Zoom attendance was made available. COMMITTEE REPORTS: FINANCE ALDERPERSON ANDRA CHAMBERLIN BILL LIST A Revised bill list was distributed to reflect the farms property taxes (portion that is leased) under water and sewer. An estimate on the property taxes was previously provided, but now the actual amount due was made available. The amount on the revised bill list reflects the updated number. Motion and second were made by Alderpersons Chamberlin/Nelson to approve the bill list. COMPTROLLER’S REPORT The last of the FY 21 journal entries were posted and are the final numbers that went to the auditor so they could begin their work. DISCUSS, CONSIDER AND VOTE ON AUTHORIZATION TO SPEND UP TO $4000.00 FROM THE GENERAL FUND FOR GREENWOOD CEMETERY MAUSOLEUM REPAIRS AND RAILINGS. The work will include concrete steps and handrails in front of the mausoleum. Motion and second were made by Alderpersons Nelson/Hale to authorize up to $4000.00 for the repairs and railings. LEGAL AND ORDINANCE ALDERPERSON CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE REZONING PROPERTY AT 980 SOUTH MAIN ST STREET, CANTON ILLINOIS 61520 FROM AB R-3 TO AN R-4 ZONING CLASSIFICATION (1 READING) ORDINANCE #4258 The developers that purchased the church is wanting to put in student housing. This went to the planning and zoning commission and was approved. . Motion and second were made by Alderpersons West/Nelson to waive the first reading of the ordinance. Discussion: Attorney Jump explained that he will include the full legal description on the final ordinance. A change will also be made to the proposed ordinance to clean up a typographical error with a question mark. Motion and second were made by Alderpersons West/Nelson to approve ordinance with the proposed changes and place it on file. Meng En Wang is the original owner of the Chinese restaurant located off the square. He is wanting to do some renovations on the building next to the restaurant. The original restaurant would then be taken over by someone else. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN DISCUSS AND CONSIDER COLLECTIVE NEGOTATING MATTERS BETWEEN THE CITY OF CANTON AND ITS EMPLOYEES AND THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING SALARY SCHEDULES FOR ONE OF MORE CLASSES OF EMPLOYEES. A committee meeting will be held on Tuesday, September 28, 2021 at 6:00pm to discuss this item once more information becomes available. COMMUNITY & INDUSTRIAL DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIRMAN PUBLIC WORKS, WATER & SEWER ALDERPERSON ANGELA LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERPERSON ANGELA HALE, CHAIRMAN STREETS AND GARBAGE ALDERPERSON JEFF FRITZ, CHAIRMAN Reports of various sink holes have been reported on streets within the city. Anyone reporting a sink hold or street repairs should contact Nancy Mackey at 309-647-5022. LAKE, BUILDINGS AND GROUNDS ALDERPERSON GREG GOSSETT, CHAIRMAN MAYOR COMMUNICATION Mayor McDowell received a positive letter regarding Greenwood Cemetery Sexton Kyle Jansen. Mayor McDowell read the letter at the meeting and the copy was placed in his personnel file. Mayor McDowell thanked Superintendent Ron Robinson and the staff for their hard work. The Taste of Canton will be this Sunday, the parade took place last week along with the Clydesdales being in town. The staff did a great job setting up and cleaning the streets. The staff along with Sexton Kyle Jansen did a great job getting ready for the Cemetery walk. Mayor McDowell thanked Cole Atchley for his help during dumpster days. A covid task force meeting recently took place. The University of Illinois approached the city about participating at the wastewater treatment plant in detecting covid levels in the wastewater. The city was made aware that the covid numbers are extremely high. The Peoria area is at 38%, but Canton is at 45%. Mayor McDowell encourages everyone to get vaccinated and to follow the CDC guidelines for masking.
