elwell DBA Peculiar Projects LLC and the City of Canton and directing the Mayor and the
City Clerk to execute and deliver said agreement on behalf of the City of Canton, Illinois.
2. Discuss, consider, and vote on an ordinance annexing a part of Old Beach Addition.
3. Discuss, consider and vote on a resolution approving a renewal for the City of Canton
workers compensation insurance with the Illinois Public Risk Fund effective 12-1-2021
4. Discuss, consider and vote on a resolution approving a renewal for the City of Canton
liability insurance with Illinois County Risk Management effective 12-1-2021
5. Discuss, consider and vote on an ordinance approving and authorizing the execution of a
TIF redevelopment agreement between the City of Canton, Fulton County Il and Keefer

6. Discuss, consider and vote on an ordinance granting a Special Use-Home Occupation
Permit to allow for in person shopping on Saturday’s only at 915 South 2 nd, Canton
Illinois currently zoned R-2 (1st Reading)
7. Discuss, consider and vote on an ordinance authorizing the City of Canton, Fulton
County Illinois to borrow funds from the Illinois Public Water Supply Program (1st
Reading)
8. Discuss, consider and vote on an ordinance to repeal the Canton Municipal Code Title 1,
Chapter 24, sections 1 through 3 regarding public safety director.

1. Discuss and consider collective negotiating matters between the City of Canton and its
employees or their representatives, or deliberations concerning salary schedules for one
or more classes of employees.
2. Discuss, consider and vote to authorize the mayor to make an offer to resolve a
grievance filed by a member of Illinois Fraternal Order of Police Labor Council, Unit 840,
on or about October 5, 2021, pertaining to an employee of the City of Canton.
3. Discuss, consider, and vote on authorizing temporary appointment of a police officer by
the police and fire commission.
4. Discuss, consider, and vote on authorizing temporary appointment of a commissioned
officer for the fire department by the police and fire commission.
