HomeMy WebLinkAbout02-05-08 City Council Meeting MinutesThe Canton City Council met Tuesday, February 5, 2008 at 6:30 p.m. at the Depot, 50 North 4th Avenue for their Regular Meeting. Present were Mayor Rodney Heinze, City Clerk Nancy Whites, City Treasurer Kathy Luker, City Attorney Chrissie Peterson, Police Chief Jeffrey Fritz, Fire Chief Bonnie Cremer, Public Works Director Cliff O'Brien, Wastewater Treatment Supt. Joe Carruthers, Water Treatment Supt. Greg Pollitt, Video Services by Joe Ginger. In the audience was Attorney Nancy Shell, Warren Skinner, employee of Leander Construction. Also news media of Daily Ledger -John Froehling, WBYS -Mark Bixler, The Democrat -Denise Bankes. Mayor Rodney Heinze called the meeting to order at 6:30 p.m. Present - Aldermen Eric Schenck, Joe Berardi, Larry Sarff, Craig West, David Nidiffer, Kevin Meade, Jason Strandberg, Sonya Lewis. Absent -None. NANCY WHITES CITY CLERK OFFERED PRAYER. MINUTES -JANUARY 8, 2008 -CLERICAL COMMITTEE. Motion and second by Aldermen Sarff/West, to accept the minutes of January 8, 2008 and placed on file. The motion carried by voice vote, and was unanimous. MINUTES -JANUARY 10, 2008 -COMMUNITY & INDUSTRIAL DEVELOPMENT COMMITTEE -JOINT MEETING. Motion and second by Aldermen Sarff/Nidiffer, to accept the minutes of January 10, 2008 and placed on file. The motion carried by voice vote, and was unanimous. MINUTES -JANUARY 15, 2008 -COUNCIL MEETING. Motion and second by Aldermen West/Lewis, to accept the minutes of January 15, 2008 and placed on file. The motion carried by voice vote, and was unanimous. MINUTES -JANUARY 22, 2008 -MECHANICAL COMMITTEE. Motion and second by Aldermen Schenck/Stranberg, to accept the minutes of January 22, 2008, and placed on file. The motion carried by voice vote, and was unanimous. Page 1 of 5 COUNCIL MEETING FEBRUARY 5, 2008 COMMITTEE REPORTS - MECHANICAL COMMITTEE 1-22-08. Public Safety & Traffic. Council Action Fire hose replacement Municipal Emergency Services $9.094.00. MOTION: by Aldermen Schenck/Strandberg, to accept the purchase of the 5 inch supply line hose and adapters from Municipal Emergency Services at a total cost of $9,094.00. Roll call. AYES -Aldermen Lewis, Strandberg, Meade, Nidiffer, West, Sarff, Berardi, Schenck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Squad Car Video Camera, two-in car video systems for $8,050.00. MOTION: by Aldermen Schenck/Sarff, to accept the purchase of two Digital Video Systems at $7,990.00, plus shipping and handling at a cost of $60.00, for a total cost of $8,050.00, and purchased from Digital Alley of Leawood Kansas. (Paid from the DUI Funds thru the police department.) Roll call. AYES -Aldermen Schenck Berardi, Sarff, West, Nidiffer, Meade, Strandberg, Lewis. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Council Action Kilroy Lift Station Liquidated Damages & Final Completion. MOTION: by Aldermen Strandberg/Sarff, to refer the issue to the Clerical Committee Finance agenda. Discussion. Alderman Strandberg reported that most of the issue has been rectified. Most of the problems now are the alarms and they are working to get that taken care of by next Tuesday according to Public Works Director Cliff O'Brien. COMMUNICATIONS FROM MAYOR HEINZE - Good News. Mayor Heinze said he has nothing tonight to share, and will have in two weeks. Mayor Heinze ask for report from Water Supt Greg Pollitt on the status of the lake level. Greg answered at this time 72 inches and raising, as it had been raining most of the day. OLD BUSINESS: None. NEW BUSINESS: ORDINANCE -APPROVING THE AMENDED PLAT FOR GOLF VIEW VILLAS -SECTION ONE. First reading, read by title. ORDINANCE -VACATING AN ALLEY ACROSS A PORTION OF THE SOUTH END OF LOT 35, JONES' SECOND ADDITION TO THE CITY OF CANTON, FULTON COUNTY, ILLINOIS. First reading, read by title. Motion and second by Aldermen Nidiffer/West, to suspend the rules by placing the ordinance on its passage at first reading. Alderman Nidiffer explained that Dennis Crawford has a preexisting building sitting on the alley and has been checked in the city records that the alley has never been vacated. City Attorney Chrissie Peterson said that the plat is dated June 27, 1997 by Maurer Stutz Inc. which is part of the development. And to provide a title commitment policy, that then prompted us to do the research. Roll call. AYES -Aldermen Lewis, Strandberg, Meade, Nidiffer, West, Sarff, Berardi, Schenck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Passage of Ordinance. Motion and second by Aldermen Sarff/Nidiffer, the ordinance be placed on its passage. Roll call. AYES -Aldermen Schenck, Berardi, Sarff, West, Nidiffer, Meade, Strandberg, Lewis. NAYS - None. Motion carried. Ordinance being # 1920. Motion and second by Aldermen Sarff/Lewis, to go into executive session. The motion carried by voice vote, and was unanimous. The regular scheduled council meeting convened into executive session at 6:48 p.m. EXECUTIVE SESSION - NEGOTIATIONS, GRIEVANCE & PERSONNEL COMMITTEE - TO DISCUSS -PUBLIC WORKS CONTRACT AND FIRE CONTRACT. The regular scheduled council meeting reconvened into open session at 6:58 p.m. for the purpose of adjourning the meeting. ADJOURN There being no further business, Alderman Sarff made the motion to adjourn. It was duly seconded by Alderman Lewis.
