DISCUSS, CONSIDER AND VOTE ON THE NOTICE OF INTENT TO AWARD THE LEAD SERVICE LINE REPLACEMENT PROJECT TO WALTER EXCAVATNG CO, INC. System Maintenance Superintendent Dash Wilson reported that a bid opening took place on October 14, 2021 for the lead service line replacement project. This project includes the replacement of 226 lead service water lines from the tap on the water main to the water meter inside the house. Five contractors expressed interest, but only Walker Excavating Co submitted a bid. The bid was in the amount of $1,513,171.96. The bid conformed to the bidding requirements. It was the recommendation to award to project to Walker Excavating Co, Inc. The project is expected to begin April 2022. Attorney Jump explained that the property owners will be required to grant permission and allow the contractor to go onto the property. Motion and second were made by Alderpersons Lovell/Chamberlin to authorize the city attorney and the mayor to retain the expert for pending litigation not to exceed the proposed amount without coming back to the council. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND AFSCME LOCAL 1372 AUTHORIZING AND DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS. RESOLUTION #5336 This item was discussed in executive session. Motion and second were made by Alderpersons Lovell/Fritz to approve the resolution approving an agreement between the City of Canton and AFSCME Local 1372 authorizing and directing the Mayor and the City Clerk to execute said agreement on behalf of the City of Canton. COMMUNITY & INDUSTRIAL DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIRMAN DISCUSS, CONSDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE REQUEST FOR THE YMCA’S TURKEY TROT TO BE HELD NOVEMBER 25, 2021 A request was submitted for the annual Turkey Trot to be held November 25, 2021. The same route will be used this year that was used in prior years. The event will start at 8:00am and will finish at noon. A few campers will be staying year- round so proof of insurance is being requested from those staying. The new trail at the lake is open and everyone is encouraged to go enjoy the trail. Cook corporation is considering helping with some rest areas. OLD BUSINESS NEW BUSINESS Individuals going door to door for Halloween should do so between the times of 5:00-8:00pm. If the homeowners do not have lights on, trick or treaters should respect the homeowners not participating in trick or treating. The Munchkin Masquerade will not be held this year, but other groups are coordinating events for the children.
